“The HRA will be holding a closed meeting per MN Statute §13D.05, Subd. 3(c)(3) (the “Act”)
to develop or consider offer or counteroffers for the purchase or sale of real or personal
property”. The properties being discussed are:
▪ PID#75-401-0115, also known as 419 3rd Street NW, Elk River
▪ PID#75-401-0150, also known as 406 Main Street NW, Elk River

NOTICE OF MEETING BY TELEPHONE OR OTHER ELECTRONIC MEANS
Meeting pursuant to Minn. Stat. § 13D.021
NOTICE IS HEREBY GIVEN the Housing and Redevelopment Authority of the City of Elk River
will hold a special meeting on Friday, April 3, 2020, 9:00 a.m. via teleconference
In accordance with the requirements of Minn. Stat. Section 13D.021, Mayor John J. Dietz has
determined an in-person meeting is not practical or prudent because of the COVID-19 health
pandemic declared under Chapter 12 of the Minnesota Statutes.
Because of the COVID-19 health pandemic, it has been determined that attendance at the regular
meeting location by members of the public is not feasible.
Because of the COVID-19 health pandemic, it has been determined that physical presence at the
regular meeting location by members of the City Council is not feasible.
Therefore, some or all the Housing and Redevelopment Authority members may be participating by
telephone or other electronic means. At least one member of the HRA, the HRA executive director,
or the city attorney, will be present at the regular meeting location.
The closed meeting of the HRA will be held via teleconference.
