09-14-1959 VCM SPECIAL VILLAGE OF ELK RIVER COUNCIL MEETING September 14, 1959 A special meeting was held at the Municipal Building on Sept 14, 1959 at 7:30 P.M. for the following purposes: To consider the sewage treatment plant bids To call for bids for sanitary sewer extension To consider employment of architect to prepare plans for remodeling of former creamery building as a liquor store To Call for bids for demolition of part of creamery building Members present: Henry Johnson, Mayor; G.R Bergerson, August Meyer, R.G. Kemper, Trustees; H.A. Briggs, Clerk Mr. Wm Mills and other members of Carter Krueger and Associates were present. Also Mr. Barbarossa of Barbarossa and Sons. Mr. Mills read a letter received from Barbarossa and Sons in which they contend that they have a right to part of contract for construction of sewer treatment plant. A motion was made by Meyer and seconded by Bergerson to table the matter of the bids for the treatment plant until Village Attorney John E. McGibbon, can confer with Quigley and Quigley Attorneys for Barbarossa and Sons. Motion carrrid. A motion was made by Kemper and seconded by Bergerson to advertise for bids for sanitary sewer extension bids to be opened at 8:00 P.M. on Oct. 12, 1959. Motion carried all voting in favor. Mr. Frederick Mosse was present in regard to the remodeling of the Creamery building. A motion was made by Kemper and seconded by Bergerson to employ Mr. Mosse on term of the contract as presented and authorizing and directing the Mayor and Clerk to sign such instruments on behalf of the Council to place such contract in operation. Motion carried. Whereas, pursuant to a resolution passed by the Council on this date the architect retained for the purpose has prepared plans and specifications for the demolition of the chimney and certain other parts of the creamery building as a prerequisite for the remodeling thereof as a municipal liquor store and has presented such plans and specifications to the council for approval: Now therefore be it resolved by the Village Council of the Village of Elk River: 1. Such plans and specification a copy of which is hereby attached and made a part hereof are herby approved. 2. The village clerk shall prepare and caused to be inserted in the official paper an advertisement to bids upon said demolition __ said plans and specifications. The advertisement shall be published for two weeks, shall specify the work to be done, shall state that bids will be opened and considered by the Council at 8:00 o’clock P.M. on Oct 5, 1959 in the Municipal building in Elk River, Minn. and that no bids will be considered unless sealed and filed with the Clerk accompanied by cash deposit, cashier’s check, bid bond or certified check payable to the clerk for five per cent of the amount of such bid. The above resolution was made by Meyer and seconded by Briggs and passed all voting in favor. Meeting adjourned. H.A. Briggs Village Clerk
