improvements.
Background/Discussion
In September of 2017, Council received a presentation from Five Bugles regarding a needs study for the
Police and Fire Department building expansion. Areas addressed in the needs study included the completion
of the upper level and garage expansion of the police department and the remodel and expansion of Fire
Station 2 with a possible addition of a third station.
In March of 2019, the Council gave approval to fund and seek an architectural design firm to complete the
expansion project. An RFP was created with a deadline of August 30, 2019. The submitted proposals were
reviewed by a committee and an architectural design firm was selected in early March of 2020.
Seeking approval for the firm selected at a price of $558,000 with an additional reimbursable expense not to
exceed $25,000.

Dear Chief Dickinson and Chief Nierenhausen ,
On behalf of BKV Group, we appreciate this opportunity to submit our proposal for the expansion and remodeling
of the City of Elk River Public Safety Building and new Fire Station No. 3. Our team has thoroughly reviewed the
Request for Proposal, we understand the scope of services requested and can deliver on the city’s needs. Our
team has worked together on many fire, police, and law enforcement projects and understand current planning
requirements associated with these areas. The team has also worked on many complex expansion and remodeling
projects and understands the value in utilizing existing area to create operational efficient spaces. We have the
experience and commitment that we know will be an asset to the city.
Our core public safety team leaders have focused their careers on aspects dealing with design and operations
of public safety facilities. I will be the lead architect for the project as well as the lead in all police design and
planning activities. I have a strong background and understanding with law enforcement facility requirements
and operations throughout the country with the majority located here in Minnesota. Most recently, I taught a
national seminar on the issues and requirements associated with squad garages. In addition, our fire design expert,
Craig Carter, continues to lecture and provide white papers on aspects associated with fire station planning and
design, as well as issues the first responders are facing. Our public safety specialist, Greg Martin, is a retired fire
chief who understands the operational and planning issues that first responders deal with on a daily basis and
has participated in design efforts on numerous public safety facilities. Our lead designer, Mike Krych is frequently
recognized for the quality of his design work. His practical approach in working with clients has led to outstanding
designs that reflect the clients vision and the communities they serve.
In addition to our in-house team members, we have two consultants with whom we regularly work on public safety
projects in Minnesota: Wenck Associates for civil engineering and True North Consulting Group for A/V and security
technology.
The following are some of our specific qualifications:
Law Enforcement Expertise. BKV Group has completed more than 100 police station projects, including studies,
renovations and new facilities nationwide. We are experts in the intricacies of function, security, adaptability, cost-
effectiveness, operational efficiency, and civic presence that are necessary for a successful police facility.
Fire Station Expertise. We’ve gained our deep fire station expertise through the completion of more than 130 local
and national fire projects, ongoing research into the future of the fire service, and participation in national fire
service and fire station design conferences.
Holistic Practice. The strength of our holistic practice is the collaboration and efficiency that we have created in
having all services in our Minneapolis office. This enhanced collaboration among all design disciplines has created
value in the coordination of our designs and benefits to our clients in our accountability and thoroughness. Our
vetted project management process consistently delivers projects on-time and on-budget, through consistent
communication, an in-house and third-party quality assurance process, and project team accountability.

Sustainability. As a firm, BKV Group has made a commitment to educate and mentor members of its staff with
the goal of developing professionals who understand and value the impact that sustainable design can achieve.
Having all disciplines in one office has supported this integrated approach and process. While many of our
professionals are LEED accredited, we treat each project with common sense approaches, developing sound
options to achieve our clients’ sustainability goals, and review with them enhanced options and their associated
cost and paybacks.
Team & Community Engagement. A large part of our project success is our collaboration and involvement of the
client team as well as the community. We have found that projects best support the community and departments’
needs when there is involvement and input by all stakeholders. We have a number of approaches to involve all first
responders, the city administration and council, as well as the community as a whole.
I will be the lead architect and main point of contact for the project providing coordination among the team
and with the city throughout the entire process. In addition to my experience in public safety projects I also bring
understanding and leadership gained through over 39 years in the profession.

Our team’s compensation goals are to establish fees that fair and appropriate for the work required to achieve
your project goals while assuring that both our client and firm feel they are treated fairly for the services and
expertise provided. To meet this goal, we strive to establish a well-defined project understanding and scope
of services so that an appropriate fee structure can be determined. We have established our fees based our
experience in doing this type of work and the information in the RFP.
We would urge the committee to select your team based on experience and qualifications. While we feel that the
proposed fixed fee is in line with the work as stated in the RFP, our first task in working with the City of Elk River will be

Across University Avenue from the City of Fridley’s Community Park, and
directly west of the wooded trails of Locke Park and Rice Creek, stands
the recently completed Fridley Civic Campus. This municipal improvement
project features a new City Hall/Public Safety facility and Public Works facility,
organized around a central water feature and shared plaza. The building’s
design responds to its urban and natural surroundings with a palate of
materials that are both elemental and durable. Stone, brick, metal, wood,
and glass create forms that emerge solid and straight, defining the building
volumes on the site’s north and west boundaries. These forms are positioned
to engage with the public water feature and provide views of the wooded
landscape beyond to the south and east.
The police and fire facility is located across the lobby from the City Hall. A
separate public lobby, records, police administration, investigations, and
patrol spaces are all located on the first floor. The lower level contains a squad
garage, a small holding facility with attached vehicle sallyport, evidence
processing and storage area, and a five -lane firing range. On the second
floor, an EOC/training room and fitness room are accessible for employees.
The fire station has administrative offices on the first floor and bunk rooms,
a kitchen, and a dayroom for duty crews on the second floor. A fire pole
provides direct access to the apparatus bays. There are dual three-bay drive-
through apparatus rooms. In between these bays is the watch room and other
apparatus bay support spaces. Above the support functions is a large room
for mazes and props to provide on-site training opportunities.

BKV Group teamed with GLT Architects to create a 110,000 square foot police
headquarters and includes space for administration, investigations, patrol,
training, community meetings, evidence and forensics labs, and underground
parking for 250 vehicles within a multi-story building. The design embraces
the challenges of the constricted site, stacking the program vertically and
underground parking.
The brief for the St. Could Headquarters outlined the design of a significant
work of public architecture incorporating a contemporary working
environment and state of the art operations to meet staff and community
expectations. The design vision was to create a meaningful building
responding to its context, addressing the sites serious constraints and
recognizing its important position as a gateway between major districts within
the city.
The site exists on the edge of the dense commercial center of town and an
established residential district. The department had previously shared space
with the county sheriff for the past 20 years outgrowing significantly this
space while also lacking a distinct image and identity. The department was
interested in fostering a sense of openness and transparency towards the
public. It was also committed to providing a rich working environment for its
staff. The design embraces the challenges of the constricted site, stacking the
program vertically and placing the parking underground. The subterranean
parking allows the confluence of commercial and residential pedestrian
patterns resulting in a significant urban plaza that marks the threshold of the
two districts.

RAMSEY FIRE STATION NO. 2

BKV Group was hired by the City of Ramsey Fire Department to evaluate a
proposed new site for a replacement station for their current Station #2. The
city was approached by two separate developers interested in acquiring the
land currently occupied by their current Station #2, and BKV Group was hired
to assess whether a nearby city-owned site was adequate to house a new
replacement station.
The site planning process began by first analyzing the site to make sure all
apparatus turning clearances could be met, and by assessing a proposed
program for the replacement station. It was determined the program for
the new station would require 12,000 SF, and the program analysis included
options for either a single or two story building options. BKV Group also
provided a preliminary cost estimate for the city to evaluate the feasibility of
construction financing.
After the original assessment in 2012, the fire department retained BKV
Group to continue design development. This stage began with review
of the program completed as part of the study, and program and area
specifications, as the city finalized their financing strategy for the station.
BKV developed the floor plan, as well as completed the exterior design and
massing of the building using Revit and Building Information Modeling.

The City of Plymouth had outgrown its public safety building: the department
needed more space and an enclosed garage for police vehicles. After
assessing the situation, the BKV team took a step back and master-planned
the entire municipal site. This new plan incorporates both the public safety
department and the city hall into one modern facility.
Combining these programmatic elements into the existing city hall unifies
the complex and supports the building’s natural setting. The secured squad
garage is built into the natural bowl-shaped site, reserving additional city park
area as well as providing a necessary security separation of police and staff
vehicles. The landscape supports this gesture with native plantings and low
stone walls.
Plymouth Public Safety Building and City hall received a 2007 AIA Minnesota
Honor Award, 2007–2008 Justice Facilities Review National AIA Academy for
Justice Knowledge: Citation Award and 2007 Minnesota Pollution Control

BKV Group has provided full-service design and construction administration
services for multiple projects for the City of Shakopee over the past decade.
This work includes a police station, fire station, library, and public utilities facility.
The new 26,000 square foot police facility features a multi-purpose training
room, drive-through sallyport, detention area, property and evidence storage,
squad garage and support areas, investigations and patrol. The site master
plan accommodates separate secured access and parking for police
vehicles and a future two-level city hall and council chambers.

BKV Group was hired to assist the Rochester Police Department with
determining staffing and operational space needs for the next 15 years and
prepared a series of planning options which addressed the department’s
needs. The study was developed with continual involvement of the police
department, city staff, and the members of the city council to ensure that
all stakeholders were aware and well informed in the development of an
ultimate solution that best achieved the city’s long-term vision.
The preferred planning option called for a northern substation. The city
adopted this approach and BKV Group conducted a site feasibility study
on an existing building that was offered for sale. Upon completion of the
study, the city purchased the property and worked with BKV Group to design
renovations and a building addition to the existing structure. Currently under
construction, this project has been phased with the sitework and Service
Center planned to open in early Feb 2020. The new Police Station will open in
summer 2020 providing much needed operational space for the department.

The Rochester Fire Department’s Station No. 2 was too small and no longer
appropriately located. It needed new, up-to-date facilities that would also
allow for future growth. After studying the issues and researching the latest
design trends, the Rochester Fire Department conducted a national search for
a design team and selected BKV Group.
The Fire Station has four double-deep drive-through apparatus bays and six
dorm rooms with jack-and-jill bathrooms. The station features many training
facilities, including a five-story training tower, and serves as an EMS supply
depot and hose/ladder testing station for the entire department.
BKV Group engaged the Firefighter’s Advisory group throughout the process
by bringing them on tours of newly completed fire stations, involving them
in the design visioning workshop, and soliciting comments on the size and
equipment in each room as well as the preliminary building layouts.

Henrico County selected BKV Group to design a fire station in a neighborhood
northwest of Richmond. The County had been using a prototype station for
several years, but recently reached the point where it no longer met their
needs. In addition, the aesthetics of the prototype were unlikely to satisfy
the well-to-do neighbors. BKV Group’s national expertise and innovative fire
station planning were major deciding factors during the selection process.
The fire station houses full-time staff, with 12 dorm rooms and three apparatus
bays. It is LEED Gold certified with a particular sustainable focus on the quality
of the interior environment for the firefighters and long-term energy efficiency
(33% cost savings over a baseline building). A separate workshop behind the
return apron houses the County’s Drone Workshop, where they store and
maintain remote controlled equipment and practice using drones in search
and rescue operations.
Public engagement was very important to the client, as the project was the
first for a newly elected County Supervisor. Key concerns of the neighbors
included the aesthetic style of the firehouse, noise, landscape screening, and
response paths. Subsequent presentations to the community focused on their
key concerns with detailed landscape screening discussions and diagrams to
show setbacks and response paths. BKV Group matched the materials and
basic style of the surrounding neighborhood, taking special care to break up
the massing, and brought physical samples of proposed materials to allow the
neighbors to see firsthand how they matched those in their own houses.

WRIGHT COUNTY/FBI JOINT TACTICAL TRAINING
FACILITY
BUFFALO, MINNESOTA
Through a joint venture between the Federal Bureau of Investigation and
Wright County, this new facility includes a variety of essential services to
support proper training practices for law enforcement agencies. Four groups
of outdoor firing ranges are provided each with appropriate ammunition
traps. The new site accommodates a 300-yard sniper range, a 30-lane 50-
yard pistol range, a 20-lane 50-yard pistol range, a control tower, and a three
sided ‘primitive’ range. The new building includes an Emergency Operations
Center, training/classrooms, a use of force training room, a backup dispatch
center for the County, locker rooms, vehicle parking and other associated
storage. Space is being planned for 6 lane indoor firing range to be added in
the future. The second floor of the building provides reconfigurable tactical
training space that can be arranged in different ways to accommodate a
wide range of active training scenarios.
Utilizing simple and durable materials inside and out and designed with
security and longevity in mind, this tactical training center should serve both
the FBI and County for many years to come with minimal maintenance
needed. Construction is expected to commence in Spring of 2019 with
expected opening date in 2020.

Bruce Schwartzman has more than 39 years of city and county governmental
project experience, with an emphasis on law enforcement centers. Bruce brings
his extensive experience in design and planning of public safety facilities. On the
majority of his projects he is involved from the early planning process, through
design, to owner occupancy – providing continuity from start to finish. Bruce has
also been involved in many types of public safety projects involved detailed
scheduling, phasing, and the coordination of multiple stakeholders. As a public safety planner, Bruce maintains

With more than 30 years of experience, Mike Krych has developed a sizable and
award-winning body of work. Mike earned the Architect of the Year Award in 2010
from the Minneapolis / St. Paul Business Journal. He has earned numerous design
awards from the AIA, the Concrete and Masonry Design Association, the City of
Minneapolis CUE Award for Design and Aesthetic Excellence. Mike is a Partner
at BKV Group and is one of the firm’s leading designers. As design partner on
numerous major projects including the Fridley Civic Campus, Edina City Hall and Police Station, and Rochester Fire

With more than 36 years of experience, Greg has been well exposed to all
aspects of the fire service. He started his career in 1982 as a firefighter/EMT at
the Vancouver, Wash. Fire Department. Since then he has been with five fire
departments across the country. Prior to joining BKV Group, Greg spent 22 years
as a Fire Chief. These include 10 years as the Fire Chief of the Rochester, Minn.
Fire Department, two years as Fire Chief of the Sioux City, Iowa Fire Department
and 10 years as the Fire Chief /Emergency Management Director for the Lansing, Mich. Fire Department. Greg is
adept at budget and capital planning, operations and staffing, project management, labor relations and policy
development. Throughout his career, he has been involved in the planning and implementation of 10 fire station
remodels or new facilities in Minnesota, Michigan and Washington. Before retiring as Fire Chief of the Rochester Fire
Department, Greg worked with BKV Group on the design of Rochester Fire Station No. 2, an award-winning facility
completed in 2015. He also serves as an instructor for MN Fire to enhance firefighter health and safety.

Understanding of Scope
We understand that the City of Elk River is looking for turn-key design process to
expand and remodel the existing public safety building for both fire and police
operations, along with planning, design and construction of the new fire station.
The BKV Group team will include all necessary services for this work including a
site confirmation process for the new fire station. That confirmation will include
reviewing with the city and fire department possible alternate sites, concept
planning to see how a station might be located on the sites, as well as reviewing
possible response time impacts based on intended locations.
As stated in the RFP there are three distinct projects within the overall project, they
are as follows:
1. New Fire Station 3 – construction of approximately a 17,500 SF, 3 bays, a satellite
station on the east side of Highway 169.
2. Existing Fire Station 2, Public Safety Facility, add on approximately 3,800 SF for
fire station personnel support spaces and expansion of the current training room
used for the fire academy and upgrade of current office space, including the
expansion and security of the front entrance.
3. Police Department expansion and remodeling in the Public Safety Facility, which
will include expansion of indoor parking garage for 26-plus squad cars, as well as
interior renovation, and expansion of a 4,000 SF second floor space to improve
security and workspace efficiency. In addition, modifications to the main floor
secured entrance and changes to existing work stations/roll call areas that were
included in the study.
The BKV Group team has extensive experience in doing similar work for MN fire
stations. While the team has designed many fire stations on new sites, we have also
completed a variety of projects that involved remodeling and expansions, while
maintaining current public safety operations in place during construction. Currently
the team is working on the Little Canada fire station remodeling as well as the
Rochester North Police station, both projects involve careful planning with the clients
to determine how the new construction needed to occur to minimize disruptions.
We have reviewed the 2017 study in depth and are prepared to take the next
steps to assist the city, police department and fire department in moving the
project forward. We start by reviewing and confirming the information in the study.
The team has local and national experience in planning and design of police
and fire stations and will bring that expertise to the table to discuss trends and
incorporate possible options into the project as appropriate. We will review with
you any updates or adjustments in developing a final building program for both
facilities. This will be carefully iterated at project workshops until all parties are
satisfied that the program captures the current and long-term space requirements
for the police and fire departments and can accommodate expected changes
indicated by industry trends.
The process of designing fire stations and police stations is one of the most
specialized in the architecture profession. To be successful, these buildings must
function under adverse conditions, provide a comfortable but professional working
environment, provide security for the staff, and direct response paths. Perhaps
most significantly, they must be designed to provide a high level of performance
to the community for 50 years or more. Our senior team members will be involved
in the project throughout all phases to maintain continuity and accountability of

The BKV Group team has designed more than 230 public safety facilities including
several shared police/fire facilities. We have completed projects across the nation,
ranging from rural station renovations to administration buildings for large urban
departments. We also have experience working through a phased construction
process while these essential facilities remain fully operational. Through this
experience, our team has developed a deep knowledge of national standards
and best practices, as well as an appreciation for the different skill sets and unique
attributes that make each fire and police department a unique joy to work with.
BUILDING A TEAM – MANAGING THE PROJECT – BKV GROUP TEAM APPROACH
The BKV Group team measures the success of our projects based on our client’s
satisfaction at the completion of the project. These will be your buildings, not ours.
To achieve a successful result, we utilize an in-depth collaborative process with
our clients, allowing all stakeholders to play an active role from start to finish. We
start the process in the kickoff meeting by identifying your goals and expectations
for the project. We will meet with each department to review the space program
information that was developed in the study. We will confirm current and
projected staff, required operational space, and department interactions that
promote operational efficiency. This helps to ensure that the project accounts
for all required spaces and their organization. It also starts the initial full compass
collaboration with the city and staff.
Throughout the design process, we schedule a series of workshops in each phase
of development to engage the client and review every aspect of planning, design
and construction. We review project information with the city’s project team and
each department to adjust as needed and address the comments we receive.
Requested changes are documented and issued to everyone associated with
the project so that all requests are promptly and properly incorporated into the
construction documents (CD). This iterative process continues through design
development (DD) and into CDs with each aspect of the project discussed at least
one workshop, including topics like power and data locations, built in casework
requirements, furniture design and collaboration spaces, acoustical separations,
light fixture selection, door hardware, etc.
At regular intervals, presentations will be made to the city council to update them
on the project process as well as to get their input. The community is also kept
involved and aware of the activities and direction of the project process. This can
be done through several methods including Town Hall meetings.
Working in the public sector demands a diligence to schedule and budget
compliance and a commitment to a high degree of transparency in decision-
making. Without these elements, it is impossible to safeguard the public trust. As
with all of our public sector projects, we recommend a five-pronged approach to
Project Management for the City of Elk River.
BUILD AN EFFECTIVE TEAM & PROJECT UNDERSTANDING
We put a great deal of emphasis on establishing a trusting, committed relationship
with each client. To build an effective team early in the project we use the kickoff
meeting to establish overarching project goals, expectations, and vision. These
goals and objectives always include “on-time” and “on-budget,” but also include
things like “a building that is truly resilient,” “existing building to remain operational
during construction,” or “enthusiastic buy-in from the staff.” Each member of

the design team will consciously adopt and internalize these goals, objectives,
expectations, and visions so that every decision we make aligns with our client’s
best interests.
We clearly establish team member roles and responsibilities and publish a list of
contact information that can be referenced throughout the project. Finally, we
address schedule head-on by identifying all the project milestones and the critical
path tasks to establish an overall schedule that does not have to shift out as new
information arises. With these components in place, each individual should feel
that the team has listened to their concerns and addressed them in a manner
most appropriate for the good of the project.
MANAGE THE SCHEDULE
The schedule established during kickoff meeting an is reviewed at each workshop
to update the client on progress and make sure the entire team is working on the
precursors for the next critical milestones.
Taking schedule a step further, BKV Group has developed a Project Management
Plan (PMP), which lists and assigns a duration to each task the design team needs
to complete for each phase. This document helps us define the number of staff
members needed to complete the work within the project schedule. Based on
actual task completion, the PMP is updated throughout the phase and staffing
is adjusted if required. The PMPs for every project in the office link together to
provide management with an overview of projected staffing trends for the next six
months, which informs how we hire or adjust project schedules that are flexible.
MANAGE THE BUDGET
Our team has had a track record of developing projects that are on budget,
we have been successful in doing this through collaboration with the City,
Construction Manager and entire design team. Proactive review of the budget is
most successful when the estimator can reference more detail in early stages. We
utilize Building Information Modeling (BIM) even in the earliest phases. This results in
accurate counts of doors, windows, equipment, etc. that tie into a cost estimate.
Once a conceptual design and building assemblies are established during
schematic design, we use our BIM model with assembly construction cost data to validate the estimate with the
CM. The design is then checked in the DD and CD phases to confirm that the budget is maintained. We work with
the CM to price what is shown in the construction documents, checking those numbers against material takeoffs
from the BIM model and using any discrepancies to tighten our documentation. We also identify with the client and
CM possible bid alternates, this allows for flexibility during bidding. This level of detail and strategy has allowed BKV
Group to boast of our historic record of projects bidding between 0% and 5% below our estimates.
PROVIDE CLEAR AND TIMELY COMMUNICATION
Communication is critical to a successful project. We meet with the core team at the start to define a
communication plan for the project that includes expectations for meeting frequency, meeting minute dispersal,
project update emails, phase deliverables, and public outreach goals and strategies.
The communication plan is followed through with the entire design team and reviewed on a regular basis. All
phone calls, requests, and emails will receive a response within one business day of their receipt, and all members
of the design team are committed to being directly accessible to the owner’s team throughout the project. We use
agendas to keep meetings on track and to allow all participants to prepare beforehand, and we use minutes to
track options, pros and cons, decisions and action items.
The nature of architecture means that a change to any aspect of the project has repercussions for other
systems. For each decision, the positives and negatives of each option with regards to cost, durability, energy

use, aesthetics, functionality, acoustics, sustainability, etc. will be clearly
communicated to allow the project team to make data-driven decisions. The
objective is for the client to understand every aspect of the plans, from size of the
front door to color of tile, so that the project meets client expectations.
COMPREHENSIVE QUALITY CONTROL REVIEW
At BKV Group, we have integrated all disciplines for architecture, engineering
and interior design – all are networked together on one computer system.
Any modifications or changes made by one discipline are automatically
communicated to the other disciplines by the system. This optimizes our internal
communication and results in well-coordinated, complete sets of bidding
documents.
In addition, BKV Group uses a thorough inter-disciplinary checklist that identifies
the deliverables in each design phase along with any agency submittals required.
It lists items to be coordinated between disciplines, poses questions from owners,
and structures our internal process. Technical reviews are conducted at the end
of each phase by senior staff members unaffiliated with the project. They leverage
their long experience to examine the clarity, completeness and technical
quality, “construct-ability,” and “bid-ability” of the documents. Peer reviews are
conducted within each discipline as a final coordination step. Review comments
are integrated back into the BIM model through our software packages to
seamlessly communicate to the entire design team.
As a strict BKV Group policy, no construction documents are issued for bid until
they have been scrutinized by our technical review process. Our success record
speaks for itself; our historical record shows that we have held design-team
change orders to less than 1% of construction cost.
Approach to Design Process
RESEARCH INTO YOUR ORGANIZATION
BKV Group’s approach to police and fire station design, at its core, is defined
by research. We understand that one size does not fit all, facilities need to be
designed specifically to each client’s operations and site specifics. To provide
a station design tailored for each particular location, we will research your
organization in depth to understand your policies, procedures, and goals.
We will tour the current station and potential sites to become familiar with the
opportunities and challenges.
Part of our approach is to tour newer police and fire stations in the area with the
client team. This involvement and collaboration helps to see and identify aspects
of projects that would or would not be desired in your projects. We take pictures
and notes during the tours and debrief with the team to review that various
aspects identified in the tours.
Staff communication and involvement is another consideration during the process.
Finding and retaining staff continues to be a challenge in most communities, we
have found that this involving and communicating with all of the police and fire
staff in the process has value. There are a variety of ways we can engage and
involve your staff, some are; tour debrief meetings, electronic surveys to solicit
input on the features, elements and amenities that are deemed necessary or
desirable, as well as group meetings.

We will discuss with you any updates or adjustments we might recommend and
jointly create a final building program. This will be carefully iterated at project
workshops until all parties are satisfied that they capture the current needs of the
police and fire departments and can accommodate the expected changes
indicated by the industry trends.
law enforcement and fire/EMS are natural partners for a co-located building. Both
operate 24/7, both need resilient facilities, and both show up to many of the same
calls for service. Many rooms and spaces can be shared, saving project cost.
Some of these spaces are Lobby, Public Restrooms, Training Rooms, Conference
Rooms, and Mechanical Spaces. In addition, the interactions between police and
firefighters during the day helps to build camaraderie, which pays dividends when
you are working together in the field under adverse conditions.
There are several design considerations that are important in designing police and
fire facilities. These include:
• Design for Diverse Staff: Police and fire departments must continually adapt to
the changing demographics of diverse religions, lifestyles, and gender among
their staff.
• Accessibility: Recent rulings by the Department of Justice have made it clear
fire stations are expected to fully comply with the Americans with Disabilities
Act (ADA). This raises many nuanced challenges and opportunities.
• Renewed Focus on Camaraderie: To promote team building, our designs
place a high value on communal spaces and a soothing environment to
allow decompression after critical calls.
• Health and Welfare: Making things as safe as possible for police and firefighters
is the main priority in these facilities. This includes separating clean and dirty
areas to minimize cross-contamination of carcinogens, an appropriate design
to include state-of-the-art decontamination equipment, workout facilities, and
a soothing environment for decompression after critical events.
• Security: Making sure security is created on the exterior and interior of facilities
is important. This is done through proper camera placement, door controls as
well as security/defense type barriers at appropriate locations.
• Reliability through Storms and Security Threats: It is critical that in times of
disasters that police and fire facilities remain operational. In order to do so, we
collaborate on a plan that among other things includes adequate back up
power and storm safe areas. The goal is a resilient facility design can support
the city and region in maintaining police and fire services
• Built-in Training Opportunities: The incorporation of training opportunities can
vary in scope from a dedicated training tower with a switchback stair and
rappelling tie-off points, indoor shooting ranges to a just a simple reinforced
section of parapet for laddering drills, we work to design what’s appropriate
for your needs. Many of these built in training features can be utilized by both
police and fire.
DESIGN AND CONSTRUCTION PHASES
SCHEMATIC DESIGN PHASE
As the project moves into design, we will begin by analyzing the sites, looking
at zoning restrictions, utility access, general topography and stormwater issues,

sustainable opportunities, proper squad and apparatus circulation, etc. We will
devote a significant amount of energy to solving site circulation issues. Separating
squad/apparatus circulation from the general population is a priority to avoid
accidents that delay response times and to avoid damage to expensive vehicles.
This requires an obvious entry/exit point for civilian cars and a self-evident building
entry near any community-use spaces to assist in wayfinding.
The topography of the sites and various storm water management options need
to be analyzed to make sure the solution is cost-effective. A plan for building
expansion can be accommodated if required. Finally, the locations of utility
access points will be reviewed and an estimate of costs to extend them to the
building will be provided for the project budget. We will present multiple options
to the team, pointing out the strengths and weaknesses of each with regards to
aesthetics, due diligence issues, functionality, constructability, sustainability, and
financial feasibility.
Through this process we will begin to arrange the program areas into a fit plan.
Sometimes called a block diagram or an adjacency plan, the fit plan shows
all the programmatic spaces, interior and exterior, on the site and adds walls
and corridors to establish a conceptual plan that can be analyzed for internal
response times, acoustic separations concerns, ease of distribution for mechanical
engineering and plumbing (MEP) systems, optimal solar orientation, etc. Using
our building information modeling (BIM) system, we can output some preliminary
information on Energy Use Intensity (EUI) for the buildings and simulate how
different massing or orientation approaches affect the long-term energy costs
of the facility. The team will explore and present a variety of ways to organize
the building to make sure we are achieving the optimal design for these specific
projects. We will then discuss those options with the owner’s team, pointing out
the strengths and weaknesses of each with regards to aesthetics, functionality,
constructability, sustainability, and financial feasibility.
As we make refinements to the plans to meet owner requests, we will begin to
explore exterior design options. The program spaces can be grouped and shaped
into a variety of different exterior designs, with styles ranging from very traditional
to very modern; from very clean and simple to very detailed and complex.
As always, the city will be presented with many options to review, and we will
help to organize the discussion by pointing out the impacts to maintainability,
constructability, sustainability, and financial feasibility.
These schematic concepts will be updated and iterated through collaboration
with the owner over multiple workshops until the optimal solution is reached and
is estimated to be within budget. Cost estimating is made easier through our
robust BIM model, which can output precise quantities for systems-based takeoffs.
We will use our virtual reality system at intervals to communicate the character
of the proposed spaces and the workflows the police officers and firefighters
will be experiencing on a daily basis to make sure the owner’s project team is
comfortable with the design. At the end of the phase, we can utilize the Virtual
Reality system at a community open house or town hall meeting to communicate
to the citizens exactly what is proposed.
The schematic design deliverable will include grading and utility plans, stormwater
plans, landscape plans, architectural site plans, floor plans, elevations, structural
plans, narratives about MEP systems, 3D renderings, a cost estimate, and a code
review.

PROJECT APPROACH
DESIGN DEVELOPMENT PHASE
Throughout the DD phase, BKV Group will conduct a series of workshops guiding
the owner through the process of selecting mechanical systems, selecting
finishes and equipment, planning all of the casework, picking plumbing and
lighting fixtures, etc. At each workshop and for each topic we will discuss how
the proposed options will impact police operations or fire operations and what
specific workflows are supported.
We will finish the building energy model and begin to output information about
optimal insulation thicknesses, lifecycle savings from daylighting, anticipated
energy costs, etc. Other sustainable approaches will be discussed and confirmed.
We will finalize all of the engineering designs, including the integration of altering/
dispatching equipment, to conform with city standards and the latest code
requirements. We will assemble product cut sheets of each proposed material
and equipment to be clear about the design intent, and we will assemble a
specification document for your review. Spaces with an elevated interior design,
like a training room, or complicated integration of many building systems, like
an apparatus bay, can be modeled in great detail and exported into a 3D spin
around that the city can use to understand the fine-grained details proposed for
the space.
These code assessments will be reviewed in detail with the appropriate regulatory
agents to ensure mutual interpretation. We will meet with Xcel Energy to help
the city through the design assist process to make sure that the project can take
full advantage of the rebates offered. We will update the city council and the
residents about project progress.
At the end of the phase, BKV Group’s in-house quality assurance (QA) team will
review the design development deliverables just prior to the end of the phase to
catch any discrepancies and ensure a well-coordinated set. We will meet with
the owner’s project team to discuss any final comments before getting notice to
proceed into construction documents.
Our design development deliverable will include grading and utility plans,
stormwater plans, landscape plans, irrigation plans, architectural site plans,
floor plans, fixtures, furnishings and equipment (FF&E) plans, reflected ceiling
plans, elevations, wall sections, interior elevations, door/window schedules,
interior finish plans, foundation plans, roof framing plans, mechanical plans and
schedules, plumbing plans and schedules, electrical plans and schedules, and
communications plans and schedules. In addition, we will include a code review,
up-to-date renderings, a detailed cost estimate, a description of potential cost-
control alternates, cut sheets for all the equipment, materials, and products
planned for the station, and a draft specification.
Finally, BKV Group has a tremendous value-added feature to ensure that the
design will serve the needs of police and firefighters. We utilize virtual reality
software that allows a police officer of firefighter to “walk” through the designed
facility to ensure that the design reflects the desires and needs of public safety
personnel.
CONSTRUCTION DOCUMENTS PHASE
During this phase, we thoroughly develop the final drawings and specifications
to illustrate in detail the requirements for construction. We will resolve the last
few outstanding questions in workshops with the owner, but much of the time is

spent ensuring that the documents include all the details necessary to make the
buildings truly functional. This is also the phase where the design team will work
with the Construction Manager to create a strategy for bidding, including the
inclusion of bid alternates and refining the phasing plans and narratives to make
sure that the Public Safety building can stay operational during renovation.
BKV Group will submit progress sets at 50% and 95% for review by the client team.
All comments will be resolved and incorporated into the final deliverable. At 95%
completion our last round of Quality Assurance will be conducted. This consists
of in-depth review by our in-house QA team as well as a constructability review
by our CA staff. Engineering designs and calculations will be peer-reviewed by
senior staff unaffiliated with the project but familiar with Fire Station design. The
exterior envelope will be analyzed by an outside specialist to confirm product
compatibility, proper flashing, and overall system performance.
BIDDING AND PERMITTING
We will assist the city during the bid process by conducting a pre-bid meeting
and site tour, answering contractor questions, reviewing substitution requests,
and preparing Addenda. We will help the city and the CM evaluate the
bids. Simultaneously we will diligently work through the permitting process so
construction can commence promptly.
CONSTRUCTION ADMINISTRATION AND CLOSE-OUT PHASE
During construction, BKV Group will conduct bi-weekly site observations and
prepare field reports documenting the progress and any issues that arise. We will
diligently review the schedule at each meeting to head-off any issues before
they compound into delayed occupancy. We will monitor special inspection and
material testing reports to be able to quickly respond to any inconsistencies. We
will also attend pre-construction meetings to represent the owner’s interests and
ensure compliance with design intent.
Many of the more sophisticated Construction Managers have the capability
to take our BIM model and use it to improve their shop drawings and their
coordination in the field. We would be happy to work with them to make that
model available.
BKV Group strives to maintain a cordial relationship with subcontractors so that all
parties are working in the best interests of the project instead of trying to protect
themselves from attack. Unsatisfactory work must be redone, but BKV Group will
work with the subcontractor to minimize their cost impact and we maintain an
open mind when the subcontractor offers suggestions or alternatives.
The full design team will be available for ongoing communications and will
participate in the review of submittals, substitution requests, and Requests for
Information (RFI). We will review pay applications and lien waivers to make
sure that the project is moving forward at the same rate that the money is
being dispersed. Above-ceiling MEP punch lists, substantial completion, and
final completion reviews will be conducted by key team members from each
discipline. Project close-out tasks, including warranty reviews, as-built reviews,
record drawings, an 11-month walkthrough, etc. will be completed with the same
aggressive dedication to schedule and client service that the rest of the project
receives.

BUILDING INFORMATION MODELING & VIRTUAL REALITY
A TECHNOLOGY-INFUSED PROCESS
Shared Information Modeling. BKV Group uses 3D building
information modeling (BIM) as its default process to develop
conceptual documents at the early planning stages through
final construction documents for all our projects. As a fully
integrated architectural/engineering team, our process
includes structural, mechanical, plumbing and electrical using
the same model. As our primary design tool, BIM offers our
project team the ability to immediately see the implications
of their decisions in 3D and to easily coordinate the various
disciplines so ducts and steel beams aren’t occupying the
same space, for instance. The result is that the project team
has a much better opportunity to understand the project,
weigh its pros and cons and evaluate the design.
All BIM software is designed to include (or easily tie into)
green building analysis tools that model energy usage against standard benchmarks, providing an early estimate
of energy costs. By factoring in latitude and longitude and incorporating “typical meteorological year” data for
weather estimates, these kinds of analyses provide energy use estimates precise down to the hour for the selection
of mechanical equipment, baseline code approval, and verification for third-party certification organizations. These
tools also allow the design team a way to “tune” the building for lifecycle optimization of strategies like shading
devices or window transparency that have a positive effect during cooling season but a negative effect during the
winter.
Virtual Reality. We have incorporated in our design process a transformative technology - Virtual Reality. This tool
utilizes the 3D BIM model we develop (no extra or parallel work/time) and allows us to better decipher a client’s
expectations, everything from a building’s natural lighting to the choice of color or materials that can be actively
assessed at any point in the design and construction process. This is particularly important for public safety projects –
reviewing movement and flow of staff and equipment for efficiency – an invaluable tool.
Construction Sequencing. BKV Group will share its BIM model with the owner’s construction manager to develop
the construction sequencing schedule. This is especially important with the complexity of this project with multiple
phases and maintaining operations of the existing facility. Working in this way is enormously helpful when it comes
to planning work to ensure it is safely, logically and efficiently sequenced. Being able to prototype how assets come
together before ground is broken on site allows for feedback at an early stage and avoids wasteful and costly on-
site design co-ordination and rework.
Cost. In conjunction with the construction manager, we will utilize the components of the information model to
provide quantities to extract cost information. The benefits of a costing approach linked to a model include the
ability to easily see costs in 3D form, get notifications when changes are made, and the automatic counting of
components/systems attached to a project. The accuracy of any cost calculations is, of course, reliant on the data
produced and shared within the common data environment. The CM’s quantity surveyors and estimators will check
the accuracy of information and will help to interpret and fill information “gaps”.
The benefit to extrapolating cost from the information model is the fact that the data can be queried at any time
during a project and the information that feeds cost reports is regularly updated. This ‘“living” cost plan helps teams
design to budget and because cost managers are engaged from the start of a project this allows for faster, more
accurate reporting of costs at the early stages of a project. Compare this to a traditional approach where a cost
manager’s report may be updated a few times during the early stages of a project with completed designs only
fully costed at the end of the project team’s design process.
BIM - Project Lifecycle Information. Owners and taxpayers have traditionally been focused on the upfront capital
costs of construction. Shifting this focus to better understand the whole-life cost of assets, where most money is
proportionately spent, should make for better decisions upfront in terms of both cost and sustainability. This is where

6D BIM comes in involving the inclusion of information to support facilities management and operation to drive
better business outcomes. This data might include information on the manufacturer of a component, its installation
date, required maintenance and details of how the item should be configured and operated for optimal
performance, energy performance, along with lifespan and decommissioning data.
If requested by the city, BKV Group would work with the city to help you turn the tool into a lifecycle management
solution for your building. A variety of software tools such as Ecodomus, FM Systems, and Navistools directly tie
into the BIM database and provide a system for running a building automation system, which will adjust the HVAC
system based on temperature, CO2 levels and occupancy; coordinate light levels where daylight sensors are
present; lock and unlock doors based on when the building or room is open to the public; raise and lower blinds
to reduce glare; etc. These data points can be easily incorporated in an employee incentive program to help the
municipality become more sustainable, or can even be published on a website to allow citizens or researchers
access to building performance metrics.

QUALITY ASSURANCE PROCESS
For BKV Group, quality assurance is more about a process than an applied
program. We believe that a full-services approach to the design process and
continuity of team leadership are fundamental principles to successful quality
assurance. Having our engineers in-house provides a unique collaborative
environment where the exchange of knowledge among design professionals
occurs organically and is not limited to coordination meetings. Continuity of team
leadership throughout the process supports our approach. Teams are organized
horizontally among design disciplines, and vertically for team leadership roles,
supporting interdisciplinary team cohesion and a continuous point of contact for
the owner from programming through to post occupancy.
Engineering Peer Review. BKV Group believes in the peer review process. All BKV
projects integrate peer review for mechanical, electrical and structural designs.
Peer review reports are distributed to the entire project team for review and
comment. Peer review design recommendations are then considered holistically
alongside potential cost impacts and life-cycle savings.
First Level Quality Assurance. Since 1978, we have developed and continue
to evolve a system of project checklists specific to each phase of project
development. These lists have been developed by both success and failures
and are organized based upon stage of development of the project with clearly
identified task team member responsibility and cross coordination. Checklists are
dispersed team wide and referenced weekly during the documentation phase for
coordinated assessment of completed items. Checklists are included with the QA
report provided with design submissions to our clients.
Second Level Quality Assurance. Our managing architect logs all project related
issues and design comments identified throughout the process and track the
resolution. A Revizto project database is linked to the Revit models for each
project and shared with the entire team through the cloud. All project team
members are connected via Revizto which operates both inside or outside of
the Revit platform. Clash detection reports generated at each CD phase are
imported directly into Revizto project database. Comments specific to the BIM
model are easily tracked and logged through Revizto with reports generated
and reviewed and weekly coordination meetings. To engage our Client, Revizto
supports virtual walk-throughs of the Revit model to ensure the Customer Agency
has a visual understanding of exactly what building will entail. This benefits all
parties and supports accountability.
Third Level Quality Control. Prior to each milestone design submission, a quality
assurance review is performed by our independent quality assurance team. Our
team is led by Steve Singer AIA and includes a former builder and code official.
The documents are reviewed for code compliance, life safety, technical quality,
“construct-ability,” and “bid-ability.” Their quality assurance reports are provided

SCHEDULE REVIEW
Project Schedule
There are different schedule approaches that can be taken to
accomplish the work required for the remodeling & expansion
of The City of Elk River’s Public Safety Facility and new Fire
Station No. 3. One option would be to spend the 10 to 12
months completing all of the planning and design work, in that
approach the preliminary schedule might be as follows:
• Site & Program Confirmation – 4 to 6 weeks
• Schematic Design – 9 to 12 weeks
◦Review Period – 2 weeks
• Design Development – 10 to 14 weeks
◦Review Period – 2 weeks
• Construction Documents – 12 to 16 weeks
◦Review Period – 2 weeks
• Bidding & Award Phase – 6 to 8 weeks
In this approach the project would be ready to issue documents for bidding in approximately 40 to 50 weeks,
roughly in January or February 2021.
FAST TRACK
Another option would be a fast track approach, in which construction begins in the summer/fall of 2020, saving
time and project cost. The BKV Group team has done many resent phased projects that have been done with
construction managers using a fast track approach. Some resent projects have been Pennington County Justice
Center, Le Sueur County Justice Center, and the Rochester North Police Station. In this approach the approximate
schedule might be:
• Site & Program Confirmation – 4 to 6 weeks
• Schematic Design – 9 to 12 weeks
◦Review Period – 2 weeks
• Design Development - 10 to 14 weeks
◦Review Period – 2 weeks
• Construction Documents – 12 to 16 weeks
◦Issue site prep, foundation, structural system for bids – 4 to 6 weeks after start of the construction document phase
▪Review Period – 2 weeks
• Bidding & Award Phase – 6 to 8 weeks
• Construction Phase
◦Start construction of Fire Station No. 3 and foundation / structure for Public Safety Facility – starts around October 2020
The Fast Track approach could save approximately three to four months in the overall project schedule.
The other aspect of scheduling your project that needs to be thoroughly reviewed will phasing construction and
remodeling of the Public Safety Facility to maintain operations. For this work, based on our experience with similar
projects we would anticipate the following:
• Build new additions for fire & police
• Move operations to new addition or adjacent areas to allow for remodeling
• Remodel existing areas
• Move into completed project
Once final schematic plans are developed and approved, strategies for phasing can be better evaluated.
Another topic that has schedule impacts is weather the Public Safety Facility and Fire Station No. 3 bid as one
project, or based on locations are handled separately. There could be some economics of scale in bidding and
construction all the work as one project. We will work with the city and Construction Manager in evaluating the
options cost and time with each. However, as we start the project with you and the Construction Manager we
will work with the team to identify which approaches would be best for the city and develop a detailed schedule
identifying all deadlines, meetings, council meetings, etc.
