1. Call Meeting to Order
Pursuant to due call and notice thereof, the meeting of the Elk River Economic
Development Authority Public Art Sub-Committee was called to order at 3:30 p.m.
by Jennifer Wagner.
2. Consider Agenda
Moved by Michael Niziolek and seconded by Sharon Tracy to approve the
agenda. Motion carried 4-0.
3. Consent Agenda
3.1 February 18, 2020, Meeting Minutes
Moved by Sharon Tracy and seconded by Michael Niziolek to approve the
consent agenda. Motion carried 4-0.
4. General Business
4.1 Public Art Proposals
Ms. Eddy presented the staff report.
After much discussion the committee felt that they would like to revamp the RFP
and in turn start a new round of applications. The committee discussed the following
revamps to the RFP, before it is sent out again, that they would like to recommend
to the EDA:
1. Eliminate the 100 mile radius
2. Eliminate the question being asked of the artist to answer “What does Elk River
mean to you” and have the committee determine that
3. The committee approve and confirm a location for the artist: Granite Shores or
Orono Park I don’t think we determined Orono for sure since the park is part of
the Active Elk River plan and will be undergoing changes.
4. The committee come up with a theme they would like the artist to follow;
Transportation improvements and it’s effect on local economics (ox cart, river,
new 169 corridor) or Energy related as we are Energy City/Powered by Nature
5. The committee would like to expand the reach to include the 11 regional arts
council and art organizations around the state
6. Redefine the score sheet
Moved by Sharon Tracy and seconded by Michael Niziolek to make a
recommendation to the EDA on revamping the RFP to include the above
items and for the EDA once the RFP is approved to start a new round of
applications. Motion carried 4-0.

There being no further business, Jennifer Wagner adjourned the meeting of the Elk
River Economic Development Authority at 4:25 p.m.
