Award, by motion, the Agreement for Professional Services to hire SRF Consulting Group (SRF) to
complete the design and construction services for the Orono Park and the Youth Athletic Complex
(YAC) projects.
Background/Discussion
The Orono Park and YAC park improvements are part of a major investment in the quality -of -life for Elk
River residents which was made possible by a 2018 voter -approved $35 million Local Option Sales Tax
Referendum.
Staff solicited a Request for Proposal (RFP) for professional design and construction services for the Orono
Park and YAC projects on the League of Minnesota Cities and the City of Elk River websites. We received
eight proposals and interviewed two firms.
Staff recommends awarding the work to SRF. Upon the approval by the City Council, staff will work with
the firm to finalize a professional services contract and begin work on the preliminary design of both
projects with priority to evaluating the existing concessions building at YAC with the intent to update the
council on the proposed solution (remodel or rebuild) in May.
Financial Impact
The total financial impact for the design and construction services associated with this approval will be
$367,172 and will been included in the Active Elk River budget for these projects.

Standard Agreement for Professional Services
THIS AGREEMENT ("Agreement") is made this 20th day of April, 2020, between the City of Elk River,
Minnesota ("City'), whose business address is 13065 Orono Parkway, Elk River, MN 55330 and SRF
Consulting Group ("Consultant") whose business address 1 Carlson Parkway North, Suite 150,
Minneapolis, MN 55447-4443, registered as a Limited Liability Company in the State of Minnesota.
Preliminary Statement
The City has adopted a policy regarding the selection and hiring of consultants to provide a variety of
professional services for City projects. That policy requires that persons, firms, or corporations providing
such services enter into written agreements with the City. The purpose of this Agreement is to set forth the
terms and conditions for the professional services Consultant will provide in connection with the Active Elk
River Park Improvements Orono Park and Youth Athletic Complex AQ, herein referred to as the
"Work."
The City and Consultant agree as follows:
1. Work. The Consultant agrees to provide the professional services described in Exhibit "A" -
Proposal to the City of Elk River Active Park Improvements submitted April 6, 2020, b`T SRF
Consulting Group. Exhibit A is attached and herein referred to as (the "Work").
2. Time for Performance of Services. The Consultant shall perform the work set forth in Exhibit A
according to the schedule provided.
Compensation for Services. City agrees to pay the Consultant up to $367,172 for the Work as
outlined in Exhibit A. Any changes in the scope of the Work which may result in additional
compensation due to the Consultant shall require prior written approval by an authorized
representative of the City or by the City Council. The City will not pay additional compensation for
services that do not have prior written authorization.
4. The City agrees to provide the Consultant with the information required to complete the Work.
Method of Payment. The Consultant shall submit itemized bills for professional services
performed under this Agreement on a monthly basis. Bills submitted shall be paid in the same
manner as other claims made to the City.
Project Manager and Staffing. The Consultant has designated the individuals identified in Exhibit
A as the Project Manager to serve on the Project. The Project Manager shall be assisted by other
staff members as necessary to facilitate the completion of the Project in accordance with the terms
established herein. Consultant may not remove or replace the Project Manager without the approval
of the City.
Standard Agreement for Professional Services
Standard of Care. Standard of Care. Consultant shall exercise the same degree of care, skill and
diligence in the performance of the Work as is ordinarily exercised by members of the profession
under similar circumstances in Minnesota. Consultant shall be liable to the fullest extent permitted
under applicable law, without limitation, for any injuries, loss, or damages proximately caused by
Consultant's breach of this standard of care. Consultant shall put forth reasonable efforts to
complete its duties in a timely manner. Consultant shall not be responsible for delays caused by
factors beyond its control or that could not be reasonably foreseen at the time of execution of this
Agreement. Consultant shall be responsible for costs or damages arising from unreasonable delays in
the completion of the Work.
8. Audit Disclosure. The Consultant shall allow the City or its duly authorized agents reasonable
access to such of the Consultant's books and records as are pertinent to the work performed under
this Agreement. Any reports, information, data, etc. given to, or prepared or assembled by, the
Consultant under this Agreement which the City requests to be kept confidential shall not be made
available to any individual or organization without the City's prior written approval. All finished or
unfinished documents, data, studies, surveys, drawings, maps, models, photographs, and reports
prepared by the Consultant shall become the property of the City upon termination of this
Agreement, but Consultant may retain copies of such documents as records of the services
provided.
Term. The term of the Agreement shall be from April 21, 2020 through October 1, 2021 the date of
signature by the parties notwithstanding. This Agreement may be extended upon the written mutual
consent of the parties for such additional period as they deem appropriate, and upon the terms and
conditions as herein stated.
10. Termination. This Agreement may be terminated by the Consultant effective upon sixty (60) days'
written notice delivered to the City at the address written above. The City may terminate this
Agreement effective immediately, upon written notice to the consultant. Upon termination under
this provision, the Consultant shall be paid for services rendered and reimbursable expenses until
the effective date of termination.
If, however, the City terminates this Agreement because the Consultant has failed to perform in
accordance with this Agreement, no further payment shall be made to the Consultant, and the City
may retain another consultant to undertake or complete the Work.
11. Independent Consultant. At all times and for all purposes herein, the Consultant is an
independent contractor and not an employee of the City. No statement herein shall be construed so
as to find the Consultant an employee of the City.
12. Non -Discrimination. During the performance of this Agreement, the Consultant shall not
discriminate against any employee or applicant for employment because of race, color, creed,
religion, national origin, sex, marital status, status with regard to public assistance, disability, or age.
The Consultant shall post in places available to employees and applicants for employment, notices
setting forth the provision of this non-discrimination clause and stating that all qualified applicants
will receive consideration for employment. The Consultant shall incorporate the foregoing
requirements of this paragraph in all of its subcontracts for program work, and will require all of its
subcontractors for such work to incorporate such requirements in all subcontracts for program
work.
Standard Agreement for Professional Services
13. Assignment. Neither party shall assign this Agreement, nor any interest arising herein, without the
prior written consent of the other party.
14. Services Not Provided For. No claim for services furnished by the Consultant not specifically
provided for in Exhibit A shall be honored by the City.
15. Severability. The provisions of this Agreement are severable. If any portion hereof is, for any
reason, held by a court of competent jurisdiction to be contrary to law, such decision shall not affect
the remaining provisions of this Agreement.
16. Entire Agreement. The entire agreement of the parties is contained herein. This Agreement
supersedes all oral agreements and negotiations between the parties relating to the subject matter
hereof as well as any previous agreements presently in effect between the parties relating to the
subject matter hereof. Any alterations, amendments, deletions, or waivers of the provisions of this
Agreement shall be valid only when expressed in writing and duly signed by the parties, unless
otherwise provided herein.
17. Compliance with Laws and Regulations. In providing services hereunder, the Consultant shall
abide by all statutes, ordinances, rules and regulations pertaining to the provision of services to be
provided. The Consultant and City, together with their respective agents and employees, agree to
abide by the provisions of the Minnesota Data Practices Act, Minnesota Statutes, Chapter 13, as
amended, and the Minnesota Rules promulgated pursuant to Chapter 13. Any violation of statutes,
ordinances, rules and regulations pertaining to the services to be provided shall constitute a material
breach of this Agreement and entitle the City to immediately terminate this Agreement.
18. Waiver. Any waiver by either party of a breach of any provision of this Agreement shall not affect,
in any respect, the validity of the remainder of this Agreement.
19. Indemnification. Consultant agrees to defend, indemnify and hold harmless the City and its
officials, employees and agents from any liability, claims, damages, costs, losses judgments, or
expenses, including reasonable attorney's fees, resulting directly or indirectly from a negligent act or
omission (including without limitation professional errors or omissions) of the Consultant, its
agents, employees, or subcontractors in the performance of the services provided by this Agreement
and against all losses by reason of the failure of said Consultant fully to perform, in any respect, all
obligations under this Agreement.
20. Insurance.
a. General Liability. Prior to starting the Work, Consultant shall procure, maintain and pay for
such insurance as will protect against claims for bodily injury or death, or for damage to
property, including loss of use, which may arise out of operations by Consultant or by any
subcontractor or by anyone employed by any of them or by anyone for whose acts any of
them may be liable. Such insurance shall include, but not be limited to, minimum coverages
and limits of liability specified in this Paragraph, or required by law. The policy(ies) shall
name the City as an additional insured for the services provided under this Agreement and
shall provide that the Consultant's coverage shall be primary and noncontributory in the
event of a loss.
b. Consultant shall procure and maintain the following minimum insurance coverages and

c. The Comprehensive General/Commercial General Liability policy(ies) shall be equivalent in
coverage to ISO form CG 0001, and shall include the following:
1. Premises and Operations coverage with no explosions, collapse, or underground
damage exclusion (XCU).
2. Products and Completed Operations coverage. Consultant agrees to maintain this
coverage for a minimum of two (2) years following completion of its work. Said
coverage shall apply to bodily injury and property damage arising out of the
products -completed operations hazard.
3. Personal injury with Employment Exclusion (if any) deleted.
4. Broad Form CG 0001 0196 Contractual Liability coverage, or its equivalent.
5. Broad Form Property Damage coverage, including completed operations, or its
equivalent.
6. Additional Insured Endorsement(s), naming the "City of Elk River" as an Additional
Insured, on ISO form CG 20 10 07 04 or such other endorsement form as is
approved by the City.
If the Work to be performed is on an attached community, there shall be no
exclusion for attached or condominium projects.
"Stop gap" coverage for work in those states where Workers' Compensation
Insurance is provided through a state fund if Employer's liability coverage is not
available.

9. Severability of Insureds provision.
d. Professional Liability Insurance. The Consultant agrees to provide to the City a certificate
evidencing that they have in effect, with an insurance company in good standing and
authorized to do business in Minnesota, a professional liability insurance policy. Said policy
shall insure payment of damage for legal liability arising out of the performance of
professional services for the City. Said policy shall provide an aggregate limit of $2,000,000.
Said policy shall not name the City as an insured.
e. Consultant shall maintain in effect all insurance coverages required under this Agreement at
Consultant's sole expense and with insurance companies licensed to do business in the state
in Minnesota and having a current A.M. Best rating of no less than A-, unless specifically
accepted by City in writing. In addition to the requirements stated above, the following
applies to the insurance policies required under this Paragraph:
1. All policies, except the Professional Liability Insurance policy, shall be written on an
"occurrence" form ("claims made" and "modified occurrence" forms are not
acceptable);
2. All policies, except the Professional Liability Insurance policy, shall be applied on a
"per project" basis;
3. All policies, except the Professional Liability Insurance and Worker's Compensation
Policies, shall contain a waiver of subrogation naming "the City of Elk River";
4. All policies, except the Professional Liability Insurance and Worker's Compensation
Policies, shall name "the City of Elk River" as an additional insured;
5. All policies, except the Professional Liability Insurance and Worker's Compensation
Policies, shall insure the defense and indemnity obligations assumed by Consultant
under this Agreement; and
6. All policies shall contain a provision that coverages afforded thereunder shall not be
canceled or non -renewed, nor shall coverage limits be reduced by endorsement,
without thirty (30) days prior written notice to the City.
A copy of the Consultant's Certificate of Insurance which evidences the compliance with this
Paragraph 20, must be filed with City prior to the start of Consultant's Work. Upon request, a copy of
the Consultant's insurance declaration page, Rider and/or Endorsement, as applicable shall be provided.
Such documents evidencing Insurance shall be in a form acceptable to City and shall provide satisfactory
evidence that Consultant has complied with all insurance requirements. Renewal certificates shall be
provided to City prior to the expiration date of any of the required policies. City will not be obligated,
however, to review such Certificate of Insurance, declaration page, Rider, Endorsement or certificates or
other evidence of insurance, or to advise Consultant of any deficiencies in such documents and receipt
thereof shall not relieve Consultant from, nor be deemed a waiver of, City's right to enforce the terms of
Consultant's obligations hereunder. City reserves the right to examine any policy provided for under this
paragraph.
f. Effect of Consultant's Failure to Provide Insurance. If Consultant fails to provide the
specified insurance, then Consultant will defend, indemnify and hold harmless the City, the
City's officials, agents and employees from any loss, claim, liability and expense (including
reasonable attorney's fees and expenses of litigation) to the extent necessary to afford the
same protection as would have been provided by the specified insurance. Except to the
extent prohibited by law, this indemnity applies regardless of any strict liability or negligence
attributable to the City (including sole negligence) and regardless of the extent to which the
underlying occurrence (i.e., the event giving rise to a claim which would have been covered
by the specified insurance) is attributable to the negligent or otherwise wrongful act or
omission (including breach of contract) of Consultant, its subcontractors, agents, employees,

or delegates. Consultant agrees that this indemnity shall be construed and applied in favor of
indemnification. Consultant also agrees that if applicable law limits or precludes any aspect
of this indemnity, then the indemnity will be considered limited only to the extent necessary
to comply with that applicable law. The stated indemnity continues until all applicable
statutes of limitation have run.
If a claim arises within the scope of the stated indemnity, the City may require Consultant to:
1. Furnish and pay for a surety bond, satisfactory to the City, guaranteeing performance
of the indemnity obligation; or
2. Furnish a written acceptance of tender of defense and indemnity from Consultant's
insurance company.
Consultant will take the action required by the City within fifteen (15) days of receiving
notice from the City.
21. Records Access. The Consultant shall provide the City access to any books, documents, papers,
and records which are directly pertinent to the specific contract, for the purpose of making audit,
examination, excerpts, and transcriptions, for three years after final payments and all other pending
matters related to this contract are closed.
22. Ownership of Documents. All plans, diagrams, analyses, reports and information generated in
connection with the performance of the Agreement ("Information") shall become the property of
the City. The City may use the Information for its purposes and the Contractor also may use the
Information for its purposes. Reuse of the Information for the purposes of the project
contemplated by this Agreement ("Pro)ect") does not relieve any liability on the part of the
Contractor, but any reuse of the Information by the City or the Contractor beyond the scope of the
Project is without liability to the other, and the party reusing the Information agrees to defend and
indemnify the other from any claims or liability resulting therefrom.
23. Subcontractor. The Consultant shall not enter into subcontracts for services provided under this
Agreement except as noted in Exhibit A, without the express written consent of the City. The
Consultant shall pay any subcontractor involved in the performance of this Agreement within ten
(10) days of the Consultant's receipt of payment by the City for undisputed services provided by the
subcontractor. If the Consultant fails within that time to pay the subcontractor any undisputed
amount for which the Consultant has received payment by the City, the Consultant shall pay interest
to the subcontractor on the unpaid amount at the rate of 1.5 percent per month or any part of a
month. The minimum monthly interest penalty payment for an unpaid balance of $100 or more is
$10. For an unpaid balance of less than $100, the Consultant shall pay the actual interest penalty due
to the subcontractor. A subcontractor who prevails in a civil action to collect interest penalties from
the Consultant shall be awarded its costs and disbursements, including attorney's fees, incurred in
bringing the action. In addition, no subcontractor can file alien against the City.
24. Dispute Resolution/Mediation. Each dispute, claim or controversy arising from or related to this
Agreement or the relationships which result from this Agreement shall be subject to mediation as a
condition precedent to initiating arbitration or legal or equitable actions by either party. Unless the
parties agree otherwise, the mediation shall be in accordance with the Commercial Mediation
Procedures of the American Arbitration Association then currently in effect. A request for
mediation shall be filed in writing with the American Arbitration Association and the other party.
Standard Agreement for Professional Services
No arbitration or legal or equitable action may be instituted for a period of ninety (90) days from the
filing of the request for mediation unless a longer period of time is provided by agreement of the
parties. Cost of mediation shall be shared equally between the parties. Mediation shall be held in the
City of Elk River unless another location is mutually agreed upon by the parties. The parties shall
memorialize any agreement resulting from the mediation in a Mediated Settlement Agreement,
which Agreement shall be enforceable as a settlement in any court having jurisdiction thereof.
25. Conflicts. No salaried officer or employee of the City and no member of the City Council of the
City shall have a financial interest, direct or indirect, in this Agreement. The violation of this
provision renders the Agreement void. Any federal regulations and applicable state statutes shall not
be violated.
26. Counterparts. This Agreement may be executed in multiple counterparts, each of which shall be
considered an original.
27. Entire Agreement. This Agreement constitutes the entire agreement of the parties and supersedes
all prior communications, understandings and agreements relating to the subject matter hereof,
whether oral or written.
28. Governing Law. This Agreement shall be controlled by laws of the State of Minnesota.

Subject: City of Elk River Active Park Improvements - Orono Park and Youth Athletic Complex
Dear Mr. Hecker and Members of the Selection Committee:
SRF Consulting Group is excited and ready to assist the City of Elk River to level develop initiatives and construction plans for
implementing improvements at Orono Park and the Youth Ahtletic Complex (YAC) to further transform these facilities into signature
destinations. We have a strong background in developing park and public use facilities and understand how they should function to
meet both the needs of user groups, including understanding the needs of operations and maintenance staff. SRF is also recognized
for our ability to develop design solutions that will be seamlessly integrated with the physical characteristics of the site, and be
constructed within the budget established for the project. Our proposal outlines several key reasons that the SRF team will contribute
to this project's success:
COMMITMENT OF SENIOR STAFF. Serving as project principal, Ken Grieshaber will provide seasoned leadership to the
team. Ken has over 30 years of specialized experience in the planning and development of parks, open space, and recreation
facilities. Tim Wold will serve as project manager. Tim has 20 years of experience in park planning and design, developing and
renovating numerous regional park facilities within sensitive natural resource areas. Our team also includes Tim Mcllwain of HCM
Architects who brings specialized park building design experience to the project. SRF and HCM have collaborated together on many
park improvement projects together including Lakeside Commons Park in Blaine and Harmon Park in West Saint Paul.
DEMONSTRATED EXPERIENCE. SRF's park, open space, and trail experience spans comprehensive planning, master
planning, design, implementation, and in -construction services. As noted in our proposal, we have successfully assisted numerous
agencies planning and developing regional park and trail facilities in a wide variety of natural resource and waterfront environments.
MULTIDISCIPLINARY SKILLS. Our team offers comprehensive park planning and design services, which is critical to developing
and implementing integrated and technically sound design solutions. Our key staff members include experienced landscape architects,
civil, and water resource engineers needed to evaluate and undertake the scope of work identified for the City.
PROCESS AND COMMUNICATION. We are committed to working closely with City staff during all phases of the project —
communication is the key to every assignment, reinforcing the trust and support needed to successfully design and implement park
improvement projects.

2 1 Project Understanding
The implementation of site and building improvements at the Youth Athletic Complex and Orono Park provides the opportunity to improve
the quality of the recreational experience in both parks and provide new amenities which can better serve the needs of youth, teens,
seniors, and families. Based on outcomes of the master planning process, moving forward with the detailed design of improvements
provides the opportunity to create a new and updated identity for both parks. It also provides the opportunity to promote how public
investment in parks can contribute towards improving the quality of life for all Elk River residents. The following issues will be key to
address for designing and implementing improvements at each park.
CREATING A NEW AND UNIFIED IDENTITY FOR
THE PARK
The implementation of new site and building improvements at
each park should strive to create a unified appearance through
the use of matching site furnishings, lighting, and a strong
building vocabulary which reflects the identity of Elk River and
the surrounding community. Providing other high demand park
amenities like shade provisions, electrical plug ins and serving
counters for picnicking, and convenient access to drinking water
will contribute towards creating a high quality park experience for
visitors.
INCORPORATING SUSTAINABLE PARK DESIGN
PRINCIPLES
The development of new park amenities should strive to implement
sustainable design solutions for treating storm water runoff from
hard surface areas, minimizing the use of high maintenance site
and building materials, and implementing turf and landscape
improvements which can be easily maintained by park and
operations staff.
the incorporation of a recirculation system for the splash pad
facility will also be a big contributor towards minimizing water
consumption in the park, and a good public demonstration project
for promoting being good stewards of the cities water and land
resources.
UTILITIES AND SUBSURFACE SOIL
INVESTIGATION
The alignment and capacities of utility services at each park should
be evaluated to ensure any needed upgrades are integrated into
overall construction costs. Assessing existing water, storm, sanitary,
and electrical services early in the design and cost estimating
process will ensure no delays are encountered redesigning site
and building improvements because of unforeseen utility or soil
correction costs.
ACCESS AND CONNECTIVITY
With new parking facilities being constructed at Orono Park,
evaluating how new trail circulation can be organized to provide
access to the play and splash areas, beach, and picnic facilities,
will create a better sense of arrival and wayfinding for the park.
Accessibility issues should also be evaluated and addressed
to ensure physically challenged user groups can gain access
to all areas of the park. Safety and security needs should also
be considered in the design process utilizing crime prevention
through environmental design (CPTED) principles to implement all
site and building improvements within each park property.
BUILDING FACILITIES
The design for a new pavilion and restroom building at Orono
Park offers many possibilities for best serving the needs of park
visitors. Size and space configurations for these building uses for
covered picnicking, flush toilets, and watercraft rental should all be
evaluated to determine if any of these uses should be separated
or combined to maximize the function and accessibility to all these
issues. Maintaining good sight lines to restroom building entries
from the play and splash pad area, allowing for flexibility in how
the picnic shelter and surrounding lawn space can be used for
small and large group gatherings, should all be considered for how
the building is configured on the site.
Evaluation of the existing concession and storage building should
consider how the existing footprint can be remodeled, repurposed,
or expanded to better serve the needs of park user groups. A
preliminary feasibility study for constructing a new building should
also be considered as well as how additional forms of revenue or
funding can be secured to help offset costs for a new concession
and restroom facility.

3 1 Scope of Services
The SRF team will work closely with City staff, partner agencies,
and policy makers to integrate comment and feedback throughout
the park design and decision -making process. Effective project
management is the cornerstone of a successful project process
when engaging all stakeholders in the design process.
The included schedule identifies timelines for completing each
identified work task and corresponding meetings to be held to
review and discuss key decisions to be made on a timely basis to
keep the project on schedule to be ready for construction.
One of the most important project management functions
is promoting communication. Project communication will be
maintained through regular meetings, phone calls, e-mail,
correspondence and site visits as necessary with the design team
and City staff. SRF will maintain a high level of communication
with city staff through weekly check -in calls and monthly project
status reports to ensure all aspects of the project are tracking on
the established schedule.
To ensure clear communication is maintained throughout the
project process, the SRF Team will prepare meeting notes for each
design team meeting and distribute them to attendees. Notes will
include meeting discussions, action items, party responsible for
action and required action date. This will ensure all responsibilities
for providing information and feedback to the design team can
easily be understood and communicated between design team
members and City staff.
The following approach and associated tasks are proposed to
be undertaken to guide the design process for completing the
improvements at Orono Park and Youth Athletic Complex:
1. SITE SURVEY
SRF will undertake the following survey work:
• Prepare topographic and boundary survey for Orono Park.
• Prepare topographic survey for building locations within Youth
Athletic Complex.
2. MEETINGS
Soliciting input from all project stakeholders in an open and
transparent engagement process will ensure the best possible
design outcomes will be achieved for all park improvements.
SRF is anticipating the following meetings will be conducted with
stakeholder groups for comment and feedback throughout the
design process:
• Up to eight City staff work session meetings including kick-off
meeting.
• Two meetings with the Parks & Recreation Commission
Based on the current challenges of COVID-19, SRF recommends
that some meetings be held on-line early in the project meeting
process. SRF uses Zoom and can readily host meetings for small
and large groups of people.
3. PROJECT START-UP
A kick-off meeting with City staff and the consultant team is an
important springboard to beginning the schematic design effort.
SRF will initiate a project kick-off meeting that will provide the
opportunity for all team members to become acquainted with
project objectives and schedule and affirm communication and
coordination protocol. A stakeholder engagement strategy will
also be discussed to ensure there is a good understanding of how
all comment and feedback will be solicited and integrated into the
design process. We anticipate this meeting will occur in mid to late
April.
• Conduct one kick-off meeting
• Gather all available background, base -mapping, and survey
information for the park property
• Conduct a site visit with City staff to assess preliminary issues
and opportunities for the park properties.
• Identify preliminary issues and opportunities to be addressed
based on review of the existing park master plans.
• Review schedule and budget requirements to be met for the
project.

4. SCHEMATIC DESIGN
Prior to beginning schematic design for the project, all background
information available for the park property will be reviewed by
the project team, including existing survey and utility information,
right-of-way, and property boundaries. After receiving preliminary
input from City staff, SRF will begin to explore developing concept
plans for improving the entrance drive, parking facilities, trail
circulation, and addressing storm water runoff and erosion issues.
The following tasks will be completed by the SRF Team:
• Conduct two working project team meetings with City staff.
• Affirm park issues to be addressed as part of the proposed
improvements.
• Identify strategies for incorporating sustainable site design
strategies as part of the preliminary design process.
• Identify accessibility improvement needs.
• Develop program for all proposed buildings.
• Complete a preferred overall schematic layout and grading plan
for Orono Park with proposed park pavilion with concessions,
restrooms, picnic area, and personal watercraft rental space.
• Investigate potential for repurposing existing concessions/
storage building at Youth Athletic Complex to meet current
needs.
• Prepare schematic building plans, sections, and elevations.
• Develop preliminary cost estimate.
5. DESIGN DEVELOPMENT
Based on outcomes of the schematic design process, additional
design detail will be added to park site layout and grading
plans and drafted into AutoCAD format drawings. The SRF Team
will complete the following tasks as part of the preliminary
engineering process:
• Attend up to two working project team meetings with City staff
to review and discuss design development plans. Modify plans
as needed based on comment and feedback.
• Develop refined layout, grading, utility and detail plans for
layout of the parking lots, and trail circulation.
• Design a lighting system for Orono Park trails and parking lots
with lights matching those recently installed on the TH 10 trail
project.
• Identify stormwater treatment systems required to support
new park improvements.
. Identify water, electrical, and other miscellaneous utility service
needs.
• Design an independent septic system for restroom/concessions
buildings at Youth Athletic Complex.
• Coordinate with the skate park designer to ensure seamless
integration with other park amenities.
• Coordinate mechanical design with splash pad designer
to ensure adequate space is provided within the Orono
Park pavilion mechanical room to operate and maintain the
recirculating system.
• Assemble draft specification index.
• Complete preliminary review of agency permitting requirements
and identify all City, State, and Federal permits and protocols
to be followed for implementing proposed park improvements.
• Coordinate completion of geotechnical investigation (as
needed)
• Develop refined itemized cost estimate.
• Attend Park and Recreation Commission meeting to review
current design status.
6. CONSTRUCTION DOCUMENTS
Based on outcomes of the preliminary engineering phase of work,
the SRF Team will prepare a comprehensive construction plan set
and specifications based on final approval of all park design and
natural resource restoration components of the project. Interim
60%, 90%, and 100% complete draft plan sets will be presented
to City staff for review and comment. City staff comments will
be incorporated into the plan sets within seven days of being
submitted to the consultant team.
The following scope of work will be undertaken for this phase of
work:
• Attend up to three working project team meetings with City
staff to review 60%, 90%, and 100% complete construction
documents.
• Attend Park and Recreation Commission meeting to review
90% complete construction documents.
• Plan sets will be organized to be bid as three independent bid
packs.
• Prepare a final itemized cost estimate and identify potential
alternates to be included for bidding
• Prepare Mn DOT format specifications.
• Coordinate approvals with all reviewing agencies.
• Obtain required external permits, such as MPCA NPDES permits
(SWPPP).
• Submit bidding documents to City for advertisement,
including signed plan sheets and signed specifications (PDF)
for uploading to QuestCDN. Plan sheets will include City and
MnDOT title and approval blocks including file and requisition
numbers as applicable.
• Provide digital files compatible with AutoCAD/Civil 3D software

7. BIDDING
SRF will assist the City with the bidding process by notifying
contractors about the project and gauging their interest and
availability for undertaking the work. This will help ensure a good
bid climate is created prior to bidding. The following scope of
work will be undertaken for this phase of work:
• Assist the City with preparation of advertisement for bid.
• Attend the pre -bid conference (if needed).
• Issue addenda and respond to contractor questions during the
bidding period.
• Prepare bid tabulation and assist in the review, evaluation and
award recommendation of the bids received.
8. CONSTRUCTION SERVICES
SRF recognizes the importance of providing quality in -construction
services to ensure adherence to the contract documents and
the implementation of high -quality outcomes for the project.
In addition to providing certified inspectors to oversee the
implementation of site and building improvements, staff assigned
to the project will stay engaged from the beginning to the end of
the project to ensure efficient communication and coordination
with City Staff and the consultant team.
• Facilitate pre -construction meeting.
• Provide construction staking services. Assumes up to ten
days (ten trips) of staking with a two -person crew during
construction.
• Respond to owner and contractor RFI's, review and approve
shop drawing and product submittals, prepare proposal
requests, and review responses. Advise the City on any
contractor change order items.
• Conduct bi-weekly site visits to observe work for compliance
with contract documents, prepare written field reports, and
attending construction meetings, as noted above. Assumes 13
site visits for 26 weeks of construction.
• Review and approve contractor's monthly payment requests
and final payment request.
• Monitor contractor testing and start-up of new systems to
ensure compliance with contract documents, and provide
reports indicating acceptance and approval.
• Conduct one site visit/punch-list inspection at substantial
completion of construction.
• Conduct one site visit at final completion of construction
verifying completion of punch -list items.
• Conduct one pre -warranty inspection at the site 10 months
after substantial completion of construction.
• Provide hard copy and electronic as -built drawings.
• Provide hard and electronic copies of operations and
maintenance manuals prepared by the Contractor.
• Prepare and coordinate submittal of IC134 withholding affidavit
for contractors and certificate of substantial completion forms.
Optional Services
Optional services noted in the request for proposal and
subsequent addendum are outlined below. These services and
associated fees are not included in the baseline scope of services.
1. GEOTECHNICAL INVESTIGATION
If accepted, geotechnical investigation will be completed
by Northern Technologies, LLC. Based on the proposed
improvements outlined in the request for proposal, this scope
of work is based on the assumptions listed below. If deemed
necessary, additional soil borings can be undertaken at a fee to
be negotiated at the time of request.
• Assumes 4 total 14.5' depth soil borings at proposed building
sites.
• Assumes 6 total 8' depth soil borings at proposed parking
areas or other features.
2. CONSTRUCTION TESTING/SPECIAL
INSPECTIONS
If accepted, construction testing and special inspections will
be completed by Northern Technologies, LLC. Based on the
proposed improvements outlined in the request for proposal, this
scope of work is based on the assumptions listed below.
• Assumes 13 total visits for excavation observations and testing
for earthwork.
• Assumes 41 total visits for special inspection and testing
services for concrete construction.
• Assumes 6 total visits for special inspection and testing services
for structural masonry.
• Assumes 2 total visits for special inspection and testing services
for structural steel construction.
• Assumes 20 total visits for special inspection and testing
services for parking lots.

TIM WOLD, PLA I PROJECT MANAGER
Tim has been practicing landscape architecture and urban design for 21 years. He has a wide range of
project experience that includes neighborhood and community park planning and design, athletic
complexes, trail system planning, site design, urban streetscapes and plazas, and natural resource -based
state and regional parks. Tim has successfully managed a number of multi -million dollar park and athletic
complex projects, leading multidisciplinary teams from the initial planning stages through construction. He
works with a wide variety of clients and enjoys collaborating with design professionals from other
disciplines.
As our project manager, Tim will be the City's main point of contact, be responsible for managing project
delivery and the team, and lead construction observation.
Project Experience
City of Otsego Parks, Minnesota. Tim has assisted the City
with development of numerous park properties including
several neighborhood parks, a splash pad within Prairie Park,
and development of a boat launch within a special use park
on the Mississippi River. Services spanned programming and
development of concepts, stakeholder engagement, design
development, preparation of construction documents, to
construction oversight.
City of St. Michael Town Center Park, Minnesota. SRF is working
with the City of St. Michael on the planning and development of
their civic gathering and special event campus. Key program
elements include a large multi -purpose open lawn space, splash
pad with restroom/changing room building, destination play
area, and picnic shelters which can be reserved for small group
gatherings. Tim provided conceptual design, public engagement,
and cost estimation services.
City of Otsego Northwood Park, Otsego, MN. The City of Otsego
commissioned SRF to prepare a master plan and construction
documents for this neighborhood park. Amenities within the park
include K-5 and pre-K play areas, a picnic pavilion, a basketball
court that is convertible to pickleball, and a 200' ballfield with
backstop, players benches, and limited spectator seating.
Avonlea Community Park, Lakeville, Minnesota. The City of
Lakeville commissioned SRF to prepare concepts, schematic
grading plan, cost estimates, and assist with community
engagement for this 40 acre community park. Key amenities
include several grass multi -use green fields, an artificial turf multi-
use field, a premier baseball field, pickleball courts, a destination
play area and splash pad, and restroom/concessions buildings.
Other features include a youth challenge course, adult fitness
equipment, and a lighted loop trail system. The site, located on
Cedar Avenue, provides a central location within the city for youth
tournaments and offers good access for vehicular and pedestrian
circulation. Based on feedback received from staff, community
members, the Park and Recreation Commission, and City Council,
SRF prepared a preferred master plan for the park.
Three Rivers Park District French Regional Park Creative Play
Area, Plymouth, Minnesota. SRF worked closely with Three
Rivers Park District staff and a diverse group of stakeholders,
including a fourth -grade class from a local elementary school,
in developing a new destination play area within this extremely
popular regional park. The play area site afforded opportunities
to use grade changes to provide accessible circulation to the
upper level of the play structure via walls and elevated ramps. Key
features of the play area include a three -level tower with slides
and climbers, an extensive system of climbing nets, multi-user
swings, a sand/water play node, mist towers, and a playhouse for
younger children.
City of Roseville Parks Renewal, Minnesota. SRF collaborated
closely with City staff and a multidisciplinary consultant team to
renovate twelve neighborhood and community parks within a
citywide parks renewal program. Projects ranged from complete
renovations to reconstruction of individual tennis courts and
fields. SRF provided landscape architecture, water resource,
and electrical design services from design development through
preparation of construction documents, including permitting and
cost estimation.
City of West St. Paul Harmon Park, Minnesota. West St.
Paul commissioned SRF to develop a master plan for the
redevelopment of Harmon Park, the city's oldest park. As project
manager, Tim led the design process, oversaw preparation of
construction documents, and provided in -construction services.
Washington County Lake Elmo Winter Recreation Facility,
Minnesota. SRF collaborated with an architect, construction
manager, and County staff to develop a new trailhead facility,
cross country ski trails and trail lighting system for evening
cross country skiing. A second phase of development included
improving pedestrian and vehicular circulation, developing a new
parking lot to serve users of the trailhead facility, and providing a
patio with stone fire pit and seating.

KEN GRIESHABER, PLA, ASLA I SENIOR ADVISOR / QUALITY CONTROL
Ken has 30 years of landscape architecture and urban design experience, with an emphasis on park and
trail improvements. He has been involved in the planning and design of more than 60 neighborhood,
community, and regional parks. Ken's skills include project management, conceptual and detailed design,
and preparation of construction drawings and cost estimates. His work is mindful of operations and
maintenance considerations and emphasizes sustainability. In addition, Ken is known for his skill in
fostering an open, collaborative design process that includes residents, city officials, and design
professionals.
Project Experience
Three Rivers Park District Silverwood Park. Developed within a
old Salvation Army Camp, the facility offers scenic views of Silver
Lake within a wide diversity of natural resource areas including
upland forest, prairie, and wetland areas. As project manager,
Ken oversaw a multidisciplinary team. Sustainable site initiatives
were integrated throughout the site for the treatment and reuse
of stormwater for irrigation, and harvesting removed trees for
interior finishes of the visitor center.
Three Rivers Park District French Regional Park Creative Play
Area, Plymouth, Minnesota. SRF worked closely with Three
Rivers Park District staff and a diverse group of stakeholders,

Washington County Big Marine Park Reserve. Working with
many stakeholders to create a vision for this new regional park
reserve, SRF developed a master plan addressing programming
and site improvements to be integrated within this 1,700 acre
facility. Uneven terrain and a wide variety of sensitive natural
resource areas provided many challenges for integrating roadway
and trail circulation, a new beach facility, and picnic facilities as
part of the first phase of constructed park improvements.
Washington County Ravine Regional Park Master Plan, Cottage
Grove. SRF worked with Washington County Parks to amend the
master plan to provide the County with a plan that prepares the
park for future growth in the area and addresses the impacts
to recreation and natural resources of a proposed stormwater
conveyance system through the park. The master plan includes
updates of the developed areas around the south shore of Ravine
Lake including park road circulation, lake access, picnic facilities
a 4-season building and a summer trailhead facility, and a new
park entrance from County Road 19. The park's network of soft
and paved trails have been updated and include lighted trails for
winter use.
Dakota County Thompson County Park Site Improvements.
New site improvements were studied and integrated into this
unique county park facility to respond to current user group
activities desired by the local community. Improvements include
a new natural play area and splash water feature, large group
picnic facilities with a new pavilion and restroom facility, and
reconfigured trail circulation to provide convenient access to all
park amenities and natural resource areas within the park.
City of Blaine Lakeside Commons Park, Minnesota. This new
lakefront community park facility was designed to accommodate
many recreational amenities, including a swimming beach and
changing room facility; a boathouse for paddle boat, canoe, and
kayak rentals; playground equipment; and a picnic shelter for
large group and family events.
City of Plymouth Zachary Park Ballfield Renovations,
Minnesota. Converted adult softball facility in to a premier Little
League baseball facility.
City of Brooklyn Park Signature Event Area (SEA) Park,
Brooklyn Park, MN. SRF worked with the City of Brooklyn Park on
the development of a park systems plan that includes exploring
programming and design ideas for their new signature event area
park located in the northwest quadrant of the City at the terminus
of the planned light rail transit line. Park amenities explored for
the site include large group picnic facilities, water recreation
features and play areas, a multi -purpose lawn and performance
area, parking facilities, roadway, and trail circulation.
City of Eden Prairie Purgatory Creek Recreation Area,
Minnesota. As the lead designer and project manager, Ken was
responsible for developing this new community park facility.
This seven -acre park is connected to a three-mile trail system
circulating around an adjacent wetland system. A multipurpose
green space was created to host small concert performances
as well larger community events. Other elements include a
large picnic shelter and stage area, an annual and perennial
demonstration garden, a Veterans Memorial, and a waterfront
boardwalk overlook and art bridge along the wetland trail
system. The park also fronts an open water diversion channel for
Purgatory Creek that collects sediments from the creek before
outleting into the adjacent wetland complex.

STEWART CROSBY I FEDERAL FUNDING OVERSIGHT
Stewart has 18 years of experience in landscape
architecture and urban design, including
conceptual design, design development
construction document preparation, and
I p1m, construction administration. He brings
innovative design solutions to a variety of
projects that include park and trail master plans and youth camp
site design. Stewart has also conducted visual impact assessments
for roads and trails and has worked on urban streetscape projects.
Stewart excels at managing park planning and design projects,
while fostering an open, collaborative design process that includes
agencies, residents, design professionals, and other interested
stakeholders. His work is mindful of operations and maintenance
considerations and emphasizes sustainability.
Project Experience
Kensington Rune Stone County Park, Douglas County. Stewart
served as the project manager for the development of a master
plan that was prepared to garner support and approval of the
Greater Minnesota Parks and Recreation Commission, which
provides for extended funding options for park development.
The park master plan focused on identifying a site and concept
for a new visitor center and updating the pedestrian a vehicular
circulation throughout the park. The park had doubled in size over
the last decade so additional design and planning was needed to
incorporate the new property into the park plan.
Washington County Cottage Grove Ravine Regional Park Lake
Elmo Segment Master Plan. Stewart served as project manager
for the trail master plan. In this role, he worked closely with
Washington County staff on developing alignment alternatives,
meeting with special interest groups, making public presentations
and facilitating public outreach events including pop-up meetings
and open houses. Stewart also oversaw the development of the
master plan document and coordinated internal reviews and
agency reviews of the draft document.
YMCA Camp Widjiwagan Site Design, Ely. Stewart led a team of
landscape architects and civil engineers who designed a natural
stone amphitheater that utilized an existing slope in the center
of Camp Widjiwagan with views of adjacent Burntside Lake.
The amphitheater was designed to use local materials and was
installed by local contractors who took great pride in the finished
product. Stewart coordinated with Camp staff throughout the
design process to ensure the appropriate materials were included
in the design.
Barnesville Trail and Streetscape Plan. Stewart was the project
manager for the city-wide trail plan that looked closely at existing
pedestrian and bicycle facilities and developed a plan to integrate
trails and on -street bike facilities into the existing street network
and park system. A separate task developed streetscape concepts
for Highway 9 through downtown to incorporate more pedestrian
and bicycle facilities in advance of a MnDOT construction project
that will reconstruct the entire streetscape. Stewart led the public
process including open house meetings and pop-up meetings at
local and regional events including the County Fair.
Carver County Minnesota River Bluffs LRT Regional Trail.
Stewart was Project Manager for the design and construction of
two phases of trail development that included a prefabricated trail
bridge over a creek in the historic City of Carver and a trailhead
with a parking lot and a trail system kiosk. Stewart also managed
the MnDOT Delegated Contract Process (DCP) for Local Agency
Federal Aid Projects since this project utilized federal funds.
City of Plymouth Park and Trail Plan. To update to the City's
Comprehensive Park and Trail System Plan, Stewart created
analysis maps of all parks, trails, sidewalks and on -road bike
routes. Additional data was incorporated to show deficient
roadway crossings and movement barriers, such as rail lines.
Using the analysis mapping, Stewart developed a comprehensive
trail and sidewalk plan to identify gaps in the trail and sidewalk
system, future connections to City parks and regional trails. The
map and data were incorporated into the Comprehensive Park
and Trail System Plan.
M.B. Johnson Regional Park Master Plan, Moorhead. Stewart
served as the project manager for the development of a master
plan for M.B. Johnson Regional Park, the largest park in the City
of Moorhead. Stewart led a team of designers who worked with
Moorhead staff to develop a layout for park facilities, a network
of soft -surface and paved trails, park roads and parking facilities,
as well as developing a plan for bringing city services to the site
including sanitary sewer and new power service. Stewart provided
guidance to the team's architect for the siting, scale and size of
the park's new visitor center and warming but and the new large
group picnic shelter.
MIKE AARON I CIVIL ENGINEERING & UTILITIES
Mike has more than 25 years of experience in
site planning, municipal engineering, highway
and trail design, hydraulic analysis and
stormwater management. His municipal and
site development expertise includes project
management, feasibility, predesign, demolition,
layout, drainage, utilities, grading, detailing, and supporting
specifications as well as permitting and contract administration.
He has demonstrated his outstanding civil/site skills on many of
SRF's well-known municipal facilities, commercial, and retail site
development projects.
Project Experience
Three Rivers Park District Silverwood Park. Provided civil
engineering services for this park development. Prepared
demolition construction documents and design development -
level plans for park improvements along with final construction
documents. Mike also performed in -construction services for the
demolition portion of the project.

Washington County Big Marine Park Reserve. Civil engineering
design and coordination for this project including preliminary
design, preparation of civil construction documents, and
provided in -construction services during the construction phase
of the project. He worked closely with the owner, contractor, and
permitting agencies to help make this a successful project.
MnDNR Tettegouche State Park Visitor Center and Rest Area.
Mike provided site civil engineering design and coordination
for this project including preliminary design, preparation of civil
construction documents, and construction -related services.
City of Saint Paul Samuel Morgan Regional Trail. Provided all civil
engineering services for this 1.5-mile-long regional trail along the
Mississippi River, including storm sewer design, grading, parking
lot design, utility and erosion control design, and permitting. He
also provided bidding and in -construction services.
RACHEL BURAND I SITE DESIGN
Rachel is an experienced landscape architect,
with completed work ranging from plaza design
to park system master plans to riverfront
landscape restoration. She has provided site
!� design, parks and trail planning, and community
input analysis on projects. Rachel is skilled at
working collaboratively with clients from initial sketch concepts
through the process to final construction. Her expertise in GIS site
analysis and inventory lends a detail -oriented and pragmatic
approach to design evident in many of her projects.
Project Experience
City of St. Michael Town Center Park. Assisted with the park
design, graphics, and public engagement on the planning
and development of a new signature park. Park programming
elements will include a large multi -purpose open lawn space to
be used for special City events and large group picnicking, a water
splash pad and destination play area, a restroom and changing
room building, and picnic shelters which can be reserved for small
group gatherings.
City of Plymouth Meadows Park. Provided park design,
construction document support, facilitated group discussions, and
assisted at public open house meetings.
Dakota County Mississippi River Regional Trail Pine Bend Bluffs
Trailhead. SRF worked closely with Dakota County and Minnesota
DNR staff to design a trailhead that was both aesthetically pleasing
and function for trail users and visitors. It was also important that
it met the requirements of the DNR for establishing a trail facility
within the boundaries of an SNA. Rachel provided graphics and
construction document support for the project.
Douglas County Kensington Rune Stone County Park Master
Plan. After doubling in size over the last decade, the park required
additional design and planning to incorporate a new property into
the park plan. The park master plan focused on identifying a site
and concept for a new visitor center and updating the pedestrian
and vehicular circulation throughout the park. Rachel assisted with
design development and created plan graphics for the county
park master plan.
City of Duluth Lincoln and Memorial Parks Mini -Master Plans.
Assisted with design development and created plan graphics for
two existing city parks in Duluth.
STEVE MCHENRY, PE I ELECTRICAL DESIGN
31 Steve is an experienced electrical engineer with
30 years of design in electrical engineering.
Steve has expert knowledge in solar power
systems for portable equipment and small-scale
(<4kW) off -grid installations including battery
power (FLA, AGM, GEL) and inverter/UPS
variations. He is also familiar with grid -tie solar power systems,
small-scale wind energy, and fuel -cell systems. Steve provides
electrical and lighting design for all of SRF's projects.
Project Experience
Rice Park Reconstruction, St. Paul. Steve led the design for new
lighting and electrical distribution plan for the reconstruction of
Rice Park in St. Paul. The design included updating all the electrical
systems while minimizing above ground facilities and enhancing
the lighting with pole mounted, bollard and holiday lighting
functions. The project also included power and communications
options for Winter Carnival, concerts and other events.
Dakota County Mississippi River Regional Trail Pine Bend
Bluffs Trailhead. Steve led the design of a for new lighting and
electrical distribution for trailhead project through a Minnesota
DNR Scientific Natural Area in Inver Grove Heights. The design
included LED lighting with special selection of color temperature
for the park setting. CCTV and security system were also part of
Steve's design function.
Minneapolis Park and Recreation Board Mississippi East Bank
Trail. Steve led the design for trail lighting to extend the trail
from Boom Island Regional Park to Sheridan Memorial Park and
a new Scherer Park site. The lighting design required special
consideration for Broadway Avenue bridge underpass, optimizing
lighting design while under the constraint of pole height limits
due to a large overhead power line and LED color temperature
selection.
Three Rivers Park District Hyland Ski & Snowboard Area.
Steve led the design for site electrical power, lighting and
communications. Lighting included new LED parking lot lighting
along with area and specialty lighting for plaza and ski hill areas.
Communication design included infrastructure design for phone
line, fiber communications and parking lot access/revenue control
system with remote server hardware/software and parking status
notification to variable message signs.

Dean has 40 years of experience as a
professional land surveyor and supervises SRF's
survey operations. Respected as a detail -
oriented land surveyor and efficient supervisor,

The City of West St. Paul retained SRF to develop a master plan
for the 14-acre property. The site included four softball fields that
were used primarily by adult leagues. In addition, the fields had
overlapping outfields, allowing only two to be used safely at the
same time. Neighborhood concerns coupled with the adjoining
middle school land use provided the basis to consider converting
the fields to a dedicated youth athletic facility. SRF prepared
concept plans, illustrating several configurations and partnering
opportunities with the school district to maximize benefits to
residents.
Upon adoption of the master plan, SRF completed design
development, prepared construction documents, and oversaw
construction. The final plan included four 200-foot baseball fields
configured in a pinwheel layout with a concessions/restroom
building at the center, lending itself well to youth tournaments.
In addition, a premier field for older youth players was included
on the adjoining school district property. A new hockey rink
and warming house, a larger centralized parking area, a new
playground, splash pad, and community building with restrooms
and changing rooms were also constructed. A formal entrance
feature at the corner of Bernard and Charleton provides park
identity and enhances the character of the neighborhood. HCM
provided building architecture design.

LAKESIDE COMMONS PARK
Blaine, Minnesota
SRF, in conjunction with HCM, worked with the City of Blaine to
develop a master plan for a new community lakefront park that
integrates with a new commercial retail complex, parking lot area,
and surrounding residential development.
Amenities in the park include a beach and shower building facility,
playground and picnic area, a splash pad water park, paddle boat
rentals, and trail circulation.
Water edge treatments include a combination of native vegetation
buffering and boardwalks to allow visitors to interact with the lake
shoreline. Innovative stormwater treatment techniques were also
implemented throughout the park.

THOMPSON PARK BUILDINGS
Dakota County
HCM Architects and SRF worked with Dakota County Parks to
design the next phase of the development of Thompson Park, a
Dakota County Park located in West St. Paul, MN. HCM Architects
provided programming, master planning and schematic design
services for a large picnic pavilion, a picnic shelter and a
maintenance building. The structures are designed to incorporate
stone, wood and detailing that recalls the qualities of the existing
Lodge structure that create special gathering places that maximize
views and access to the site.

LEXINGTON ATHLETIC COMPLEX
Blaine, Minnesota
The City of Blaine retained SRF to provide construction
administration services for this premier athletic complex within
the northeast quadrant of the city. Working closely with the
general contractor, project architect, and city staff, SRF oversaw
development of the $3.5 million facility. Key features include a
barn-themed concessions/restroom building with community
meeting space and maintenance garage, two full size baseball
fields, and four soccer/football fields. All fields include lighting
and irrigation. Other amenities include a play area for pre-K
and K-5 age groups, a picnic shelter, and tennis, pickleball, and
basketball courts. Four parking areas with a total of roughly 380
stalls are located centrally in relation to amenity groupings off of
121st Avenue.

OTSEGO PARKS (NORIN LANDING)
Otsego, Minnesota
SRF worked with the City of Otsego to develop a master plan and
construction documents for the development of Norin Landing, a
special use park on the Mississippi River at the northwest border
of the city. The central focus of the park is a wood shelter with
river overlook deck and lawn space to accommodate weddings.
Other key features include a boat launch providing small water
craft access to the river, fishing pads, internal trail system, and
naturalized landscape buffers. A future phase will include a small
natural play area. The park opened fall of 2019.

SRF is currently working with the City of St. Michael on the
planning and development of a new signature destination park
adjacent to the their City Hall, Library, and Senior Center as part
of their new civic center campus. Park programming elements
will include a large multi -purpose open lawn space that will be
used for special City events and large group picnicking, a water
splash pad and destination play area, a restroom and changing
room building, and picnic shelters which can be reserved for small
group gatherings. Other amenities that will be added to the park
include pickleball courts, a synthetic turf lawn court area, and an
expanded patio and seating area to meet the needs of senior
center visitors. A looped one -mile trail system is also planned and
will be developed around the perimeter of an existing storm pond
adjacent to the park - this will be restored as a natural preserve as
another feature for visitors to experience at the park.

Proposal Deadline
Proposals will be accepted until 4:00 p.m. on Thursday April 2, 2020.
Please submit five (5) hard copies and one (1) PDF copy (on a flash drive) of your firm's proposal.
Acceptance of Proposal Contents
The contents of this RFP and attached information provided to the proposer will be included as part of the
contractual obligations if a contract ensues. All information in the proposal is subject to disclosure under the
provisions of Minnesota Statutes Chapter 13 — Minnesota Government Data Practices Act.
Proposal Timeline
Submission of proposals: April 2, 2020, by 4:00 p.m.
Consultant approved by City Council: April 20, 2020
The consultant team shall begin the project design phase upon contract approval. The construction of the
identified park improvements is intended to occur during both 2020 and 2021, with availability of the
project areas as follows:
The Youth Athletic Complex project area will be available for construction activity late August 2020. The
Orono Park project area is available for construction activity in the Spring of 2021.
All construction and the final inspection of these improvements must be completed by October 1, 2021.

Active Elk River Improvements
Project Overview
The intent of this request is to obtain the services of a design team, hereinafter referred to as the
"Consultant" to perform consultant services for the City of Elk River, Minnesota, hereinafter referred to as
the "City." Services of a multi -disciplinary team with park design and construction plan experience in both
active and passive public park components is required to assist staff preparing plans for the elements
outlined in this proposal. Anticipated disciplines should include landscape architecture, architecture, civil
engineering, mechanical, electrical, and structural engineering. The city is seeking proposals for a Consultant
to fully design and administer the construction of park improvements at Orono Park and the Youth Athletic
Complex (YAC). additional information related to the Orono Park improvements are shown in the attached
Orono Park Master Plan approved by the City Council on July 17, 2017.
Section 11: Project Description
The Consultant services to be performed are for landscape architecture, architecture, and engineering design
services for the following:
1. Design review and update of the 2017 Orono Park Master Plan, including a review of site utilities,
parking lot and pedestrian circulation, and layout of the proposed improvements identified in
description of improvements.
2. Development of a preliminary design package for both project areas at Orono Park and YAC.
3. Development of final design packages including plans, specifications and construction documents
for both the Orono Park and YAC improvements.
4. Coordination of bidding the projects including posting plans, supporting bidder questions, issuing
required addenda, tabulation and bid review, and a recommendation of a qualified bidder for each
project.
5. Construction administration and project inspection for both projects.
Active Elk River Park Improvements Description and Background
The Orono Park and YAC park improvements are part of a major investment in the quality -of -life for Elk
River residents made possible by a 2018 voter -approved $35 million Local Option Sales Tax Referendum.

Orono Park
Orono Park, located at 18599 Gary Street, is a family -friendly, 28-acre park located on the west shore of
Lake Orono and south of and adjacent to Highway 10. The park is also adjacent to the City Hall campus
and the Dave Anderson Athletic Complex (DAAC). Prominent park features include a sandy swimming
beach, park shelters and a destination playground that opened in 2013. The 2017 master plan includes the
addition of the following park features to make this signature park complete:
■ Reconfigured parking lots
■ Skate Park (designed by Spohn Ranch)
■ Park pavilion with integrated restrooms
■ Expanded beach area
■ Open recreation lawn
■ Splash pad
■ Pickleball courts
■ Basketball courts
■ Personal watercraft rental (attached to park pavilion)
The total estimated budget for the Orono Park features as identified in the Active Elk River Plan is $2.5

million, exclusive of design fees and parking lots. The parking lots and related design costs will be paid for
from other designated funds.
The funding for the design and construction administration will be the Active Elk River Fund. The
construction and construction administration of the skate park is included in the estimated cost of the skate
park amount of $385,000. The design of the skate park is complete.
Skate Park Background
Spoon Banco Skateparks was hired by the City to perform design services for the skate park. Spoon Banco
Skateparks are listed on the Minnesota State Contract and City intends to utilize them as the contractor for
skatepark implementation. The Consultant will need to coordinate with the skate park installer to ensure
schedules, staging, and site construction activities are accomplished efficiently. The preparation of the skate
park area and striping of grass and topsoil shall be coordinated between the Consultant and Spoon Banco.
Splash Pad Background
The City is working with Aquatix through Sourcovell public cooperative to provide design concepts and
technical drawings for the Orono Park splash pad. It is expected the Consultant will coordinate with
Aquatix during the design phases and integrate their designed system into the bid document package. This
package includes complete written specifications, splash pad construction details, mechanical and electrical
system design, and all product and material installation detailing. The Consultant shall coordinate the
electrical and mechanical system improvements to connect to the designed splashpad system.
The Orono Park parking lots and park amenity construction shall be started in 2021 with completion by late
2021.
Youth Athletic Complex
The YAC, located at 9950 1651h Avenue, is a 95-acre softball, baseball and football complex. This project
scope includes new restrooms and a new or renovated storage/concession building.
As part of this project, the Consultant will lead the City through a design process to explore options to make
improvements to the existing two-story concessions/storage building. The range of improvements may vary
from a renovation of the existing structure to the demolition and reconstruction of a new facility.
Additionally, restrooms (unisex/family) also need to be installed as a separate structure in the park, including
the design and implementation of an independent septic and water system.
The estimated budget for the YAC features included in this project is $440,000, exclusive of design fees.
City Council approved a project timeline of construction and installation for the building structure and
restrooms at YAC by late summer 2020. The timing of the YAC project may be changed to match the
Orono Park project if is found to be cost effective.
Other ongoing or completed projects at YAC - The Active Elk River Project identified $2 million in YAC
improvements to include athletic field lights and a playground. The lighting of six ball fields and a new
playground are underway at a cost of $1,381,558. Lighting will be completed by May of 2020. Dugouts for
all 6 ball fields are either built or under construction under a different contract. The dugouts and playground
construction will be May 18 through mid July 2020.

Section 111: Overall Scope of Services
Consultant services are anticipated to begin roughly in April of 2020 and end after final acceptance of the
improvements and expiration of the warranty period, whichever comes later. The selected Consultant shall
be the overall project lead and manager on behalf of the City. The City proposes a team approach in the
development of the design utilizing the services of the Consultant in conjunction with the Parks and
Recreation staff. This includes public presentations at one or more Parks and Recreation Commission
meetings to discuss the design review and updates to the 2017 Orono Park Master Plan and design
packages. The Consultant shall report to and take direction from city staff as directed by the City Council.
The Consultant's proposal should include a detailed scope and budget estimate for all services as outlined in
this RFP.
The City stresses Consultant's innovation, uniqueness and ingenuity in proposing their scope of services.
Recommended changes to the scope and project approach will be considered and concerns regarding
budget and time frames should also be identified. This includes sequencing the bidding and construction
timeline schedules of YAC and Orono Park.
Bids for the YAC project in spring/summer of 2020 must remain within the established budget and may be
rebid during Orono Park project bidding process with an anticipated construction of 2021.
The budget for the trail, skate park and park improvements shall be allocated to the Active Elk River Project
Fund and the budget for the parking lots shall be the Pavement Preservation Fund.
Management Services
The Consultant will serve as assistant to the Parks and Recreation Director throughout all elements of the
park design project. Services rendered shall include as a minimum:
1. Assistance in defining the maximum utilization of project resources in completing the scope of
services, considering budget and time frame constraints.
2. Coordination, preparation and delivery of monthly reports covering the project. Meeting with
the Parks and Recreation Director on a regular basis.
3. Assistance in preparing documents, CAD, graphics and mapping standards to support the
depiction of the design elements.
Design Scope of Services
The Consultant shall:
1. Include a topographic survey for Orono Park and the YAC building portion of this project.
2. Include Right -Of -Way title work for Orono Park.
3. Review and modify the master plan for the park including the layout and orientation of the
parking lots, pickleball, basketball, and new restroom/pavilion for Orono Park.
4. Review and design the storage/concessions building at YAC. Explore repurposing the current
building or demolish and construct a new building, depending on needs and costs. The
concessions food preparation area must follow the Minnesota Department of Health standards.
The City is recommending a seasonal operation with a basic design of an epoxy sealed floor,
stainless counters and a hand sink.
5. Define materials and construction systems for the project in entirety.
6. Design water, storm and sanitary connections to accomplish the proposed park improvements,
including the elimination of the Orono Park Kuss ballfield by making it into an open recreation
lawn.
7. Design an independent septic system and utilities for the restroom and concession buildings at

YAC.
Design an Orono Park pavilion building including picnic area, concessions, personal watercraft
rental, restrooms and a splash pad mechanical room. The Consultant must coordinate
mechanical systems design for an Aguatix re -circulating splash pad system. This includes a
mechanical room estimated at 10x16 ft. in size. The mechanical room must provide adequate
room to maintain equipment.
9. Design a lighting system for the Orono Park trails, parking lots, and electrical needs of the new
pavilion and splash pad. Design shall be coordinated with Elk River Municipal Utilities. Trail
lights should match the lights recently installed for the TH10 trail project.
10. Design trails for Orono Park as generally shown in the 2017 Park Master Plan.
11. Develop plans, details, sections, elevations, general and technical specifications for the entire
scope of this project to facilitate the efficient bidding and construction of the proposed
elements.
12. Coordinate with skate park designer and installer, Spoon Banco, regarding the coordination of the
construction of the skate park.
13. Update the Parks and Recreation Commission regarding minor modifications to the master plan
and designs for Orono Park.
14. Review draft and final design sets with city staff (60%, 90%, 100%) and the Parks and
Recreation Commission (90%). The City is planning to apply for federal funding for
construction elements. The consultant shall assume the plans will need to be design for to meet
federal funding requirements.
Construction Administration
The Consultant shall:
1. Prepare ads for bids, bidding support, pre -construction meeting, bid tabulation and
recommendations, and assume bi-weekly construction meetings during active portions of the
project construction.
2. Coordinate with the City regarding the staging area for construction equipment and materials
and the overall construction staging and schedule.
3. Review pay requests and recommended action to staff.
4. Process change orders, if required.
5. Complete inspections; prepare preliminary and final project punch lists and coordination of
close-out documentation.
All permit and other regulatory review fees shall be paid by the consultant and will be reimbursed by the
city. These costs shall not be included in the consultants proposed fee for the project.
Section IV: Proposals
The proposal shall contain the type of information summarized below. Additional information is allowable,

1. General Information
Give general information and a brief history of the consulting firm. State whether the Consultant is registered and licensed to
perform landscape architectural work in the State of Minnesota. Include similar- information on key subconsultants, if an_y,
proposed for the project.
2. Project Understanding
Include a summary of the Consultant's understanding of thisproject.
3. Project Approach
Provide specific approaches, methods, and assumptions that will be utilised to accomplish each work item.
4. Proposed Project Team and Experience
Identify the key project team members and describe their specific roles on the project. Include key team member from
subconsultant firms, if any.
Describe relevant experience and provide information on at least three (3) reference projects completed in the last ten (I0) years.
Provide references and contact information.
Include one page or smaller resumes ly for key members of the project team, including field personnel.
5. Schedule
The project will begin as soon as a consultant is selected. The Consultant is to propose a schedule that shows how this project
will be delivered. The schedule should include a list of key tasks within each phase, key milestones and approximate dates, and
deliverables.
6. Statement Explaining Why Your Firm Should be Selected to Perform Services for This Project
Several firms have been asked to respond to this Bequest for Proposal. Explain wh_ y your firm is the best gual f ed for this
project.
7. Additional Information
Include any other information that is believed to be pertinent, but not specifically requested elsewhere in this BFP.
8. Total Consultant Cost
The Consultant cost should be separated as follows:
a. Not to exceed cost.
b. Hourly rates for all consultant employees expected to work on this project. These rates
shall be the agreed upon costs for any additional services requested by the City, above
what has been detailed in the RFP.
c. Reimbursable costs including detail of service or item and applicable charge per unit.
Proposals that do not include a Not to Exceed' cost will be disregarded without further consideration. It is the responsibility of
the proposing firm to accurately predict the amount of time they require for services.
9. Insurance Certificate
Indicate ability to provide all necessary insurance certificates if selected for the project. Certificate not required at time ofproposal
submittal.

Section V: Consultant Selection
Proposals will be reviewed and evaluated by City staff and based on the following criteria:
1. Consulting firm and key project staff experience.
2. Proven track record in successfully completing similar projects on time and within budget.
Successful experience of both the firm itself and the individual team members will be
considered.
3. Proposed approach to completing the project.
4. Consultant's familiarity with landscape architecture
5. Consultant's familiarity with the City's Active Elk River program.
6. Proposed project schedule.
7. Proposed consultant cost.
Following review of the proposals by the City, only selected Consultants will be asked to make oral
presentations of their proposals to City representatives. Upon conclusion of the presentations, staff will
select a Consultant to negotiate a contract as follows:
1. If for any reason, a firm is not able to commence the services in that firm's proposal within 30
days of the award, the City reserves the right to contract with another qualified firm.
2. The City shall not be liable for any expenses incurred by the Consultant prior to the signing of a
contract including, but not limited to, the proposal preparation, attendance at interviews, and/or
final contract negotiations.
3. The proposal must be signed in ink by an official authorized to bind the Consultant to its
provisions that will be included as part of an eventual contract. The proposal must include a
statement as to the period during which the proposal remains valid. This period must be at least
90 days from the date of the submittal.
4. The City reserves the right to reject any and all proposals or to request additional information
from any or all the proposing firms.
Section Vl: Contract Terms and Conditions
Upon selection of a Consultant, an Agreement or Contract for Services shall be entered into by the City and
the Consultant. The standard City contract is attached. It is expected that the contract will provide for
compensation for actual work completed on a not to exceed basis, with the following conditions.
1. Deletions of specific components, such as individual project meetings, will be at the discretion
of the City. Payment or reimbursement shall be made based on actual tasks completed on the
project plus necessary subcontractor work (as applicable) and out-of-pocket expenses. Billing
that exceeds the not to exceed amount will not be compensated unless a contract extension has
been approved in advance by the City Council.
2. The City shall retain ownership of all documents, plans, maps, reports and data prepared under
this proposal. In addition to being provided hard copies and digital documents throughout the
project, the consultant shall supply the City with a fully scanned (Laserfiche) project file upon
completion.
3. If, for any reason, the Consultant is unable to fulfill the obligations under the contract in a timely
and proper manner, the City reserves the right to terminate the contract by written notice. In
this event, the firm shall be entitled to just and equitable compensation for any satisfactory work
completed to that point at the discretion of the Parks and Recreation Director.
4. The Consultant shall not assign or transfer any interest in the contract without prior written
consent of the City.
The Consultant shall maintain comprehensive general liability insurance in accordance with
Section 466.04 of the Minnesota Statutes.

The Consultant shall defend, indemnify and hold harmless the City of Elk River, its officials,
employees and agents, from any and all claims, causes of action, lawsuits, damages, losses or
expenses, including attorney fees, arising out of or resulting from the Consultant's (including its
officials, agents, subconsultants or employees) performance of the duties required under the
contract, provided that any such claim, damages, loss or expense is attributable to bodily injury,
sickness, diseases or death or injury to or destruction of property including the loss of use
resulting therefrom and is caused in whole or in part by any negligent act or omission or willful
misconduct of Consultant.
The Consultant contract shall be governed by the laws of the State of Minnesota.
Project summaries shall be submitted with each invoice during the course of the project. Each
summary shall detail the amount billed to date, outstanding work items with costs to completion,
and timelines. Invoices submitted to the City shall include a detailed breakdown of all chargeable
