Much remains unknown about the virus and how itspreads. b. On March 11.2020. the World Health Organization determined that the COVID-I9 outbreak conslilutes a pandemic. On March 13, 2020. President Trump declared a national state ofemergency as a result oflhepandemic. On March 13,2020, Covernor Tim Walz issued Emergency E:iecutive Order 20-01 declaring a stale of peacetime €mergency to address the COVID-I9 pandemic in Minnesota. The Covemor's Executive Order triggered activation ofthe County's emergency management plan and enabled the County toexercise its emergency powers. d. Mayor John Dielz oflhe City ofElk River. Minncsota declared a Iocal emcrgency due to the COVID- l9 pandemic inMinnesota. On March 26, 2020. City Administrator Cal Portner declared that until further notice, or until such Iime as the Stale ofMinnesola determines to no longer be in a stale ofemergency. all meetings oflhe Planning Commission governed by Minnesola Stalute.
