Stat. § 13D.021 NOTICE IS HEREBY GIVEN the City Council, acting as the Board of Appeal, of the City of Elk River will hold a special Board of Appeal meeting on Monday, April 27, 2020, 6:00 p.m. at Elk River City Hall. In accordance with the requirements of Minn. Stat. Section 13D.021, Mayor John J. Dietz has determined an in-person meeting is not practical or prudent because of the COVID-19 health pandemic declared under Chapter 12 of the Minnesota Statutes. Because of the COVID-19 health pandemic, it has been determined that attendance at the regular meeting location by members of the public is not feasible. Because of the COVID-19 health pandemic, it has been determined that physical presence at the regular meeting location by members of the City Council is not feasible. Therefore, some or all the City Council members may be participating by telephone or other electronic means. At least one council member of the city council, the city administrator, or the city attorney, will be present at the regular meeting location. Members of the public may monitor the meeting by tuning in to ErTV Channel 180 or by visiting our website at https://www.elkrivermn.gov/WatchMeetings . Due to the COVID-19 pandemic and the resulting closure of city facilities, public comments will not be taken during the virtual meeting, however if you disagree with the valuation or classification of your property the first step is to contact the county assessor to discuss your concerns at 763.765.4900. It is assumed the assessor has properly valued and classified a property and the burden of proof rests with the property owner who must present factual evidence to disprove the assessor’s value or classification. This factual evidence can be submitted to the Board of Appeal and Equalization via USPS to 13065 Orono Parkway, or via email to cportner@ElkRiverMN.gov.
