VILLAGE OF ELK RIVER COUNCIL MEETING
April 4, 1960
A regular meeting was held at the Village Hall on April 4, 1960.
Members present:
Henry Johnson, Mayor; August Meyer, R.G. Kemper, G.R. Bergerson, Trustees;
H.A. Briggs, Clerk
The minutes of the last meeting were read and approved.
This was the date set for opening bids for a new cash register for the Municipal Liquor Store. Bid of
National Cash Register Co for $1385.00 was the only bid received.
A motion was made by Kemper and seconded by Briggs to accept bid of National Cash Register Co.
Carried.
A motion was made by Meyer and seconded by Bergerson that the Clerk notify August Leider that
now that he is no longer in the employ of the Village of Elk River, it is time for him to apply for old
age assistance and take care of his own bills. Motion carried.
A delegation composed of Mr. Archie Larson, Mrs. Archie Larson and Mr. John Lundemo met with
the Council. They suggested that some more trees be provided for the Village Park and also a tennis
court. The reported that the Community Club would donate $1000.00 toward the tennis court
$500.00 now and $500.00 in six months.
The matter of the tennis court was turned over to the Park Committee. August Meyer and G.R.
Bergerson.
Harold E. Ridel of Anoka was present. He made the Council a proposition regarding the village
dump. He agreed to take care of the dump and keep it in shape, he receive the fees charged for
dumping and any salvage he can get. Prices for dumping: Refuse brought by car 25 cents, trailer 50
cents truck $1.00 depending on size of truck. No charge to be made for residents of the Village of
Elk River. The dump is to be opened only on Tuesdays, Thursdays and Saturdays from 9:00 A.M. til
5:30 P.M. During May clean up month dump may stay open til 8:00 P.M.
The Council agreed to try this out and provide a gate.
James Cliff was present. He asked for an extension of the sanitary sewer for some of his lots. He
was asked to make request in writing.
A motion was made by Bergerson and seconded by Briggs to buy a jeep for the Civil Defense for
$135.00. Carried.
Mr. Van Duyn of the Van Duyn Gravel Co. was present. He said he would send us quotations on
sand and gravel. Mr. Abe Johnson of the Bank of Elk River and Mr. Gut of the General Insurance
Co. met with Council regarding having an agent of record for village insurance. There was some
discussion but nothing further was done at the meeting. Stanley Wheaton and Kendall Houlton of
the First National Bank were also present.
The matter of the construction of a driveway and sidewalk and curb at the Liquor Store was brought
up. A motion was made by Kemper and seconded by Bergerson to advertise for bids for this work.
Bids to be opened on Apr. 19 at 8:00 P.M. at the Village Hall. Motion carried.
Motion by Meyer and second by Briggs the sewer rental rate be $3.75 per quarter for each residence
connection. Public School $180 per quarter, parochial school $26.00 per quarter. Motion carried.
Chief of Police, Oliver Michaeau turned in his report for the month.
