VILLAGE OF ELK RIVER COUNCIL MEETING
August 1, 1960
A regular meeting was held at Village Hall on August 1, 1960.
Members present:
Henry Johnson, Mayor; R.G. Kemper, G.R. Bergerson, August Meyer, Trustees;
H.A. Briggs, Clerk
The minutes of the last meetings were read and approved.
A motion by Kemper and seconded by Bergerson to adopt certain rules regarding assessments for
the installation of sewer and water mains prepared by Mr. Dan Bailey. Copy of such rules are on file
with the Village Clerk. Motion carried.
Trustee Kemper reported on a meeting of the Liquor Committee with Mr. Balow, Manager of the
Municipal Liquor Store regarding the operation of the store. The committee feels that it is too early
to tell whether there should be any change in the personnel of the store. It was decided to leave
things as they are for the present.
Walter Johnson and Hilmer Bartelt representing the American Legion were present. The Legion
would like to rent the upper floor of the Liquor Store Building for Club rooms and a Civic Center.
A motion was made by Bergerson and seconded by Briggs to empower the Clerk and Mayor to sign
lease for the upper part of the building for a two year term at the rate of five cents per square foot,
unheated and not repaired or remodeled. This to apply if rented to the Legion or to any other
organization. Motion carried.
Mr. Eckbart representing Mr. Riedel who has charge of the dump was present. There was some
discussion regarding the operation of the dump. However, nothing was done about it at this
meeting.
The Council approved of Micheau’s employing Donald Dars as relief police officer when the chief is
away.
The Surf Aces asked for the use of the village Park for their summer celebration. The permission
was given.

The Council decided to close the swimming beach on Aug 6.
