03-06-1961 VCM VILLAGE OF ELK RIVER COUNCIL MEETING March 6, 1961 A regular meeting was held at Village Hall on March 6, 1961. Members present: Henry Johnson, Mayor; R.G. Kemper, Lars Larson, August Meyer, Trustees; H.A. Briggs, Clerk The meeting was called to order by Mayor Johnson. The minutes of the last meeting were read and approved. The clerk read a letter from D.H. Kohl Co in regard to a bill for plumbing at the new liquor store building. They are not satisfied with the check we sent them. The Council claims the work was not satisfactory. A special meeting of the council along with the Kohl Co. and architect Frederick Mosse th was called for April 6 at 8:00 P.M. to consider this matter. A motion was made by Kemper and seconded by Meyer to make an adjustment with Wm Frye for extra footage he paid for attaching to sewer at the rate of $3.00 per foot. Carried. A motion was made by Larson and seconded by Meyer to offer Bank of Elk River agent of record for all village insurance including Power and Light Commission at 10% of the Commission. The insurance commission to be divided as follows: Bank of Elk River 26% First Nat’l Bank 26% H.L. Johnson 16% G.A. Johnson 16% Jordan Odegard 16% Vote by roll call was: Meyer yes, Briggs yes, Larson yes, Mayor Johnson abstaining. Motion carried. Trustee Kemper reported on trip to Highway Dept. He was informed that we would not get permission to get any change of parking on the east side of the downtown park on Highway 101. There was a discussion in regard to using part of the park for a parking lot. The public is invited to an informal hearing at the next council meeting on April 3 at which time several plans will be offered. Engineer Mills was present and there was discussion regarding surfacing of some streets in the village. First consideration will be part of Fourth Street near the Handke School. Street near the Post Office and those streets that were paved before sewer and water were put in. Chief of police and Deputy Moos showed their reports for February.
