08-07-1961 VCM VILLAGE OF ELK RIVER COUNCIL MEETING August 7, 1961 A regular meeting was held at Village Hall on Aug 7, 1961 at the office of Trustee Robert Kemper. Members present: Henry Johnson, Mayor; R.G. Kemper, Lars Larson, August Meyer, Trustees; H.A. Briggs, Clerk The meeting was called to order by Mayor Johnson. The minutes of the last meeting were read and approved. A motion was made by Kemper and seconded by Larson to transfer $10,000.00 from the Liquor Store to the General Fund. Carried. A motion was made by Briggs and seconded by Meyer to transfer $2000.00 from the General Fund to the Poor Fund. Motion carried. Fire Chief, Harry Dreissig, was present. He says the Fire Department needs some new fire hose. Upon motion by Larson and second by Kemper the Council agreed to buy 200 feet of 2 ½ hose for the Fire Department. Walter Johnson and George Dietz, representing the Commercial Club, were present. They asked about the parking lot between the track and Railroad Drive which has been used by the public. The Northern Pacific Ry now has leveled it off. A motion was made by Meyer and seconded by Briggs to call the Railroad Co. and see if something can be done about it. Carried. Mayor Johnson will call the Railroad Co. about it. A motion was made by Larson and seconded by Meyer to issue a renewal of off and on beer license to Elroy Cornelius at the Crossroads Café. Motion carried. A motion was made by Kemper and seconded by Briggs authorizing the Mayor and the Clerk to sign papers connected with the cause of $490,000.00 bonds by the Power and Light Commission. Carried. A motion was made by Briggs and seconded Larson to include part time police officers in the P.E.R.A. membership the same as full time officers. Motion carried. There has been a drainage problem on Railroad Drive between Holt and Irving Ave. A motion was made by Larson and seconded by Kemper to have Engineer Mills check into this matter. Carried. The Council agreed to have extra police during the Fair between the village limits and the down district as there has been too much fast driving on that street.
