Deposit Policy
ACTION REQUESTED:

BACKGROUND:
During the April 14, 2020 meeting, the commission discussed the current Customer Deposit
Policy. More specifically, the commission discussed the timeframe in which Elk River Municipal
Utilities keeps a deposit on a customer’s account. Per the policy, the deposit is held on the
account until the account is inactive. The commission directed staff to research other utilities’
policies and bring information back in May.
DISCUSSION:
Staff is in the process of gathering data from neighboring utilities regarding their policies. Staff
has also reached out to the Minnesota Municipal Utilities Association to conduct a survey
amongst their members on their deposit policies. The American Public Power Association is also
compiling survey data regarding customer policies. As this information is not fully compiled, this
will be brought back to the commission at a later date.
