Background/Discussion
As last discussed on April 19, 2020, Sherburne County is nearing completion of plans for reconstructing
County State Aid Highway (CSAH) 12 (Main Street/181" Avenue) from Line Avenue/Zane Street to the
Anoka/Sherburne County line. The county anticipates reconstructing this segment of CSAH 12 in 2020, as part
of a busy capital improvement program ahead of the 169 Redefine project.
Primary discussion in April surrounded the level of city cost participation. Revised county estimates reflect
$1,047,000 in local city costs for the full project with safety and trail upgrades identified in the current plans,
compared to an estimate of about $130,000 for our participation should the project revert to the originally
planned pavement preservation project with signal addition at Twin Lakes Road.
The county offered the ability for the city to make payments on the cost share over the next few years to lessen
the impact. Since learning of the level of participation on this project, we have asked the county for other local
participation projects planned in the future. Their improvement program and cost participation policy include
city participation of about $2.9M over the next 5 to 6 years, including the current CSAH 12 request.
We currently have sufficient fund balance to cover the cost share for the CSAH 12 project in our Minnesota
State Aid account. However, it must be recognized that the fund will be short to meet the full needs detailed in
our CIP and ultimately funding discussions around future bonding or increase in Franchise Fee revenue would
need to cover the funding gaps in future years. Staff recommends a detailed discussion around participation
levels and fund balances as we move through our capital improvements planning process.

I am writing to the Elk River City Administrator and City Council Members regarding the CR12
Reconstruction Project to be discussed and possibly voted upon at tomorrow night's, May 18th,
City Council Meeting. I am Donita Grell, a current resident in Trout Brook South, 10873 - 180th
Avenue NW and have previously written two letters regarding variations of the proposals for
this major project to all members, especially stressing the importance of safety issues in the
Tyler Drive residential and exit area.
All the residents of Trout Brook South are extremely grateful that the County Engineers have
dropped the proposal to put a road entrance from Tyler Drive to the Hillside Park that would
have increased traffic and created a major safety problem at the intersection of County Road 12
and Tyler Drive among many other residential concerns.
That being said, at the April 20th City Council meeting, the latest proposal from the County
Engeers presented by Dave Roedel for the CR12 Reconstruction Project is to place a round
about at the Spectrum Athletic Complex to answer not only a safety issue for that crossing at
Cleveland and County Road 12 but also for the problem of people exiting Hillside Park who
want to go west to Highway 169 that must now go up to the round about at Cleveland. For
bikers and all those using Hillside Park, I would assume this is not a problem for them, however,
the real issue with this plan is for those wishing to enter Hillside Park coming from the east
going west must now go past the entrance and make a U turn in order to get into the park. Mr.
Roedel suggested those wanting to go into Hillside make a U turn at Tyler Drive or somehow go
up to the light and make a U turn.
The main issue for the residents who continually exit at Tyler Drive and County Road 12 is and
always has been the difficulty of making a left hand turn wanting to go west which the majority
of residents do. We deeply appreciate the safety solution of making the new right turning lane
into Trout Brook South that is being installed, but the safety issue still remains for turning
left. While the new 4 way stop light to the west on Twin Lakes Road will most definitely
improve the traffic flow from traffic from the west, the traffic from the east now presents an
additional safety issue and concern if drivers will be given a U turn option at that intersection,
only adding to the compound problem of cars traveling too fast without a speed reduction. I
read many residents suggestions who live from Cleveland down to Tyler and all are still
continually upset about not reducing the speed limit along this road. The proposed turn about
at Cleveland is definitely too far up the road to be of any real solution for the control of a lower
speed. If this proposal does pass at the City Council meeting tomorrow night, I respectfully
hope you consider requesting that a no U turn sign would be installed at the Tyler Drive and
County Road 12 intersection.
The County Engineers have spent countless hours, months, and efforts planning for this project
with safety being the major concern. I do not believe this is the best plan with several
remaining problems unresolved. Considering the major funding cost that the County Engineers
will have to pay out along with the City of Elk River having to come up with an additional $1.2
million or similar amount that had not been budgeted for which the City Council expressed they
currently didn't have funding, would be an extreme hardship especially considering many local
Elk River businesses who might need additional assistance to survive due to the current
pandemic that sadly surrounds us.
