Background/Discussion
The property is zoned Planned Unit Development (PUD) where
Recreational Uses require a Conditional Use Permit (CUP).
The applicant is seeking a CUP to operate a recreational use in the
Elk Park Center PUD. They will be in the existing 23,457 square foot
space formerly occupied by Office Max. The facility will be open 24
hours and day, 7 days a week.
Planning Commission
The Planning Commission felt the request was a reasonable use of the
property and were pleased to see the space utilized.
Staff did not receive any questions or comments prior to the meeting
and during the virtual meeting, no one called or emailed expressing
concerns for or against the request. Staff has not received any
comments since the Planning Commission meeting.
The Planning Commission agreed no specific conditions are needed
to satisfy the seven standards for a CUP and unanimously
recommended approval of the request. Figure i

Per State Statute §15.99, the required 60-day review period ends on June 5, 2020.

Background/Discussion

five access points along Freeport Street, provides internal access to
all businesses, and supports parking anticipated for the overall
development. The landlord will provide cross -access parking of over
125 parking spaces.
Applicable Regulations
In approving a Conditional Use Permit, the council may impose
such specific conditions with regard to the development or
operation of the proposed use as it considers necessary to satisfy the
seven standards set forth in Section 30-654 and the requirements

To Whom it may concern:
- Planet Fitness is a low cost, high quality gym catering to first-time or casual gym users by
offering a low-cost, high -quality experience. We are known for its commitment to fostering a
non -intimidating "Judgement -Free Zone" that is welcoming to all.
- Planet Fitness is proposing use of the vacant space, an existing location, formerly Office Max,
and the space area is 23,457 SF. Change in occupancy will be part of building tenant
improvements and interior renovation work. Tenant improvement work will include an
upgraded interior utilizing top of the line finishes, exercise areas, locker rooms with tile, spa
area, interior partitions, finishes, fixtures, new electrical, lighting, mechanical and plumbing
control systems.
- Planet Fitness offers both free weight and machine work out capabilities with different theme
work out program rooms for their members. Planet Fitness also offers tanning and hydro
massage beds for black card spa members as well as showers and locker rooms. Tenants
Contractor to provide all shell and finish construction of the interior with a new entrance fagade
and doors. All exterior work needed to comply with code enforcement will be completed by the
Landlord. Planet Fitness will employ a contractor of their choice to complete a full build out of
the interior of the space including restrooms, locker rooms, tanning and massage areas, and the
main gym floor. Trash removal will be completed nightly and will be brought out of the building
through the back door and into a nearby trash enclosure affixed to the building.
- This location will be operating 24 hours a day, 7 days a week.
- Landlord will provide cross access parking of over 125 parking spaces of which 4 will be handicap
accessible.
- This Planet Fitness center will comply with all applicable design standards.
- One Planet Fitness sign will be replacing existing signage of tenant space at the front entry. The
sign will be individual letters with a halo design consistent with Planet Fitness signage criteria.
- There is no outdoor storage at this location.

Subject Public Comment - Planet Fitness
Comments I fully support a Planet Fitness in our community. I have used
these gyms elsewhere and have always had a positive
experience. They have a great variety of equipment which is
always in good repair, the facilities are kept very clean, staff
very friendly and helpful. They are very affordable at $10.00
per month, so most everyone in Elk River and the surrounding
community could afford to be a member. These gyms are very
welcoming to people of all shapes, sizes, fitness levels and
ages 13 and up.
