Background/Discussion With the sudden departure of the assistant city engineer, we have immediate project responsibilities that need to be met. We have reassigned some duties to current staff and evaluated a long-term divisional structure that will allow for better continuity of operations if a staff member leaves while providing continual opportunities for staff development and advancement. As we transition to a modified divisional structure over the next couple of years, we are seeking approval to bridge some of our short- and near-term project management and project development needs through a contract for services rather than replacing the position. We anticipate the consulting services terminating as the projects are complete. We solicited proposals from three firms that have completed work for us in the past who we believe could perform the work. We requested a single project manager to serve as an extension of city staff in the direct management and development of the following projects: 2021 Street Improvements, 169 Redefine Frontage and Backage Road Improvements, 169 Redefine Utility Relocations; and the Active Elk River Trail Improvements. In addition, the consultants were asked to include some basic project management services on the TH 10 /Lake Orono Trail project and attend our weekly engineering scheduling meeting. From the three proposals, we recommend entering into a service contract with Bolton & Menk, Inc. based on their qualifications, work history on city projects, and their estimated fees. Additionally, their project manager lives in Elk River, giving him access to respond to questions and/or review concerns very quickly. Financial Impact The change to hiring the consultant project manager vs rehiring of the assistant city engineer is budget neutral. It was our goal while considering a modified division structure to be budget neutral.
