Background/Discussion As discussed at the May 18, 2020, work session, attached are position descriptions for three fire department positions. The Assistant Chief of Operations and Training is very similar to the former Deputy Chief of Operations position that we had. We will go to market to fill this position immediately. The other two positions are awaiting approval from PERA for membership into the Police and Fire pension plan. Once that approval is received, we will fill those positions. Financial Impact The funds budgeted for the Fire Marshal, Deputy Chief of Operations, and the Fire Prevention Specialist positions will be used to fund these positions. Reporting to the Fire Chief, this position is responsible for day-to-day management of fire and rescue services which include fire suppression operations and training and development functions. Serves as a Deputy Director of Emergency Management. Essential Functions Fire Suppression and Emergency Response A. Formulates response strategies in accordance with predetermined standards; determines the nature of the incident and facilitates the plan of action; assigns staff to specific tasks. B. Develops short- and long-term training plans to ensure adequate and well -trained response to calls for the entire spectrum of emergency service calls. B. Ensures all firefighters meet or exceed state and federal standards for their respective positions. C. Establishes department standards and policies related to training. Addresses individual or team performance issues. D. Facilitates significant incident debriefings, identifies areas of improvements, and implements subsequent changes. E. Develops annual training and prevention budgets, works collaboratively with command staff on department budget and participates in the capital planning process. This includes but is not limited to general and confidential administrative support to the fire chief; records management system, facility, and fleet maintenance, logistic management; and grant development. This individual serves as a member of the department's management team, coordinates activities with other city, county, regional, and state departments and the general public. This individual is a fulltime responder and responsible for Fire Marshal duties. The CRR Specialist develops and manages a comprehensive community risk reduction program with community focus on fire prevention and building safety which prevents or mitigates the loss of life, property and resources associated with life safety, fire, and other disasters. Implements all aspects of NFPA1730 Standard. B. Conducts rental inspections for the Rental Dwelling Program prior to the issuance of rental licenses. C. Reviews and confirms Tier II chemical inventories via annual site inspections. Retains records as required by Minnesota Department of Health. D. Conducts existing food service establishment hood and duct inspections to ensure compliance with the Minnesota State Fire Code. E. Ensures transparent project communication by clearly vetting and documenting all issues/outcomes with city building safety staff and other affected parties. F. Performs fire inspections for existing commercial buildings. G. Performs fire scene investigation to determine potential causes of fire. H. Enforces public safety laws and codes to minimize loss of life and property, including record management of past inspection reports and data. I. Investigates fire safety regulation violations and issues corrective orders as appropriate. J. Acts as the DNR Fire Warden for the city. Reviews and permits recreational fire burns. K.
