01-06-1947 VCM VILLAGE OF ELK RIVER COUNCIL MEETING January 6, 1947 A regular meeting was held at the Municipal Bldg on January 6, 1947. Members present: Mayor Davidson, V.B. Skellenger, Elmer Leger, R.A. Ellingson; H.A. Briggs, Clerk The Clerk reported the following officers elected as a result of the December election: Treasurer – T.J. Daly Clerk – H.A. Briggs Trustee – R.A. Ellingson Justice of the Peace – George Kalberg Assessor – Richard A Halter Constable – Charles M Nelson R.A. Ellingson the member of the Council was sworn in. A.J. Jansen asked for an increase in the rent of the village dump on account of damage to his land. A motion was made by Skellenger and seconded by Leger to allow Jansen $60.00 a year rent for the dump. Motion carried. The following committees were appointed by Mayor Davidson: Park and Playground – Leger, Briggs, Ellingson Relief – Briggs, Skellenger Sewer and Water – Ellingson, Leger, Skellenger Liquor – Leger, Ellingson, Briggs Power and Light – Skellenger, Leger, Ellingson Road and Bridge – Leger, Ellingson, Skellenger A motion was made by Skellenger and seconded by Leger that the village enter into a contract with Park Shaughnessy Finance Co. for the sale of electric light bonds amounting to $225,000.00. Motion carried. Barbarossa and Son were present at the meeting and there was some discussion regarding a settlement for the part of the sewer that is already finished. Settlement was turned over to Engineer Wm Frantz, Contract to be made at the next meeting for the balance of the sewer to be completed next spring. Motion was made by Skellenger and seconded by Briggs that Charles M. Nelson be re-appointed Marshall for 1947. Motion carried. On account of the resignation of Marley McPlurson as manager of the Municipal Liquor Store a motion was made by Leger and seconded by Skellenger to promote James Wuignens to that position and make Wm Mausur assistant manager. Carried. Bonds for the following persons were set as follows: Ward Halabo – 3000.00 Manager of Liquor Store 3000.00 Bartenders – each 1000.00 The Council authorized a transfer of $5000.00 from the Power and Light Fund to the Sewer Fund. The following bills were allowed and ordered paid: Elmer Leger – salary 50.00 V.B. Skellenger – salary 50.00 Glenn Davidson – salary 65.00 H.A. Briggs – Dec salary 25.00 J.H.
