VILLAGE OF ELK RIVER COUNCIL MEETING
September 2, 1947
A regular meeting was held at the Municipal Bldg on Sept 2, 1947.
Members present:
Mayor Glenn Davidson, Elmer Leger, Walter L Johnson, R.A. Ellingson, Trustees;
H.A. Briggs, Clerk
The meeting was called to order by Mayor Davidson.
The minutes of the last meetings were read and approved.
Martin Foley was present and made a complaint about Mrs. Selhauer’s dog saying that the dog bit
his boy and one or two other children. Mrs. Selhauer was also present and stated her side of the
case. A motion was made by Johnson and seconded by Leger to have Marshall Nelson and Dr.
Roeblke investigate the matter and take proper action.
Alfred Brown inquired regarding opening of street toward main highway and the clerk was
instructed to have Wm Brown make a survey of the proposed street.
Application for on and off beer license by Joseph J Novak was approved.
The Council decided to advertise for bids for a new car suitable for police patrol work. Also for

shovel for sewer work, both bids to be opened on Sept 11 1947 at 8 P.M.

It was also decided to extend the time on applications for Marshall to Sept 11.
On account of vacancy at Liquor Store a motion was made by Leger and seconded by Ellingson to
hire Denny Kilmartin at a salary of $160.00 a month. Carried.
A motion was made by Ellingson and seconded by Leger to reject all bids for the sewage disposal
plant. Motion carried.
