02-02-1948 VCM VILLAGE OF ELK RIVER COUNCIL MEETING February 2, 1948 A regular meeting was held at the Municipal Building on Feb 2, 1948. Members present: Oscar Odegard, Mayor; Dan Bailey, Trustees; H.A. Briggs, Clerk The meeting was called to order by Mayor Odegard. The minute of the last meeting were read and approved. Luis Thomas of the Welfare office was present and asked for help for Dr. E. Simmons who is unable to work as the result of an auto accident. He needed help to buy grociers and pay rent. He has several small children. A motion was made by Bailey and seconded by Briggs to authorize $166.55 for supplies and expense for D.E. Simmons. The motion carried. Marshall, Charles Nelson, reported that Harley Rohlf had been causing a disturbance at the Municipal Liquor Store and also at another place in town. A motion was made by Bailey and seconded by Briggs that the village clerk be instructed to notify the Municipal Liquor Store and all places selling beer not to serve liquor or 3.2 beer to Harley Rohlf. The motion carreid. A motion was made by Briggs and seconded by Bailey to make an agreement with several near-by towns for mutual assistance in case Fire Dept is called upon for help. Agreements to be executed and our copy returned later. Carried. A transfer of $1500.00 was made from the Liquor Fund to the Sewer Fund on Dec 12, 1947 and upon motion by Briggs and a second by Bailey this transfer was approved all members present voting in favor. Lumber and Mch Co – fuel 175.11 Middlestadt Bros – furnace repair 5.60 The meeting was called to order by the newly elected Mayor Oscar Odegard. Dan Bailey was the newly elected trustee. Cal Johnson inquired about getting a lease on the building occupied by the Elk River Utilities in case it should be vacated. He offered to donate fixtures for a toilet in the Municipal Bldg in case it was decided to remodel. It was decided to do nothing about vacating the utility building for the present. The clerk reported the results of the recent village election. Oscar Odegard was elected Mayor and Dan Bailey Trustee. At this meeting Mayor Odegard appointed Charles M Nelson Village Marshall for the coming year. A motion was made by Ellingson and seconded by Leger that Howard Wakefield be appointed Village Attorney for the coming year. The motion carried.
