01-03-1949 VCM VILLAGE OF ELK RIVER COUNCIL MEETING January 3, 1949 A regular meeting was held at the Municipal Building on Jan 3, 1949. Members present: Oscar Odegard, Mayor; Emil Parent, Dan Bailey, R.A. Ellingson, Trustees; H.A. Briggs, Clerk The meeting was called to order by Mayor Odegard. The minutes of the last meeting were read and approved. The clerk reported the results of the recent election: Officers elected: Village Treasurer – J.H. Daly Village Clerk – H.A. Briggs Justice of the Peace – H.J. LaVine Trustee – Emil Parent Assessor – Leslie Matz Constable – Charles M Nelson Bonds of Treasurer and Clerk were approved and filed. Mr. and Mrs. August Leider were present and asked for relief. They stated that Mr. Leider could not find work and needed fuel and food. A motion was made by Ellingson and seconded by Bailey to allow them up to $25.00, $13.00 for groceries and $12.00 for fuel oil. Motion carried. Wirtz and Mord talked to the Council about collecting waste paper and refuse instead of having it done by the village. It was decided that they should contact business places and make some arrangement for collection, the cost to be taken care of by the business places. A committee from the Fire Department met with the Council and inquired about selling the old fire truck as they had received an offer from North Dak. To buy it. It was decided not to sell as the truck is still serviceable and the cost of a new one would be high. H.J. LaVine, newly elected Justice of the Peace, asked about getting code book and supplies for his office. It was agreed that he should see attorney Wakefield about this and he was given permission to get such books and blanks that he will need. A motion was made by Briggs and seconded by Ellingson to re-appoint V.B. Skellenger as member of the Power and Light Commission. The motion carried all voting aye. The following standing committees were appointed by Mayor Odegard: Parks and Playground: Parent, Briggs, Ellingson Relief: Briggs, Bailey Sewer and Water: Ellingson, Parent, Bailey Liquor: Ellingson, Briggs, Parent Power and Light: Bailey, Ellingson, Parent The following were appointed as members of the Library Board: Mrs. Ruth VandenBerge Mrs. M.J. Dwyer Mrs. Amy Wilson The matter of the Barbarossa suit against the village was brought up. It was decided to employ an attorney to handle the case and the clerk was instructed to call the League and ask them to recommend someone. The clerk was also asked to get advice of the League as to sewer rental, as the Council felt that the village should derive more revenue from users of the sewer. An application for cigarette license was received from Alfred Brown. Upon motion by Briggs and second by Parent the application was approved and the clerk was instructed to issue the license. Charles M Nelson was appointed Marshall for the coming year. A motion was made by Ellingson and seconded by Bailey to raise Nelson’s salary $15.00 a month. The motion carried. A motion was made by Bailey and seconded by Ellingson to make the salary of J.H. Daly, village treas. $300.00 for the year. Motion carried.
