VILLAGE OF ELK RIVER COUNCIL MEETING
February 19, 1949
A special meeting was held at the Municipal Building on Feb 19, 1949.
Members present:
Oscar Odegard, Mayor; Emil Parent, Dan Bailey, R.A. Ellingson, Trustees; H.A.
Briggs
Also present were Village Attorney, Howard Wakefield, Elmer Leger, and V.B. Skellenger. The
purpose of the meeting was to consider an offer of settlement by Barbarossa and Sons attorney in
the sewer case. After considerable discussion and upon advice of the village attorney, Howard
Wakefield, a motion was made by Bailey and seconded by Ellingson to settle the case out of court
for an amount not to exceed $2000.00. The motion carried. All members voting in favor.
V.B. Skellenger brought up the matter of the issue of additional renewal certificates for the Power
and Light Commission. It is planned to issue additional revenue certificates amounting to $70,000.00
and to pay off certificates already issued amounting to $25,000.00.
Upon motion by Ellingson and second by Bailey the council authorized the issuance of these
certificates. See attached extract of minutes.
