04-04-1949 VCM VILLAGE OF ELK RIVER COUNCIL MEETING April 4, 1949 A regular meeting was held at the Municipal Building on April 4, 1949. Members present: Oscar Odegard, Mayor; Emil Parent, Dan Bailey, R.A. Ellingson, Trustees; H.A. Briggs The meeting was called to order by Mayor Odegard. The minutes of the last meetings were read and approved. Mr. Edw. Schwartz was present and filed an application for building permit. He also asked for an extension of Line Street and also asked for a 150 foot extension of the sewer along his property. Mr. Schwartz agreed to donate 66 feet for the street extension. The council agreed to have Less Derr check on the street and the sewer. Kenneth Mathuson and Lawrence Floodman were present and complained about the unsanitary condition of the John Orton place. It was agreed to have Charles Nelson and Less Derr investigate and order the place cleaned up. Walfred Peterson asked for a driveway to his place in Upper Town and it was agreed to have it done. A motion was made by Parent and seconded by Bailey to authorize a transfer of $500.00 from the Liquor Fund to the Sewer Construction Fund. Carried. Upon motion by Bailey and a second by Parent the following building permits were approved: Helen Gray Wm Anderson Flaherty Bros Edw. Schwartz Trustee Bailey presented the following resolution and moved its adoption: Whereas, the Elk River Athletic Association, a non-profit corporation under the laws of Minnesota has recently been organized in the Village of Elk River and in furtherance of its objectives has acquired title to the following described land as a site for a lighted athletic field, trapshooting range and for other recreational purposes; and whereas, said athletic association has offered to deed said lands to the Village of Elk River as a park and recreational field to be held in trust by the village with provision that upon said lands ceasing to be used for such public purpose, they are to revert to said organization; and whereas, it is in the public interest that said lands be held in trust by said village as a park and recreational field, It is hereby resolved by the village council of the village of Elk River, Minnesota that said village accept conveyance of the following described lands located in the County of Sherburne and State of Minnesota; to wit; That part of the west half of the northeast quarter of the Southwest quarter (W ½ of N.E. ¼ of S.W. ¼) of Section 32, Township 33, Range 26, that lies south of the old trunk highway. On the terms and conditions set forth in the deed of conveyance tendered by said association. The motion for adoption of the foregoing resolution was duly seconded by Trustee Ellingson and upon being put to a vote carried. All voting in favor. R.W. Handke was present in the interest of the summer athletic program. A motion was made by Bailey and seconded by Parent to appropriate $400.00 for this program. Carried. On account of the fact that there have been so many complaints about dogs running loose in the village, the council determined to enforce ordinance No 12 dated Feb 24, 1921 requiring a license fee of $2.50 for males and $5.00 for females. The clerk was instructed to have a notice published in th the local paper that the ordinance will be enforced and that license tags will be available April 15. The clerk was instructed to write the State highway Department in regard to the traffic signals at the intersection of Highway 169 and No 10 requesting that proper signals be installed and stating that in the opinion of the council the traffic problem is the responsibility of the state rather than the village.
