VILLAGE OF ELK RIVER COUNCIL MEETING
July 5, 1949
A regular meeting was held at the Municipal Building on July 5, 1949.
Members present:
Oscar Odegard, Mayor; Emil Parent, Dan Bailey, R.A. Ellingson, Trustees; H.A.
Briggs
The meeting was called to order by Mayor Odegard. The minutes of the last meeting were read and
approved.
The Clerk reported that there is no ordinance against tourist cabins in the village. However, an
application to increase the number of cabins was rejected on June 3, 1936 for the reason that in this
case the cabins were in a residence section.
Miss Ellen Tracy whose legal residence in Elk River village applied for help for room and living
expenses. A motion was made by Ellingson and seconded by Bailey to allow Miss Tracy $30.00 a
month until further notice. Motion carried.
Fritz Carlson was present and inquired about making a sewer connection for Mrs. Rupert Zimmer.
Emil Parent and O.A. Odegard agreed to look into the matter.
The matter of extending the sewer to the Schwartz property was brought. It was decided to hire
Fritz Carlson to lay the tile and Fred Brenteson to do the digging, payment to be made by the hour.
The following building permits were unanimously approved:
Herbert Greupner
Abner Lero
C.B. Kliener
There was considerable discussion in regard to making a charge for sewer rental. A motion was
made by Ellingson and seconded by Bailey to make a charge of 75 cents a month for each sewer
connection in the village. This rate will apply until further study can be made of larger users. The
motion carried all voting in favor.
