VILLAGE OF ELK RIVER COUNCIL MEETING
November 7, 1949
A regular meeting was held at the Municipal Building on Nov 7, 1949.
Members present:
Oscar Odegard, Mayor; Emil Parent, R.A. Ellingson, Trustees; H.A. Briggs
The meeting was called to order by Mayor Odegard. The minutes of the last meeting were read and
approved.
A committee composed of Oscar Swanson, Frank Belanger, H. Anderson and O.J. Oscarson
presented a petition for an extension of the sanitary sewer in their part of town. H.J. Lavine and Cal
Johnson opposed the petition and Mr. Lavine asked that his name be removed from the petition,
which was done. The council agreed to have Les Derr get a surveyor to check into this matter to see
if it is advisable to extend the sewer this year.
Cal Johnson asked that a street light be placed on the corner of Spring Street and Third Street. The
Council agreed to take care of this, also investigate the matter of a culvert requested by Mr. H.
Anderson last of his house.
Resignation of the following members of the Library Board were received and accepted: Mrs. H.A.
Briggs, Mrs. L.D. Bailey, Mrs. L.A. Dare.
A motion was made by Ellingson and seconded by Parent to approve transfer of $1500.00 from the
Liquor Fund to the Sewer Construction fund. Carried.
Application of John C. Wilson for a Cigarette license was approved.
The Council decided to have E.R. Martin make audit of the Sewer account for the year ending Dec
31, 1949.
The matter of election hours was brough up. A motion was made by Ellingson and seconded by
Briggs to change the hours the polls are to be open at the village election from 7 A.M. to 8 P.M. to
the hours of 8 A.M. to 6 P.M. Motion carried.
