VILLAGE OF ELK RIVER COUNCIL MEETING
November 6, 1950
A regular meeting was held at the Municipal Building on Nov 6, 1950.
Members present:
R. A. Ellingson, Mayor; Emil Parent, Dan Bailey, R.A. Ryding, Trustees; H.A. Briggs
The meeting was called to order by Mayor Ellingson. The minutes of the last meeting were read and
approved.
A delegation from the local fire department was present. The members of the delegation informed
the council that they were negotiating with nearby towns for mutual help for fire protection. The
Council approved and agreed to cooperate.
There was discussion regarding the best way to collect the fee for sewer rental. The clerk was
instructed to contact the village attorney to see what can be done about a sewer rental ordinance.
Earl Hettrick, Manager of the Municipal Liquor Store, was present and gave an oral report of Liquor
Store business for the past month. Upon his recommendation a motion was made by Bailey and
seconded by Parent to refuse to sell liquor to Elroy Cornelius. Motion carried.
Councilman Bailey submitted the attached resolution and moved its adoption. Upon being put to a
vote the resolution was passed, all members voting in favor.
RESOLUTION OF VILLAGE COUNCIL OF ELK RIVER, MINNESOTA
Whereas, the Rural Cooperative Power Association has brought an action in the District Court of
Sherburne County to register title to certain real estate in said County, and
Whereas, the Village of Elk River is an adjoining landowner, owning land adjacent to and abutting
the land that is the subject of the aforesaid action, and
Whereas, the Village of Elk River by and through its governing body, the Village Council, is fully
aware and informed that any adjudication by the District Court in said action can and will affect the
legal rights of the Village of Elk River.
Now, therefore, be it resolved that the Village of Elk River by this action of its lawful governing
body, does hereby consent to the jurisdiction of the District Court of Sherburne County for the
purpose of being made a party defendant in the aforesaid action and to any and all judgements,
decrees, or orders entered therein by such court, and said village does hereby waive all service of
process in said action.

A motion was made by Ryding and seconded by Briggs to set the hours of the village election this
year at 9 A.M. to 6 P.M. Motion carried.
