05-07-1951 VCM VILLAGE OF ELK RIVER COUNCIL MEETING May 7, 1951 A regular meeting was held at the Municipal Building on May 7, 1951. Members present: R. A. Ellingson, Mayor; Emil Parent, Dan Bailey, R.A. Ryding, Trustees; H.A. Briggs, Clerk The meeting was called to order by Mayor Ellingson. The minutes of the last meeting were read and approved. Maynard Storley and Harold Peterson were present and asked to have the short street vacated at the west end of Depot Street near Petersons Concrete block plant. They were instructed to prepare a petition and present it at the next Council meeting. Pete Morrell and Gust Johnson appeared regarding Convention expense for delegates from the Fire Department. After some discussion a motion was made by Briggs and seconded by Parent to allow $225.00 toward the expense of the delegation. Upon vote being take the following Trustees voted yea: Parent, Briggs, Ryding, and the following voted nay: Bailey. Motion carried. A motion was made by Bailey and seconded by Ryding to make the following changes in fees charge by the village Fire Dept for calls outside the village: $50.00 for each call, $50.00 for the first hour and $25.00 per hour or fraction of an hour thereafter. Carried. Mr. and Mrs. Russell Sass were present and complained that they did not get sufficient water at times for their cabins. They were referred to the water, power and light commission. They also complained about cars speeding along the street past their place at all hours of the night. The council agreed to do something about this speeding. A motion was made by Parent and seconded by Ryding to purchase flowers for the parks in about the same amounts as last year. Motion carried. Upon recommendation of Lester Derr the council agreed to have a telephone installed at the swimming pool for the summer. A motion was made by Bailey and seconded by Ryding to make a storm sewer from the west end of Line St to the Marsh. Motion carried. The clerk was instructed to place a notice in the Star News that a special ordinance will be passed st requiring dogs be licensed as of May 1. Males $2.50, females $5.00 and that dogs must be kept tied up during the garden season. A motion was made by Bailey and seconded by Briggs to approve a bill of the utilities of $1400.00 for balance on a truck purchased from them some time ago. Also a bill for $46.29 for miscellaneous sewer work in 1946-47. Motion carried. The following bills were allowed and ordered paid: Farm Bureau – fuel for hall 29.06 Wm H Zeigler Co – plow 22.20 H.R.
