08-06-1951 VCM VILLAGE OF ELK RIVER COUNCIL MEETING August 6, 1951 A regular meeting was held at the Municipal Building on Aug 6, 1951. Members present: R. A. Ellingson, Mayor; Emil Parent, Dan Bailey, R.A. Ryding, Trustees; H.A. Briggs, Clerk The meeting was called to order by Mayor Ellingson. The minutes of the last meeting were read and approved. A delegation from the west end of the village with Ernest Carlson as spokesman were present and asked about sewer and drainage in their part of town. The council agreed to have a survey made to determine which way would serve the most families and which way would be the best expensive. Wm Patenaude Sr. asked if the village would arrange to have a street made so as to give access to some of his property where he is building a new house. The council agreed to investigate. Frank Belanger was asked to be present as some complaints have been coming in that he has too many junk cars in his yard. He agreed to clean up the place where it needs it. The clerk was instructed to have a notice placed in the Star News that the swimming beach will close th Aug 15 this year. Briggs Clerk RESOLUTION RESOLUTION OF VILLAGE COUNCIL VACATING STREET In the matter of the vacation of: Second Street between Blocks 17 and 18 in the Village of Elk River and Spring Street between State Street and a line joining the northeast corner of the South one-half of Lot Six (6) in Block 17 of the Village of Elk River and Northwest corner of the South 374 ½ feet of lot twelve (12) of Auditor’s Subdivision No. 4. The above entitled matter came on to be heard before the Village Council of the Village of Elk River, Minnesota, upon a petition duly filed by the Vernon Cemetery Association and Emil J. Hoffman, and the Village Council having given due notice of said hearing by published and posted th notice as provided by law, and said hearing having been held on the 6 day of August, 1951, at 8:00 o’clock P.M. in the Municipal Building in said Village, and the said council after hearing the evidence presented by parties interested, finds that: petitioners are the owners of all the land abutting said streets sought to be vacated, that said portions of streets are not serving any public purpose, and that it would be in the best interest of all concerned if said portions of streets be vacated; Councilman Ryding introduced the following resolution and moved its adoption, to-wit: That that portion of Second Street between Blocks 17 and 18 in the Village of Elk River and Spring Street between State Street and a line joining the northeast corner of the south half of Lot 6, in Block 17 of the Village of Elk River and the northwest corner of the south 37 ½ feet of Lot Twelve (12) of Auditor’s Subdivision No. 4, be and the same hereby is vacated. Which said resolution was seconded by Councilman Parent and being put to a vote a majority of said council voted in favor of said resolution, whereupon said resolution was declared adopted by th the President of said council.
