VILLAGE OF ELK RIVER COUNCIL MEETING
February 4, 1952
A regular meeting was held at the Municipal Building on Feb 4, 1952.
Members present:
E.A. Parent, Mayor; Harry Dow, Dan Bailey, R.A. Ryding, Trustees; H.A. Briggs,
Clerk
The meeting was called to order by Mayor Parent. The minutes of the last meeting were read and
approved.
Mr. Ben Roper and A.D.W. Johnson met with the Council regarding the problem of getting city
water for the Walker Addition. After considerable discussion a motion was made by Bailey and
seconded by Dow that the Council recommend to the village Water, Power, and Light Commission
that a water main be installed from the catholic church through the Walker Addition and that the
cost be apportioned between the 46 lots of the said addition and any probable users between the
Catholic Church and the Walker Addition. The motion carried. All voting in favor.
Raymond Legg was present and inquired about a permit to operate a popcorn wagon in the village.
There was some discussion but no action was taken.
A delegation made up of H.R. Caley, E.L. Shadick, R.K. Wilson, Frank Nickerson, Walter Johnson
and A.B. Roehlke were present. There was considerable discussion in regard to the noise from the
Medicine Lake Manufacturing Co. near their residences. It was suggested that the Council have a
special meeting with Mr. Bjork to talk the matter over with him.
As Irven Hawkins had resigned as village assessor, County assessor Schwartz recommended Ben
Gray to finish out the unexpired term. Both Mr. Gray and Mr. Schwartz were present at the
meeting. A motion was made by Bailey and seconded by Dow to appoint Ben Gray Village Assessor
for the rest of the year. Motion carried.
A motion was made by Briggs and seconded by Bailey to charge property owner for all cost of
maintaining sewer up to the main and that there be no charge for digging up street. Motion carried.
The clerk was instructed to send a bill to A.L. Johnson for $10.00 for digging up street and also a bill
to the Northern Pacific Ry for fire department service in getting water for them.
A motion was made by Ryding and seconded by Bailey to pay registered warrants Nos. 1722, 1746,
1813, 1852, 1831, 1832, and 1833 amounting to $2,661.35, and to make the following transfers to
the General Fund: $405.72 from the Bond and Int Fund, $800 from the Music Fund and $1000.00
from the Poor Fund. Carried.
