VILLAGE OF ELK RIVER COUNCIL MEETING
February 2, 1953
A regular meeting was held at the Municipal Building on Feb 2, 1953.
Members present:
E.A. Parent, Mayor; Harry Dow, Dan Bailey, August Meyer, Trustees; H.A. Briggs,
Clerk
The meeting was called to order by Mayor Parent. The minutes of the last meeting were read and
approved.
A motion was made by Dow and seconded by Meyer to approve transfer of $4500.00 from the
Liquor Fund to the General Fund for the purpose of paying registered sewer warrants and interest.
Motion carried.
Ben Gray was present and there was some discussion as to what salary is to paid village assessor for
this year. A motion was made by Meyer and seconded by Dow to allow $500.00 for the season.
Motion carried.
Morris Wilson’s Bond as Justice of the Peace was approved upon motion by Dow and seconded by
Meyer. All voting in favor.
A delegation from the Fire Department met with the Council. They would like to make some
alterations in the fire barn to accommodate an ambulance which they plan to buy. The council gave
tentative approval providing the changes would not weaken the building. They asked that someone
look over the building to see if the work can be done safely.
Trustee Bailey offered the following resolution and moved its adoption:
Resolved: Two hour parking in the village be instituted on the following streets: Main Street from
Quincy to Highway 10 – Princeton Street Main to Highway No. 10
Highway No. 1010 from Main to Highway No. 10 – Quincy Street on the east side thereof and on
the west side from Court House Alley to Highway No. 10. Violation of this to result in a fine of not
to exceed $5.00 plus costs with the exception of physicians cars. The resolution was duly second by
Meyer and passed all voting in favor.

Resolution
At a regular meeting of the Village Council of the Village of Elk River, Minnesota held on February

2, 1953, Councilman Bailey offered the following resolution:
WHEREAS, It is in the public interest that the Village of Elk River acquire lands for a public park;
and whereas it appears that certain lands on the west side of Lake Orono would make an ideal site;
IT IS HEREBY RESOLVED, That the necessary steps to be taken to acquire by eminent domain
the following described lands situatied in the County of Sherburne and State of Minnesota, to-wit:
That part of the Northwest Quarter of the Southeast Quarter (NW ¼ of SE ¼) of Section Thirty-
two (32), Township Thirty-three (33), Range Twenty-six (26), described as commencing at the
northwest corner of said NW 1/4 , SE ¼, and running East on the North line of said NW ¼ SE ¼
a distance of 16 rods; thence at right angles South and parallel with the west line of said NW ¼ SE
¼ to the center line of the public highway as now located and travelled across said NW ¼ SE ¼;
thence Northwesterly along said highway to the West line of said NW ¼ SE ¼; thence North along
said west line to the point of beginning; also
That part of the West half of the Northeast Quarter (W ½ of NE ¼) of Section Thirty-two (32),
Township Thirty-three (33), Range Twenty-six (26), that lies south of a line parallel to and 112.5 feet
southerly from the center line of U.S. Highway No. 10 as now laid out and travelled over and across
said W ½ of NE ¼)
Said resolution was seconded by Councilman Harry Dow and upon being put a vote was
unanimously carried.
