VILLAGE OF ELK RIVER COUNCIL MEETING
March 2, 1953
A regular meeting was held at the Municipal Building on Mar 2, 1953.
Members present:
E.A. Parent, Mayor; Harry Dow, Dan Bailey, August Meyer, Trustees; H.A. Briggs,
Clerk
The meeting was called to order by Mayor Parent. The minutes of the last meeting were read and
approved.
A petition signed by property owners in Walker’s Addition Revised asking that certain streets in that
addition be vacated was presented to the council. A motion was made by Bailey and seconded by
Dow to approve the petition and have notice of hearing published in the Star News. Hearing to be
held at the Council room on April 6, 1953 at 8:00 P.M. The motion carried.
Donovan, Incorporated of St. Paul, Minn. made application for Natural Gas Franchise for the
Village of Elk River. After considerable discussion by the council and Village Attorney Trustee
Bailey proposed Ordinance No. 45 granting franchise for this purpose to Donovan, Inc. and moved
it’s adoption. Motion was seconded by Trustee Meyer and being put to a vote was carried. All voting
in favor.
There was some discussion regarding the matter of two hour parking. The Council agreed to put the
order in force as soon as the signs are up.

The following motion was duly made by Trustee Bailey and seconded by Meyer
RESOLVED THAT THE PURCHASE OF AN AMBULANCE BY THE VILLAGE BE
AUTHORIZED: THE SAME TO BE PAID FOR OUT OF FUNDS OF THE ELK RIVER
FIRE DEPARTMENT: THAT THE AMBULANCE SHALL BE AVAILABLE FOR SERVICE
TO PERSONS WITHIN THE ELK RIVER AREA, OR THOSE WITHOUT THE AREA
DESIRING TRANSPORATION TO THE AREA: THAT THE CHARGES FOR SUCH
SERVICES ARE TO BE PAID BY THE PERSON HIRING SAME; THAT THE SMOUNT OF
SUCH CHARGES SHALL BE ACCORDING TO A SCHEDULE PREPARED BY THE
CHIEF OF THE FIRE DEPARTMENT AND APPROVED BY THE VILLAGE COUNCIL;
THAT IT SHALL BE THE DUTY OF THE FIRE CHIEF TO SEE THAT ADEQUATE
INSURANCE, BOTH PUBLIC LIABILITY AND COMPREHENSIVE, BE CARRIED IN THE
NAME OF THE VILLAGE OF ELK RIVER THEREON; THAT THE AMBULANCE SHALL
BE OPERATED BY MEMBERS OF THE FIRE DEPARTMENT THAT SHALL BE
DEEMED QUALIFIED BY THE CHIEF OF THE FIRE DEPARTMENT.
Motion carried all voting in favor.
