VILLAGE OF ELK RIVER COUNCIL MEETING
August 3, 1953
A regular meeting was held at the Municipal Building on Aug 3, 1953.
Members present:
E.A. Parent, Mayor; Harry Dow, Dan Bailey, August Meyer, Trustees; H.A. Briggs,
Clerk
The meeting was called to order by Mayor Parent. The minutes of the last meeting were read and
approved.
Mr. Henry Engelke asked if the village would give some assistance in case he puts in sewer from the
back of his property instead of from the front.
The council was of the opinion that the village could not stand part of the expense as the rear
connection would be on Mr. Engelke’s property.
A delegation made up of Oliver Micheau, Robt. Handke and E.R. VandenBerge brought up the
matter of a village curfew. There was some discussion and the village clerk was asked to write the
League for a sample ordinance.
August Leider asked if the council would allow him an allowance in wager. The council agreed to

allow him one dollar an hour beginning Aug 1. Also back pay from Jan 1 1953 to Aug 1 to apply
on his taxes on his home.
A letter was received from L.A. Dare regarding improvement of the alley back of the printing office
and from there to the Caley building. No action was taken at this meeting.
A delegation from Becker brought up the matter of a recent ruling by the Attorney General
regarding the use of sirens and red lights on cars of police officers and private persons. The council
asked village attorney, John McGibbon to write the Attorney General for information.
A motion was made by Briggs and seconded by Meyer to appoint Henry Engelke on the Library
Board to fill vacancy caused by the resignation of Mrs. Mary Howard. Carried.
Council agreed to close swimming pool Aug 15.
A letter was received from the Library Board stating their opinion in regard to the remodeling of the
village hall.
Earl Hettrick, manager of the Municipal Liquor Store, was present and there was some discussion in
regard to the inventory.
A motion by Dow and second by Bailey to transfer enough money from the Liquor Fund to pay
$5000.00 of registered sewer warrants and interest at the First Nat’l Bank. Carried.
