Action Requested
Approve, by motion, the hiring of Justin Ende to the position of park maintenance worker effective July
7, 2020.
Background/Discussion
We went to market to fill the position vacated by the retirement of Phil Barsody. We received 77
applications and interviewed seven candidates. Three finalists had second interviews. Following background
check and pre-employment testing, we recommend Justin Ende for this position.
Mr. Ende grew up on a dairy farm where he learned the skills of equipment operation and maintenance. He
served as a combat engineer in the US Marine Corps for 4 years operating equipment to construct and repair
roads and runways. He has also worked as a septic specialist and, most currently, as a cabinetmaker.
An Elk River high school graduate, Mr. Ende holds a diploma in cabinetmaking and millwork and is
currently working on a bachelor’s degree in American history. Mr. Ende recently obtained his Class A CDL.
This position is part of the IUOE Local 49 and all pay and benefits are consistent with union contract and
city policy.
Financial Impact
This is a budget position.
