The Elk River Vision A welcoming community with revolutionary and spirited resourcefulness, exceptional service, and community engagement that encourages and inspires prosperity Request for Action To Parks and Recreation Commission Item Number 7.2 Agenda Section Action Items Meeting Date July 8, 2020 Prepared by Michael Hecker, Parks and Recreation Director Item Description Proposed Land Swap with Copart Reviewed by Cal Portner, City Administrator Reviewed by Action Requested Discuss the proposed land swap of YAC with Copart Recommend, by motion, the land swap between Copart and the City Background/Discussion Copart and city staff have been discussing a project that would exchange 14.3-acre parcel of YAC that would improve the development potential of parcels owned by both parties. The attached graphic shows a rough approximation of the swap and would adjust the CUP boundaries for the project that was approved for Copart earlier this year. Staff does not feel it will have any major impact to the overall YAC Master Plan. If the Commission recommends the land swap, the YAC master plan will be reviewed and updated by the Commission at a later meeting. If City Council approves the land swap, Copart would like to move quickly and begin construction of their project later this year. Financial Impact Potential costs will be determined as part of an ongoing discussion.
