Background/Discussion
At the June 15 City Council meeting, the concerts for the Riverfront Concert Series were cancelled up to and
including the July 23 event due to the Emergency Executive State Order 20-74 mandating that gatherings must
not exceed 250 individuals. This was extended through July 13, 2020, for both indoor and outdoor
entertainment venues.
ISD #728 has indicated we may use the Zabee auditorium for our scheduled concert dates with not more than
197 individuals permitted. We reviewed our capacity with social distancing for Rivers Edge Commons Park and
estimated not more than 175 individuals. While the Sherburne County Fairgrounds was brought up as a
potential venue, we found it would be cost prohibitive to set up electrical service, stage rental and site
preparation.
We currently have five concerts confirmed from July 30 to August 27. If City Council decides to cancel now,
we will be able to re-schedule them for 2021 without losing deposits. It is unknown what the next Executive
Order may require.
Another option is the sports court flooring for the new ice arena which may be possible, but the venue would
still be required to follow the current Executive Orders. No matter the venue chosen, the city will be required
to develop a COVID-19 operation plan.
Financial Impact
Variable by the direction chosen. The cost to install electrical service and cleanup for the fairground’s location
is estimated in the range of $6,000 to $8,000. The cost for a stage rental is $1,000 per week.

The Town Green Concerts began on June 24, 2020. It is essential to remember that COVID-19 is still
spreading throughout the nation and many are still vulnerable to the disease. We must remain vigilant
in our professional and personal lives and continue to follow the Minnesota Department of Health
(MDH) and Centers for Disease Control and Prevention (CDC) guidance. The following policies and
procedures are subject to change as we continue to react to what has been an ever-changing situation.
Maple Grove Parks and Recreation is committed to providing a safe and healthy workplace for all our
residents and employees. To ensure that we meet MDH and CDC guidelines, we have developed the
following COVID-19 Preparedness Plan in response to the COVID-19 pandemic. Supervisors, staff and
park users are equally responsible for social distancing and proper personal care. Our goal is to mitigate
the potential for transmission of COVID-19 in our parks and community spaces. Only through this
cooperative effort can we establish and maintain the safety and health of our workplaces and public
spaces.
Supervisors and staff are responsible for implementing and complying with all aspects of this COVID-19
Preparedness Plan. Maple Grove Parks and Recreation supervisors have our full support in enforcing the
provisions of this policy.
Our COVID-19 Preparedness Plan follows Centers for Disease Control and Prevention (CDC) and
Minnesota Department of Health (MDH) guidelines, federal OSHA standards related to COVID-19 and all
Executive Orders and addresses:
• hygiene and respiratory etiquette;
• engineering and administrative controls for social distancing;
customer controls and protections;
• housekeeping, including cleaning, disinfecting and decontamination where necessary;
• prompt identification and isolation of sick persons;
• monitoring social distancing and amenity capacities

This COVID19 Preparedness Plan began Wednesday June 24. Patrons are encouraged to direct any
questions to the Town Green staff.
Concerts are scheduled once per week, on a Monday or Wednesday through out June nd
July and on Wednesdays in August beginning at 7:00 p.m.
All interactions with Parks and Recreation Staff will comply with social distancing.
All interactions with the Public will comply with social distancing.

Patrons must practice social distancing.
All PPE’s shall be provided to Staff who handle cleaning and sanitizing.
The seating bowl area will be roped and sectioned off to provide an entry and exit point
Staff will monitor and count users within the designated seating area to guide social
distancing and maintain capacity regulations.
If capacity is reached, staff will prohibit additional users from entering the designated zone.
Public Restroom
Public restrooms are Monday-Sunday from 6:00 a.m. to 9:00 p.m.
Public restrooms will be cleaned and sanitized every morning and periodically as necessary.
All PPE’s shall be provided to Staff who handle cleaning and sanitizing.
Capacity
State of MN Minnesota allows 250 people to gather for an outdoor event. We have determined 200 as
a maximum occupancy for the Town Green seating bowl.
Handwashing
Basic infection prevention measures are being implemented at our public spaces located in the
designated seating bowl area. Workers and customers are encouraged to wash their hands for at least
20 seconds with soap and water frequently throughout the day, but especially after using any of the
public spaces and after using the restroom.
Hand Sanitizer
All Town Green visitors are encouraged to sanitize their hands when utilizing public spaces. Hand
sanitizer will be provided to customers at the entrance of the seating bowl.
Supervisors and Staff are instructed to sanitize their hands periodically throughout their workday.
Social distancing
Social distancing is being implemented for all staff at Town Green.
Staff and visitors are prohibited from gathering in non-family groups.
Respiratory etiquette: Cover your cough or sneeze
Employees and visitors are being instructed to cover their mouth and nose with their sleeve or a tissue
when coughing or sneezing and to avoid touching their face, their mouth, nose and eyes, with their
hands. They should dispose of tissues in the trash and wash or sanitize their hands immediately
afterward. Respiratory etiquette is considered the norm and most everyone is aware of this etiquette.
Signs will not be posted.

Housekeeping
Regular housekeeping practices are being implemented, including routine cleaning, trash removal and
cleaning and sweeping of outdoor surfaces, equipment, tools, etc.
High use public areas will be cleaned daily and as needed
Employees are encouraged to wipe down their areas prior to starting their shift, prior to their
lunch break and at the end of their shift.
Communications and training
A Preparedness Plan for the concerts is mandatory. Additional communication will be ongoing and
provided to all staff.
Signage will be prominently displayed throughout the park promoting social distancing and proper
COVID-19 guidelines.
Instructions will continue to be communicated to customers about COVID19 restrictions and social
distancing and facility use. Managers and supervisors are to monitor how effective the program has
been implemented. Management and staff are to work through this new plan together and update
training as necessary. This COVID-19 Preparedness Plan will be posted throughout the workplace on July
2nd, 2020. This plan is subject to change based on State and County regulations and will be updated as
necessary.
