9.3 SR 07-20-2020 Request for Action To Item Number Mayor and City Council 9.3 Agenda Section Meeting Date Prepared by Work session July 20, 2020 Bob Ruprecht, Building Official Item Description Reviewed by Sewer Access Charge for Exercise/Fitness Facility Suzanne Fischer, Community Development Director Reviewed by Cal Portner, City Administrator Action Requested Receive information and provide staff direction. Background/Discussion A Planet Fitness facility is proposed for the former Office Max building. The owners have requested a review of the current fee schedule that directs the amount of SAC (sewer access charge) and WAC (water access charge) charged. The current fee schedule requires an additional 25 SAC Units to be paid, over and above the eight units paid by the previous retail tenant. At $5,385 per unit, that equates to $134,625. Elk River Municipal Utilities would use the same 25 units for the WAC fee at $3,764 per unit. Elk River adopted the fee schedule several years ago based on the Metropolitan Council calculations. Portions of the chart have been updated over the past several years on a case-by-case basis to meet unique situations in Elk River. The Met Council has also adjusted their schedule since our adoption, including for this type of facility. If we followed the most current Met Council calculations, the SAC units owed for this project would be 6.6 units. Financial Impact SAC and WAC are intended to recover the fixed costs of the investment for the capital facilities such as lift stations, the wastewater treatment plant, wells, water towers, etc. Attachments  N/A The Elk River Vision A welcoming community with revolutionary and spirited resourcefulness, exceptional service, and community engagement that encourages and inspires prosperity
