Background/Discussion The applicant is requesting an amendment to the Hillside Crossing PUD agreement to allow Outpatient Health Care Facilities as permitted uses. The applicant is working to lease a portion the building to Northway Academy, a center -based early intervention autism service. The subject property is zoned Planned Unit Development (PUD) and has an underlying Land Use of Highway Business. As the area is Hwy 10 guided for highway business and the similar zoning district of C-3 allows Outpatient Health Care Facilities as permitted use, staff has no concerns with the request. Amending the PUD agreement will allow all buildings within the PUD to establish an Outpatient Health Care Facility. The Department of Human Services has indicated there is additional need state-wide for this service, specifically in many communities where there are no providers available. Sherburne County has been identified as a priority expansion location by the Department of Human Services. There are currently two centers open in Minnesota, one in St. Cloud and the other in Sartell, MN. Northway Academy offers an opportunity for individuals diagnosed with Autism as well as their families, to receive evidence -based treatment and ongoing support and training. The goal is to improve the quality of life of each individual receiving behavior services. The center will use Applied Behavior Analysis (ABA) as the primary treatment approach. The treatment will be directed by Board Certified Behavior Analysts and will be supervised by a Licensed Psychologist. The center will operate as an outpatient clinic, where children will attend each day to work on skill acquisition with registered behavior technicians.
