Background/Discussion
The applicant is requesting an amendment to the Hillside Crossing
II PUD agreement to allow Outpatient Health Care Facilities as
permitted uses. The development has an underlying Land Use of
Highway Business and the similar zoning district of C-3 (Highway
Commercial) allows Outpatient Health Care Facilities as permitted
use; staff has no concerns with the request.
Planning Commission
No one spoke for or against the request during the public hearing,
and the Planning Commission unanimously recommended approval
of the amendment.
Statutory Review Period
Per State Statute �15.99, the required 60-day review period ends on
July 21, 2020.

Action Requested
Recommend, by motion, approval of the Conditional Use Permit
amending the Hillside Crossing II PUD Agreement allowing
Outpatient Health Care Facilities as a permitted use.
Background/Discussion
The applicant is requesting an amendment to the Hillside Crossing
PUD agreement to allow Outpatient Health Care Facilities as
permitted uses. The applicant is working to lease a portion the
building to Northway Academy, a center -based early intervention
autism service.
The subject property is zoned Planned Unit Development (PUD)
and has an underlying Land Use of Highway Business. As the area is Hwy 10
guided for highway business and the similar zoning district of C-3
allows Outpatient Health Care Facilities as permitted use, staff has
no concerns with the request.
Amending the PUD agreement will allow all buildings within the
PUD to establish an Outpatient Health Care Facility.
Statutory Review Period
Per State Statute §15.99, the required 60-day review period ends on
July 21, 2020.
Council Meeting
If acted on, this item will go to the July 20, 2020, City Council meeting.

Northway Academy
Ovarvia%nr
Northway Academy is a center -based early intervention autism service, which began in Central
Minnesota in 2018. The Department of Human Services has indicated there is additional need
state-wide for this service, specifically in many communities where there are no providers
available. Sherburne County has been identified as a priority expansion location by the
Department of Human Services. There are currently two centers open in Minnesota, one in St.
Cloud and the other in Sartell, MN.
Northway Academy offers an opportunity for individuals diagnosed with Autism as well as their
families, to receive evidence -based treatment and ongoing support and training. The goal is to
improve the quality of life of each individual receiving behavior services. The center will use
Applied Behavior Analysis (ABA) as the primary treatment approach. The treatment will be
directed by Board Certified Behavior Analysts and will be supervised by a Licensed Psychologist.
The center will operate as an outpatient clinic, where children will attend each day to work on
skill acquisition with registered behavior technicians. The center will be open Monday through
Friday during normal business hours.
