I . Call Meeting to Order
Pursuant to due call and notice thereof, the meeting of the Elk River Planning
Commission was called to order at 6:30 p.m. by Chair Larson -Vito.
2. Roll Call
Roll call was taken.
3. Consider May 26, 2020, Planning Commission Agenda
Moved by Commissioner Johnson and seconded by Commissioner Beise to
approve the May 26, 2020, Planning Commission agenda.
Motion carried 6-0.
4. Consider Planning Commission Minutes
Moved by Commissioner Rydberg and seconded by Commissioner Thiel to
approve the April 28, 2020, Planning Commission minutes.

5.1. CommonBond Elk River Housing Limited Partnership — 19522 Holt St.
NW — continued from April 28, 2020
■ Land Use Amendment from Highway Business to High Density Residential,
Case No. LU 20-02
■ Preliminary Plat for a 60 -unit 3 -story apartment building to be known as Elk
Ridge Lodge, P 20-05
■ Conditional Use Permit to establish a residential PUD, Case No. CU 20-07
Mr. Carlton presented the staff report. The applicant submitted a letter to the
Planning Commission requesting their applications be continued to the June 23,
2020, Planning Commission meeting. The applicant is setting up two public outreach
open houses at City Hall on June 3 and 4 for the neighboring residents and business
owners. Any public comment received between now and then will be included in the
June Planning Commission packet.
Moved by Commissioner Rydberg and seconded by Commissioner Thiel to
continue the requests by CommonBond Elk River Housing Limited
Partnership to the June 23, 2020, Planning Commission meeting.
Motion carried 6-0.
6. Council Liaison Update
Councilmember Ovall provided an update on recent city council meeting items,
specifically the Twin Lakes Road apartment concept review, TogetherElkRiver
initiative to support local businesses, and the County Road 12 road improvement
project.
7. General Business
7.1. Lake Orono Restoration and Enhancement (LORE) Project
Review
Mr. Wisner and Ms. Erickson presented the staff report and reviewed a PowerPoint
presentation about the project. They stated legally the project needs to be reviewed
by the Planning Commission to ensure it aligns with the Comprehensive Plan as this
project is a capital improvement.
Moved by Commissioner Beise and seconded by Commissioner Johnson to
adopt Resolution 20-01 finding the Lake Orono Restoration and
Enhancement Project (LORE) to be consistent with the Comprehensive Plan
of the City of Elk River as outlined in the staff report.
Motion carried 6-0.
