Discuss the temporary use of signs to reserve parking spaces in downtown and provide staff with
direction regarding their continued use.
Background/Discussion
On June 1, 2020, the City Council discussed outdoor patios on city lots in the downtown area. In
accordance with the governor’s executive order, Council provided staff flexibility in working with
business owners to use the city-owned downtown parking lots through October 31, 2020.
Since that discussion, restaurants have been allowed to increase indoor capacity, but have not been able to
return to normal operations. Many restaurants continue to offer curbside takeout, which has been
challenging in downtown with the parking configuration and a partial parking lot closure.
With those limits in mind, staff has acted in accordance with the governor’s order to remain flexible. One
of those actions permitted restaurants to sign a space for take-out and pick-up orders. The decision
resulted in very few comments for a while, but staff has started to receive complaints about other, non-
food related, businesses placing parking signs along main street which state parking for “x” business only.
At this point staff has asked those businesses to remove their signs, and staff is seeking Council direction
regarding the placement of signs reserving parking spaces during the COVID-19 pandemic.
