Background/Discussion
BUSINESS VISITS
BR&E Visits have been very difficult to schedule the past few months. As an alternative, staff sent a GROW
MN survey to gauge the local business environment to 28 businesses, seven businesses participated.
MISCELLANEOUS
DEED Bi-weekly Conference Calls
Staff participates in weekly calls facilitated by DEED Commissioner Steve Grove which keep economic
development professionals up to date on changes to federal and state loan programs and resources available to
local businesses.
COVID-19 SMALL BUSINESS EMERGENCY MICROLOAN PROGRAM
To date,we have received 17 inquiries for the program, and eight applications were approved. One new
application was received. One applicant withdrew their application,as they applied for the county grant
program. One applicant was denied,because they are a home-based business,which are not eligible under the
program.A grand total of$97,374 is expended from the total program dollars, of which $27,374 is eligible for
forgiveness and$70,000 may be eligible for reimbursement through the CARES Act. Reporting forms will be
sent out to the applicants by September 30, 2020.
EDA DASHBOARD REPORT
Lead generation comes from participating in several different activities, conferences, and events throughout the
year. At the request of the Commission, a copy of the dashboard report will be delivered at the meeting.
SHERBURNE COUNTY CARES ACT GRANT TO BUSINESSES
Sherburne County has created a grant program to provide businesses funds to make up for losses related to the
COVID-19 pandemic. Several Elk River businesses applied for the program.
MORRELL TRUCKING
Morrell Trucking's Microloan 5-year balloon was up on August 1, 2020. They have the option to request a 2-
year extension or pay the balance in full. The payoff amount is $156,427.56 as of 9/1/2020. They continue
making payments each month. They intend to apply for an extension to their loan. They plan to submit their

request and application on October 5, 2020, for Joint Finance Committee Review on October 27, 2020 and
final action by the EDA on November 16, 2020.
PUBLIC ART PROJECT
The draft grant application is due to Central MN Arts Board (CMAB) by September 30. Staff is working
with the artist on the draft grant application. The grant is due to CMAB by October 19, 2020.
TOGETHER ELK RIVER
The subcommittee continues to meet. The campaign distributed 100-yard signs, (50 more signs were
recently ordered) 66 decals, and hundreds of stickers to residents and businesses,via the municipal liquor
stores, Chamber of Commerce,and the weekly farmer's market. Electronic billboards in Elk River
continue to display the Together Elk River Logo. Downtown banners are hung and showcase the six
focus areas of the campaign;Dines, Shops,Plays, Grows, Supports,and Gives.
Support Together Elk River Spirit Week was a success! The city purchased Google Ads,Facebook ads
and Boosted Facebook ads that had a reach of over 47,000 impressions. The Together Elk River
campaign and Spirit Week were also highlighted on the front page of the Star News two weeks in a row.
The subcommittee is now working on developing a Brand Ambassador Group,who will act as brand and
information disseminators.
BEAUTIFICATION COMMITTEE
Dr. Hunter, owner, of Elk Plaza Dental,was nominated for the Beautification Award this month. He has
made significant improvements to the facade of his business and with new landscaping has modernized
his building. The work started late fall and continued even during a COVID-closure of his business. The
investment signals his dedication to making Elk River a better place for business.
HRA REDEVELOPMENT PROJECT UPDATE
You may have seen some activity around the intersection of Main Street and Gates Ave. The HRA is working
on a redevelopment project in this area. They purchased seven substandard properties and had five of them
taken down over the past two weeks. Two properties will be moved off site.A project has not yet been
proposed for this site. However,there are developers interested in the proposing a project for the site. The
property will be marketed by the HRA with the vision of retail,housing and pedestrian-friendly access
connecting to downtown and other commercial districts.
RIVERWALK APARTMENTS
Sun Rae Apartments,LLC applied for Tax Increment Financing to construct two 89-unit apartment complexes
at 17354 Zane Street, Elk River (formerly Saxon Motors). This project is proposed as a Redevelopment TIF
District. The Joint Finance Committee will review the application at their regular meeting on September 29,
2020.

c ustomers to touch things (at the Farmer's Market) isn't conducive to sales. We use hand
s anitizer and do allow c ustomers to handle our products. While the need for mas ks is through
the roof, c ustomers don't have as much dispos able income so our products have to be better
than ever. Face-to-face interactions present a challenge because of health and s afety
c oncerns.
