RESOLUTION 90-8
A RESOLUTION OF THE CITY OF ELK RIVER
A RESOLUTION OF INTENT TO STUDY ORGANIZED COLLECTION
WHEREAS, the Elk River Citizens Solid Waste Task Force
created by the Elk River City Council has submitted
recommendations to the City concerning improvements
to the City of Elk River's waste management system,
including the possibility of organized collection of
mixed soled waste, mandatory collection of mixed
waste, volume based pricing, mandatory recycling,
separate yard waste collection; and
WHEREAS, the City Council held a public meeting on February
26, 1990, as required under the Minnesota Waste
Management Act, as amended (Minn. Stat. 115A.94), on
the issue of whether the City should consider
implementation of organized collection as a part of
its integrated solid waste management system; and
WHEREAS, organized collection, as defined in Minn. Stat.
115A.94, subd. 1, means a system for collecting solid
waste in which a specified collector, or member of an
organization of collectors, is authorized to collect
from a defined geographic service area or areas some
or all of the solid waste that is released by
generators for collection; and
WHEREAS, organized collection may be beneficial to the City
of Elk River.
NOW, THEREFORE, BE IT RESOLVED that the City Council hereby
intends to study methods of improving solid waste
collection in the City of Elk River, including but
not limited to, the benefits and the detriments of
organized refuse collection for single-family to
four-plex dwellings as the basis for an integrated
solid waste management system; and
BE IT FURTHER RESOLVED, that the general sequence of events
should be followed:
1. Begin the required minimum 90 day planning period
by identifying the system options to be
considered; further, the City will analyze at
least the following collection system plans or
proposal:
a. Maintaining the status quo.

b.
Implementing mandatory collection of mixed
waste, volume based pr1c1ng, mandatory
recycling and separate yard waste collection.

2. Establish standards and criteria of service for
an integrated solid waste management system
including revision of City Codes and Ordinances.
3. Evaluate systems of collection including but not
limited to the following criteria:
a. Administrative expense.
b.
Potential increase
participation.

recycling

c.
Effect on illegal dumping.
d. Effect on litter.
e. Measured efficiencies of route design.
f. Impact to the resident.
g. Impact to the hauler.
h. Evaluate service changes to the resident.
i. Future needs of solid waste management and
the effect this system will have on these
potential needs.
4. Solicit plans or proposals from refuse haulers
concerning refuse collection system alternatives
and configuration.
5. Conduct public meetings to discuss options,
standards, criteria, and proposals with
interested citizens and encourage their response
and comments.

6. Evaluate the proposals considering all public
comment and response.

7. Recommend any system changes to the City Council
for their consideration.
8. Recommend adoption of ordinances which will lead
to implementation of desired system changes.
