Action Requested
Provide staff with direction regarding the potential transfer of EDA-owned property to the City of Elk River.
Background/Discussion
The Parks and Recreation Department received a grant for several improvements to Orono Park which requires
all improvements to be on one parcel. The Orono Park plat includes numerous city and EDA-owned lots and
unused rights-of-way that will be reconfigured to support the planned uses in the area.
The EDA currently owns the parcel that includes City Hall, the Public Safety Facility, and the parcel with the
pavilion on the SE side of Orono Beach. Execution of the plat will require a deed from the EDA to transfer
ownership of the portions of the parcels included in the proposed boundaries of Orono Park to the City of Elk
River. The EDA can transfer both parcels in their entirety or just the portions of the lots that will be included in
Orono Park.
Staff is looking for direction from the EDA regarding the transfer of property from the EDA to the city.A formal
action request to approve the deeds transferring ownership to the city will be on the October 19, 2020, EDA
Agenda.
