Three interviews for the community development director position are scheduled for the Special
City Council meeting on Monday, July 25, 2005. The meeting will be held in the Uppertown
Conference Room. The meeting will begin at 6:30 p.m. with a review of the interview questions and
the interview process. The first interview is scheduled for 7:00 p.m. It is anticipated that each
interview will take 45-60 minutes. (When this interview meeting was called everyone knew that Greg
Albrecht, Sathe Executive Search, had a conflict and could not get to the meeting until 7:00 p.m.)
Michael Leek will be interviewed at 7:00 p.m., Stephen RoWf will be interviewed at 8:00 p.m., and
Scott Clark will be interviewed at 9:00 p.m. Information on the three fInalist was provided to the
Council at the June 27, 2005 meeting. Attached is the position profile for the community
development director position.

POSITION PROFILE
CITY OF ELK RIVER

CITY OVERVIEW
Elk River, Minnesota is a statutory city with Optional Plan A form of government whereby
administrative, as well as legislative, authority is the ultimate responsibility of the Council as a
whole. The City of Elk River is located approximately 35 miles from downtown Minneapolis and is
the county seat for Sherburne County. The City has an estimated population of 20,000 and is
growing at a substantial annual rate. The City is positioned for significant growth, anticipating a
population growth to 35,000 in the next fifteen years. In two (2) consecutive years, the City issued
building permits of 550 per year.
The City of Elk River was incorporated in 1880 as an area rich in farming, milling and a source of
electrical power generated through a dam which was erected near the Elk River and the Mississippi
River. Today, the City is home to Great River Energy, numerous business parks, a vital business
community, over 800 acres of gorgeous parks, and an abundance of recreational opportunities. Elk
River is truly a wonderful place to live and grow a business. The City comprises an area of over 44
square miles.
The government of Elk River is comprised of a number of departments including Parks and
Recreation, Community Development, Public Works, Police and Fire, and Administrative Services.
There are approximately 150 full-time and 100 seasonal and part-time employees of the City of Elk
River.
POSITION OVERVIEW
Reporting to the City Administrator, the Community Development Director will be responsible for
community development including the management of the building and environment, planning and
code enforcement, and economic development departments. This position will be responsible for a
budget of approximately $1.7 million. The City of Elk River has an annual general fund budget of
approximately $10 million. .
POSITION RESPONSIBILITIES
1. Establish operating policies, practices, procedures and controls required to manage the City's
community development activities, including facilitating a comprehensive planning process
~ Responsible for adherence to regulations for building code enforcement, sanitary services,
recycling, housing, zoning, city code enforcement, economic development and re-
development

~ Responsible for effective implementation and successful achievement of the Comprehensive
Plan
~ Provide leadership and direction in the development of short and long-range plans related to
growth management, economic development, and other related issues
~. Gather, interpret and prepare data for community development related studies, reports and
recommendations
~ Provide guidance and give departmental approval to economic development and re-
development incentive packages offered to developers and businesses seeking to do business
in Elk River
~ Ensure open and frequent communication between planning, economic development, and
building departments so departments work cohesively
~ Review and provide input to developer, City Administrator, staff, City Council and Planning
Commission on developmental proposals
2. Prepare, submit and administer annual departmental budget including the controls necessary to
ensure budgetary compliance.
3. Promote community development through professional planning and development advice to
elected and appointed officials; make presentations to City Council, boards, commissions, civic
groups, and the public; responsible for staff liaison with the Planning Commission, Economic
Development Authority, Business Incubator Advisory Committees, and others as assigned.
4. Manage and direct the operations of the Community Development Department and its staff.
5. Perform other essential job duties, including regular and timely work attendance, following all
safety procedures, and participating in all safety training, and other training as assigned by the
City Administrator or City Council.
REQUIRED KNOWLEDGE, SKILLS AND ATTRIBUTES
~ Thorough knowledge of community development, economic development, redevelopment,
planning, zoning, and urban land use principles, land use law, best practices, and trends.
~ Knowledge of the strategic planning process, code enforcements, building inspection,
environmental health, and budget development and administration.
~ Knowledge of public financing techniques including grants, loans, state and federal programs,
tax abatement, and tax increment financing and the ability to use them to design effective
financial assistance packages for new or expanding businesses.
~ Knowledge of engineering and building construction principles and concepts.
~ Knowledge of geographic information systems (GIS) and how to use them in the operation of a
community development department.
~ Knowledge of landscape architecture and traffic engineering.
~ Ability to work with the Department of Transportation and regional and county traffic boards.
~ Knowledge of the principles and practices of civil engineering as they relate to planning and
subdivision design and control.
~ Excellent negotiation and communication skills at all levels to all employees and all
stakeholders of the City.

~ Ability to supervise a complex set of department functions and to facilitate a cohesive, team-
building relationship between departments.
~ Ability to think in a creative and strategic manner in order to develop alternative program
proposals designed to achieve results consistent with community goals.
~ Ability to make presentations to a variety of audiences in a persuasive and informative manner.
~ Ability to analyze technical and statistical information and to prepare and present technical oral
and written reports.
~ Ability to prepare written grant applications or to direct others in this process.
~ Ability to maintain effective working relationships.
~ Strong computer skills including Microsoft Excel and/or other spreadsheet software packages.
~ Ability to manage and lead a diverse, multi-talented teams to work effectively.
MINIMUM QUALIFICATIONS
~ Bachelor's Degree in public administration, urban studies, land use planning or closely-related
field.
~ Five years of supervisory experience as a department head managing either a planning or
economic development department.
~ Minimum of seven years of extensive experience of a progressively responsible nature in
economic development, planning, building code, and general community development
activities.
~ Experience as a department head for a growing community of 15,000 or larger.
PREFERRED QUALIFICATIONS
~ Master's Degree in urban studies, public administration, or closely-related field.
~ Supervisory experience in public administration, community development, or closely-related
management position.
~ National Development Council Certification.
COMPENSATION
Compensation to be determined; will be based on qualifications.
