VILLAGE OF ELK RIVER COUNCIL MEETING
January 4, 1954
A regular meeting was held at the Municipal Building on Jan 4, 1954.
Members present:
Edward Schwartz, Mayor; Harry Dow, Dan Bailey, August Meyer, Trustees; H.A.
Briggs, Clerk
The meeting was called to order by retiring Mayor E.A. Parent after which Mayor elect Edward C.
Schwartz took over the office of Mayor. The minutes of the last meetings were read and approved.
The clerk reported the results of the December election. Officers elected: Edward C Schwartz –
Mayor; Dan Bailey – Trustee; H.J. Pfeiffer – Justice of the Peace.
A representative of the National Cash Register Co demonstrated a cash register being considered for
the Municipal Liquor Store.
Lester Derr reported on drainage project in west end of town. It was decided to have surveying
done so as to have information for the purpose of asking for bids.
A motion was made by Bailey and seconded by Dow to have a blade made for the snow plow for
use at the village dump. Motion carried.
A motion was made by Bailey and seconded by Meyer to install a stop sign at Fourth and State
Streets. Carried.
There was some discussion in regard to use of car by Deputy Marshall George Moos. A motion was
made by Meyers and seconded by Dow to allow Moos 7 ½ cents a mile for use of his car. Carried.
Richard Halter, Supt. Of the Power and Light Commission was prepared to pay off $70,000.00 in
Power and Light revenue certificates thereby saving on interest and asked approval of the village
council.
A motion was made by Meyer and seconded by Dow to approve the payment of these certificates.
Carried.
Upon motion by Bailey and second by Meyer the following bonds were approved.
T.H. Daly, Treas; Clara Hipoag, Deputy Treas.; H.J. Pfeiffer, Justice of the Peace.
A motion was made by Bailey and seconded by Briggs to reappoint Cleland Meyers as a member of
the Power and Light Commission. Carried.
A motion was made by Briggs and seconded by Bailey to appoint John E. McGibbon as village
attorney. Motion carried.
Mayor Schwartz appointed the following standing committees:
Sewer-Schwartz, Bailey, Meyer
Parks and Playground – Briggs, Meyer
Liquor – Schwartz, Dow, Meyer
Relief – Briggs, Bailey
Road and Bridge – Dow, Briggs, Schwartz
A motion was made by Bailey and seconded by Meyer to transfer $500.00 from the Sewer
Maintenance Fund to the Road and Bridge Fund to help pay Lester Derr for his work on the sewer.
Carried.
The Clerk was asked to order a copy of Booth’s Village Manual.
There was some discussion regarding the Municipal Liquor Store. Earl Hettrick was asked to look
over cash registers in the city.
A motion was made by Bailey and seconded by Dow to set the salary of the Village Clerk for the
year at $75.00 a month. Motion carried.
