VILLAGE OF ELK RIVER COUNCIL MEETING
May 3, 1954
A regular meeting was held at the Municipal Building on May 3, 1954.
Members present:
Edward Schwartz, Mayor; Harry Dow, Dan Bailey, August Meyer, Trustees; H.A.
Briggs, Clerk
The meeting was called to order by Mayor Schwartz. The minutes of the last meeting were read and
approved.
Mayor Schwartz read the advertisement recently published for bids for village truck and dump box.
Bids were received from the following: Nickerson Bros, Flaherty Bros, Elk River Implement Co,
Anoka Garage, and International Harvester Co. The International Harvester Co. presented the
lowest bid for the 19,000 lb truck, bid being $3,541.00. A motion was made by Meyer and seconded
by Bailey to buy the International truck for $3,541.00. Motion carried. All voting in favor.
Joe Schwab and Clarence Kramer were present and asked for a street light on their corner. The
council agreed to recommend to the Utilities that this light be installed.
A delegation met with the council in regard to the drainage problem in the vicinity of Blackers and
Heidelbergs. The Council suggested that they talk it over with Mr. Bickman regarding the excavating
and have Les Derr get ground survey.
A motion was made by Bailey and seconded by Briggs to settle recent damage to hydrant and pole
on Princeton St. for not less than $400.00. Motion carried.

RESOLUTION

At the monthly meting of the Village Concil of the Village of Elk River held on May 3, 1954 the
following resolution was passed.
BE IT RESOLVED: That the Sherburne County Board of Commissioners be requested, under the
provisions of Section 160:431 of the Minnesota Statutes of 1953, to designate as an extension of
State Aid Bond No. 11 the following Village Streets:
Beginning at a point on Main Street in Orono subdivision where State Aid Road No. 11 intersects
with old Trunk Highway No. 10, said point being approximately 138 feet east of the week limits of
said Village of Elk River in the Southwest Quarter (SW ¼) of the Southwest Quarter (SW ¼) of
Section 33, Township 33, Range 26, thence continuing northeasterly along Main Street to the point
of its intersection with the centerline of Bridge Street, thence continuing northeasterly over the
bridge which spans the Elk River at the southeasterly end of Lake Orono and sontinueing
northeasterly along Bridge Street to a point of its intersection with the centerline of Main Street,
thence continuing southeasterly along Main Street to the point of its intersection with Hope Street
and connecting at this point with State Aid Road No. 1

Trustee Meyer presented the following resolution and moved its adoption. It was seconded by Bailey
and passed all voting in favor.
RESOLUTION
WHEREAS, Raymond F. Bernard is the owner of a part of Lot 2, Block 23, in the Village of Elk
River, and proposes to reconstruct thereon a garage and service station to replace a similar structure
recently destroyed by an explosion; and
WHEREAS, the proposed building and business will be an asset to the Village of Elk River; and
WHEREAS, said proposed building is in a commercial district; and
WHEREAS, by reason of the construction of Trunk Highway No. 10 through the Village of Elk
River, the property available for commercial development within said Village has been substantially
reduced; and
WHEREAS, the proposed location is within a 30 mile per hour speed zone; and
WHEREAS, it is the opinion of the Elk River police department that no additional traffic hazard
will be created thereby,
BE IT RESOLVED that, the Village Council of the Village of Elk River, Minnesota, consideres that
it would be in the public interest if Mr. Bernard were granted an access from his said property to
Trunk Highway No. 10 where it abuts said property at such place as it is considered feasible and
urge that the State Highway Department favorably consider his application therefor.
