VILLAGE OF ELK RIVER COUNCIL MEETING
June 7, 1954
A regular meeting was held at the Municipal Building on June 7, 1954.
Members present:
Edward Schwartz, Mayor; Harry Dow, Dan Bailey, August Meyer, Trustees; H.A.
Briggs, Clerk
The meeting was called to order by Mayor Schwartz. The minutes of the last meeting were read and
approved.
Harry Anderson reported that the fence between his property and the village swimming beach needs
repair. This was referred to Lester Derr.
Hugh Owens met with the Council and there was a discussion regarding his roller skating rink on
the old fair grounds. He stated that the rink would be open until 10:30 P.M. three days a week. The
Council agreed.
Albert Bailey and Dr. McNair were present and brought up the matter of fluoridation of the city
water. Mayor Schwartz agreed to get the reaction of the Community Club and also see the Village
Attorney as to the correct procedure to follow. Action was deferred until the next meeting.
The first Monday in July coming on the fifth of the month, the next council meeting was set for

Tuesday, July 5. The Fourth coming on Sunday, July 5 would be a holiday.

A petition was presented by Frank Nickerson for a sewer extension on 4 St. east to the Putnam
driveway. A motion was made by Bailey and seconded by Meyer to make this extension as soon as
possible. Carried.
A motion was made by Briggs and seconded by Dow to allow $200.00 to pay part of expense of Fire
Dept. Convention. Motion carried.
Harry Dreissig, Fire Chief, reported on the work of the Fire Department. He said the tires on the
old Chevrolet truck were 20 years old and should be replaced. Also that the tires on the Ford Truck
are 13 years old. The Council suggested that the tires on the Ford be transferred to the Chevrolet
and new tires be bought for the Ford.
A motion was made by Bailey and seconded by Dow to raise Mrs. Page’s salary as librarian to $85.00
a month to include janitor work. Carried.
Lester Derr was asked to make a survey of what street surfacing should be done. The cost not to
exceed $5000.00.
A motion was made by Bailey and seconded by Dow to approve the purchase of two truck tires.
Carried.
Moved by Bailey and seconded by Meyer to approve the transfer of $4000.00 from the Liquor Fund
to the General Fund. Motion carried.
