VILLAGE OF ELK RIVER COUNCIL MEETING
December 6, 1954
A regular meeting was held at the Municipal Building on Dec 6, 1954.
Members present:
Edward Schwartz, Mayor; Harry Dow, Dan Bailey, August Meyer, Trustees; H.A.
Briggs, Clerk
The meeting was called to order by Mayor Schwartz. The minutes of the last meeting were read and
approved.
Dean Bailey was present and reported on a survey taken of the business places in the village
regarding the enforcement of the two hour parking ordinance. The survey showed that the business
places voted 65 to 14 in favor of the two hour parking. The council therefore decided to put the
ordinance in force as soon as the parking signs can be ordered and put up.
Architect Fridlund was present at the meeting and showed tentative plans for the proposed garage.
There was discussion regarding the doors, windows, etc. Mr. Fridlund will prepare a blue print of the
building.
Kendall Houlton, Milton Dwyer and T.H. Daly were present and there was discussion regarding the
audit recently made of the village insurance by Stanley Wheaton. The council recommended that
each insurance agent prepare an audit of the village insurance and present to the council. A motion
was made by Meyer and seconded by Dow to table the matter until other audits are received. Motion
carried.
A motion was made by Bailey and seconded by Dow to accept the appraisal bid of $3900.00 on the
Wexler property and make payment by registered warrant. Carried.
Motion by Briggs and seconded by Meyer to approve transfer of $4000.00 from the Liquor Fund to
General Fund. Motion carried.

Ellingson
