06-06-1955 VCM VILLAGE OF ELK RIVER COUNCIL MEETING June 6, 1955 A regular meeting was held at the Municipal Building on June 6, 1955. Members present: Edward Schwartz, Mayor; Harry Dow, Dan Bailey, August Meyer, Trustees; H.A. Briggs, Clerk The meeting was called to order by the Mayor Schwartz. The minutes of the last meeting were read and approved. A delegation from Anoka met with the council regarding garbage collection in Elk River. There was some discussion but upon motion by Bailey and second by Dow the matter was tabled until the July meeting. A motion was made by Meyer and seconded by Dow to raise pay of August Leider to $1.05 per hour. Carried. The Council agreed to let manager Balow of the Liquor Store employ a warrant to wait on the booths. Stanley Wheaton was present and again brought up the village insurance plan previously discussed by the council. The following motion was made by Bailey and seconded by Meyer: I move that the First National Bank Agency of Elk River, Minnesota, be named agent of record for the Village of Elk River to handle all their insurance matters and be insurance advisor for the village council and to adopt the insurance program that they propose and that the First National Bank Agency shall pay at the end of each calendar year the following agents the following percentages of net commissions earned during that year from village business that they now write to compensate them for the loss of such business with the understanding that this will be paid to these agents only and only during the time that they continue in business in Elk River: G.A. Johnson 10% Elk River Ins. Agency 11% T.H. Daly 29% I further move that this motion be made a permanent record in the books of the Village Clerk and if passed shall remain in force until rescinded by majority vote of said village council upon two weeks written notice of such action to said agent of record. After discussion and before the motion was put to a vote a motion was made by Briggs and seconded by Dow to amend the above motion to hold action on the motion until next meeting at which time vote will be taken. Motion carried. A motion was made by Briggs and seconded by Meyers that the village will build and maintain a service road on right of way from Station 1865 to 1877 as shown on prepared map provided the village gets access to said strip along Highway No. 10. Motion carried. Motion by Dow and seconded by Meyer that village make available a swimming beach and procure a life guard for the season. Carried. The Council agreed to black top Eighth Avenue in the Walker Addition and also Park St from Lincoln St to Highway 169. A motion by Bailey and seconded by Meyer to have Fire Department have pump repaired and to allow $50.00 per man for members attending the annual Firemen’s Convention. Motion carried.
