01-03-1956 VCM VILLAGE OF ELK RIVER COUNCIL MEETING January 3, 1956 The regular meeting of the Elk River Village Council was called to order on January 3, 1956 by Mayor Schwartz at 7:30 p.m. All members were present. The minutes of the last meeting were read and approved. Motion by Meyer and seconded by Dow to employ relief clients when work is available at the rate of $1.00 per hour. Motion carried. Mayor Schwartz appointed the following committees – Sewer Committee – Bailey, Meyer, Dow Liquor Committee – Swartz, Briggs, Dow Parks and Playgrounds – Dow, Meyer, Schwartz Relief Committee – Meyer, Briggs, Bailey Road & Bridges – Briggs, Bailey, Schwartz Manager Al Balow was present at the meeting and made a preliminary report of the progress of the Municipal Liquor Store. Motion by Bailey and seconded by Dow that Mr. & Mrs. Oliver DeMars be blacklisted in all businesses in town selling liquor or 3.2 beer. Motion carried. John McGibbon, Village Attorney reported on the status of the Wexler property. Other legal matters were also discussed. It was moved by Bailey and seconded by Dow that the treasurer of the Village of Elk River be authorized to invest the sewer rental fund in time deposits in any ???? authorized depository of village funds or in outstanding warrants of the Village of Elk River. Motion carried. Upon motion by Meyer and second by Bailey the council agreed to begin the regular monthly meetings at 7:30 p.m. beginning in February. Beer license of Clement Stelfafling was approved by the council, all voting in favor. Motioned by Bailey and seconded by Dow that Otin Nickerson be reappointed on the Power and Light Commission. Carried. A motion was made by Bailey and seconded by Dow to make salaries: Members of the commission $100.00 per year, Lester Derr $410.00 per month, A.E. Balow $410.00 per month, Briggs $85.00 per month, Geo. Maas $1.20 per hour. Motion carried. Upon motion by Bailey and second by Dow the council went on record as recognizing the many years of faithful and efficient service rendered by outgoing village treasurer T.H. Daly. A motion was made by Briggs and seconded by Bailey to approve bond of newly elected Treasurer C. Dale Palmer. Carried. For the reason that Dale Palmer resigned from the Library Board. A motion was made by Bailey and seconded by Briggs to appoint Abe Johnson to fill the vacancy on the board. Motion carried. The following bills were allowed and ordered paid.
