08-06-1956 VCM VILLAGE OF ELK RIVER COUNCIL MEETING August 6, 1956 The regular meeting of the Elk River Village Council was called to order by Mayor Schwartz on August 6, 1956. Members present, Mayor Schwartz and Trustee Dow, Meyer and Briggs. The minutes of the last meeting were read and approved. A delegation consisting of Mrs. Lillian Specht, Ermil Hoffman, Philipp Miller, William Anderson, H. Zaenek and Frank Nickerson were present. They objected to the odor from the mink farm near them, owned by Herschel Putnam. The Committee understood that a permit was to be requested for a building on the farm which would increase the size of the farm and they objected to a permit being issued. A motion was made by Meyer and seconded by Dow that in case of an application for a building permit by Mr. Putnam for any purpose connected with the mink farm the application shall be rejected. Motion carried. A motion was made by Meyer and seconded by Dow to Authorize Fire Chief, Harry Dreissig to buy 200 feet of 1 ½” fire hose. Carried. Pat Donahue presented a request for a building permit for a building across the street east of Elmers poultry store. The matter was tabled until next meeting. Village Attorney, McGibbon reported that the Village could legally allow the Village dump to be used for a rifle range provided reasonable precaution is used. Insurance for a project of this kind would have to be covered by a special insurance policy. Engineer Friedlund was present and showed preliminary plans for the second story on the Municipal Building. Some changes were suggested and a special meeting was called for August 20 at 7:00 P.M. for further consideration of the plans. Manager of the Liquor Store, Al Balow attended the meeting. He reported that the ice machine is not working properly. Mr. Balow will investigate further, also the condition of the door of the beer chute in the walk. Stanley Wheaton reported that there has been a reduction of 25% on Village insurance on building and contents. This can be taken on any anniversary of date of policy.
