VILLAGE OF ELK RIVER COUNCIL MEETING
November 5, 1956
The regular meeting of the Elk River Village Council was called to order by Mayor Schwartz on
November 5, 1956. Members present: Schwartz, Meyer, Bailey, and Briggs. The minutes of the last
meeting were read and approved.
A motion was made by Meyer and seconded by Briggs to renew on and off beer license for Sherman
Sachs. Carried.
Mr. Lowell H. Benson of the K.M. Clark Engineering Co. was present regarding a village sewage
disposal system. He explained about the Lagoon Plan of disposal which is in use in several
communities.
Donald Henderson and Ed Kliener met with the council. They are interested in establishing a deer
sanctuary on certain land including the village dump. A motion was made by Meyer and seconded by
Bailey to table the matter until it can be investigated. Motion carried.
Mrs. Archie Larson and Mrs. M.W. Tierman attended the meeting. They suggested that some waste
paper containers placed along Main Street would help take care of waste paper thrown along the
street and in the yards. The council agreed to give this due consideration.
A motion was made by Bailey and seconded by Meyer to set the hours of the coming Village
election at 9 A.M. to 7 P.M. Carried.
The Council decided to make a change in the Village plans to have one phone for the fire
department and Police Department and one for the Library and Village Hall.
A motion was made by Briggs and seconded by Meyer to have only three members on the
December Village Election board. Once clerk and two judges. Motion carried.

A motion was carried by Meyer and seconded by Dow to renew On and Off beer license of
Clemens Stelpflug. Motion carried, all voting in favor.
Salesman for the liquor dispenser was at the meeting. He wishes to put in one unit at Liquor Store
on trial. Council decided to wait until Al Balow is on duty before having it put in.
A motion was made by Briggs and seconded by Dow to appoint John C. McGibbon as village
attorney for the coming year.
A motion was made by Briggs and seconded by Meyer to appoint Mrs. Tom Duggan and Mrs.
George Dietz on the Library Board. Carried.
The clerk was asked to write the League for sample contract with townships regarding fire
department calls, also to order supply of dog tags.
A motion was carried by Dow and seconded by Sandberg to appoint Joe Bailey on the Light and
Power Commission. Motion carried.

Upon motion by Dow and second by Sandberg council approved the transfer of $5,000.00 from the
Liquor Fund to the General Fund.
A motion was made by Meyer and seconded by Dow to appoint Dr. Zim Chairman of the Board of
Health. Carried.
